Guruprasad Mohapatra (22 April 1962 - 19 June 2021) was an officer of the Indian Administrative Service (IAS) who had held several important positions in the Gujarat State Govt and also in the Central Govt of India. At the time of his demise in June 2021 due to COVID-19 he was holding the position of the Secretary of Department for Promotion of Industry and Internal Trade (DPIIT) in Govt of India. [1]

In April 2021, in spite of the fact that he himself was suffering from Covid, he worked day and night to ensure availability of oxygen when the Covid pandemic was at its most dreadful and deaths from the disease were at their peak in the country. [2] In the year 2022, Govt of India posthumously conferred the Padma Shri award on Mahapatra specifically for his immense contribution for the alleviation of the sufferings of Covid patients. [3]

Early life and education

Guruprasad Mohapatra was born on 22 April 1962 to Odisha Sahitya Akademi Award winner Mohapatra Nilamani Sahu and Prasanna Kumari Devi. He secured BA degree in history from Buxi Jagabandhu Bidyadhar College, Bhubaneswar and a masters degree in political science from Jawaharlal Nehru University (JNU). He also secured the M Phil degree in diplomacy from the School of International Studies at JNU. Later he also obtained a MBA degree from the Faculty of Economics, University of Ljubljana in Slovenia. The Maharaja Sayajirao University of Baroda awarded him the PhD degree for his thesis on "Management of Change : A Critical Evaluation of Power Sector Reforms and Restructuring of Gujarat Electricity Board". Career

Guruprasad Mohapatra joined the IAS in 1986 as an officer in the Gujarat cadre. His first appointment was as a sub-divisional magistrate in Gujarat’s Limbdi taluka in Surendranagar district. After his tenure as sub-divisional magistrate he was appointed as the District Development Officer of Surendranagar district. It was during his tenure the district became the first district of Gujarat to implement Integrated Wasteland Development Project of Government of India. He was later appointed as Collector of Junagadh district and Rajkot district.

After his service as Collector, Mohapatra served as Joint Managing Director of Gujarat Industrial Development Corporation and as Additional Sales Tax Commissioner. Then he took over as the Commissioner of Surat. While in this position he oversaw the implementation of many mega-projects including the constructions of the state’s then longest flyover, the state’s biggest auditorium Sardar Patel Auditorium, a new medical college and an ultra modern hospital. He had also worked as the Municipal Commissioner of Ahmedabad during which period the Kankaria Lakefront Project and the Sabarmati Riverfront Project took shape. The dossiers prepared under his supervision for submission to UNESCO played a key role in declaring Ahmedabad as the first World Heritage City of India in 2017.

Mohapatra had also held key administrative positions in several public sector undertakings in Gujarat like Member Administration of Gujarat Electricity Board, Chairman of Uttar Gujarat Vij Company Ltd, and Managing Director of Gujarat Alkalies and Chemicals Ltd.

At the all India level, he served as Joint Secretary in Department of Commerce, Chairman of Airport Authority of India and Secretary in Department for Promotion of Industry and Internal Trade, the position he held at the time of his death.

Joravarsinh Jadav Indian folklorist

Joravarsinh Danubhai Jadav is an Indian folklorist and proponent of the folk arts from Gujarat. Exposed to folk culture as a child, he studied history and culture in Ahmedabad. He has written and edited more than 90 works on folk culture, folk literature, and folk arts. He established the Gujarat Lok Kala Foundation for the promotion of folk arts. He was awarded the Padma Shri in 2019.

A. K. Sharma Indian politician and former IAS

Arvind Kumar Sharma or A K Sharma is an Indian politician from Uttar Pradesh, Former IAS officer and Bureaucrat. He is currently the Cabinet Minister in Uttar Pradesh. Before joining politics, Sharma was an Indian Administrative Service officer from Gujarat Cadre of the 1988 batch. Sharma is considered a close aide of Prime Minister of India Narendra Modi with whom he had worked for 20 years. He was also CEO, Gujarat Infrastructure Development Board and has also managed multiple Vibrant Gujarat summits. He joined the Prime Minister's Office as a Joint Secretary in 2014 and was elevated to the Additional Secretary rank in 2017. In 2019, he moved out of the PMO to become a secretary in the Ministry of Micro, Small and Medium Enterprises but took voluntary retirement in January 2021.

T. Senka Ao is a journalist from the Indian state of Nagaland. Senka Ao is best known for his work as the Editor-in-Chief of the "Ao Milen", the first newspaper in Nagaland established in 1933 and the first newspaper ever to be published in the local Ao language. During the period of his edittorship, Senka Ao created the "Alokba" character famous for his witty commentary on social and current issues. Senka Ao has contributed several articles to various publications and has authored nine books in the Ao language. Two of his books Kongro Lijen and Kishi Tezulen are in the process of translation into English. Senka Ao's books have been included in the syllabus of the Ao language in ICSE and ISC Board New Delhi, and up to class 10 under Nagaland Board of School Education. He is an examiner of Arrangtet Examination which is the highest Ao language degree.

Subbanna Ayyappan is an Indian aquaculture scientist hailing from the Karnataka State who has held several key positions in various Govt organisations related to agricultural science. He was the Director-General of Indian Council of Agricultural Research (ICAR) and Secretary to Government, Department of Agricultural Research and Education (DARE) during Jan 2010 – Feb 2016. He was also the Chancellor of Central Agricultural University, Manipur. He was instrumental in bringing about the Blue Revolution in India. He was the first non-crop scientist to head the ICAR.

Malji Bhai Desai is a Gandhian social worker and a politician from the Indian State of Gujarat. He founded the Gandhi Ashram in Zilia village in Patan district in Gujarat in 1964 for the economic and educational development of the rural population of Gujarat. Under the aegis of the Ashram, several educational institutions were established and several projects were implemented for the economic development of the population. He was a devout Gandhian and the Ashram was an instrument for Desai to popularize the Gandhian way of life among the general populace.

Dhaneswar Engti is a poet-author from the Indian State of Assam promoting the use of the endangered Karbi language spoken by the Karbi people of Northeastern India. Engti has authored 19 books and written around 100 songs in the Karbi language. He has also served as the Joint Secretary of Karbi Anglong Autonomous Council. In the year 2022, Govt. of India conferred on him the Padma Shri award for his work towards the preservation and advancement of indigenous languages.

Avadh Kishore Jadia is a poet and author in the Bundeli language and the Braj language from the Chhatarpur district in the Indian State of Madhya Pradesh. He was also an Ayurveda medical practitioner in the Madhya Pradesh Govt Service. In the year 2022, Govt of India honored him by conferring the Padma Shri award for his contributions as an author in the Bundeli and Braj languages.

Chirapat Prapandvidya is a Thai archaeologist, Sanskrit scholar and an Indologist. He was the founder and the first Director of Sanskrit Studies Centre at Silpakorn University in Bangkok. He has also published over a hundred articles on Sanskrit and Indology. In the year 2022, Govt of India honoured Chirapat Prapandvidya by conferring the Padma Shri award for his contributions to literature and education.

Gamit Ramilaben Raysingbhai is a tribal social worker from Taparwada Village, Tapi district, Gujarat known for her work in transforming several villages in Gujarat to open-defecation free villages. She is also known for her work for the empowerment of rural women by setting up a large number of self help groups of women. In the year 2022, the government of India honoured Gamit Ramilaben Raysingbhai by conferring the Padma Shri Award for her contribution to social work.
