Chewang Phunsog is an Indian civil servant and the chairman of the Public Enterprises Selection Board (PESB) of the Government of India. [1] [2] He is a former Chief Secretary of the state of Jammu and Kashmir. [3] Phunsog, an Albert Parvin Fellow at the Woodrow Wilson School, [3] was awarded the fourth highest civilian award of the Padma Shri by the Government of India, in 1998. [4]
Phunsog, a graduate of mechanical engineering, started his career as a member of faculty at the erstwhile Regional Engineering College, Srinagar (presently National Institute of Technology, Srinagar), in 1968 and worked there as a lecturer for three years when he was admitted into the Indian Administrative Service in 1978. [3] After a year, he took a break and studied Development Economics under Nobel Laureate Arthur Lewis, at the Woodrow Wilson School of the Princeton University, as an Albert Parvin Fellow from 1979 to 1980. Returning to India, he resumed his service in the Jammu and Kashmir cadre where he held several positions such as Sub-district Magistrate, Additional Secretary, District Magistrate, Development Commissioner, Divisional Commissioner, Tourism Secretary and Financial Commissioner before becoming the Principal Secretary of the Home Ministry and finally, the Chief Secretary of the state, [3] a post he held till 2007. [5]
Moving to the Union Ministry as the Deputy Secretary at the Ministry of Industry, he served, later, at other ministries namely the Ministry of Science and Technology (as Director of Biotechnology) and the Ministry of Home Affairs (as Joint Secretary of Internal Security and Human Rights). Before moving to London as the Minister (Economic) in the High Commission of India to the United Kingdom, [6] he also worked as the Joint Secretary at the Prime Minister's Office. [3] In 2008, he was appointed as a member of the Public Enterprises Selection Board (PSEB) where he became the chairman in 2009. During this period, he also worked as the Advisor to the Governor of Jammu and Kashmir [7] for one year when President's rule was imposed in the state. [8] When his term as the chairman of PSEB ended in 2012, he was reappointed for another term by the Government and holds the chair to date. [9] As the chairman, he heads the body which controls the appointments to the Public sector undertakings in India. [10]
Phunsog was honoured with a Certificate of Merit by the Government of Jammu and Kashmir during the Independence day celebrations of 1983. [3] The Government of India awarded him the civilian honour of the Padma Shri in 1998. [4] He also received Chief Minister's Gold Medal and Certificate of Merit from the state government in 2007. [3]
Ghulam Nabi Azad is an Indian politician who served as Leader of Opposition in Rajya Sabha between 2014 to 2021. He also served as the Chief Minister of erstwhile state of Jammu and Kashmir from 2005 to 2008.
Abdur Rehman Rahi is a Kashmiri poet, translator and critic. He was awarded the Indian Sahitya Akademi Award in 1961 for his poetry collection Nawroz-i-Saba, the Padma Shri in 2000, and India's highest literary award, the Jnanpith Award in 2007. He is the first Kashmiri writer to be awarded the Jnanpith, India's highest literary award for his poetic collection Siyah Rood Jaeren Manz. He was honored with Sahitya Akademi Fellowship in 2000 by Sahitya Akademi, New Delhi.
Amitabh Mattoo is one of India's leading thinkers and writers on Modern and Contemporary History, Political science, International relations. He was awarded Padma Shri by the Government of India in 2009. He is a professor at Jawaharlal Nehru University and honorary professor of international relations at the University of Melbourne. Mattoo is a member of the Academic Advisory Board of the German Institute for Global and Area Studies. He serves as chairman of the governing board of Miranda House, University of Delhi, the highest-ranked women's college in India. He has also been a member of the Lancet Commission on Adolescent Health and Wellbeing. In 2002, he was the youngest person to be appointed as vice chancellor of a public university in independent India. Mattoo's advice on policy matters has been sought across political parties and across governments, including by Prime Ministers Atal Behari Vajpayee and Dr Manmohan Singh. Until 19 June 2018, he served as Advisor to the Chief Minister of Jammu and Kashmir, with the status of a Cabinet Minister. Following the abrogation of Article 370 of the Constitution of India, he has offered a political roadmap for securing the future of Jammu and Kashmir. He has been a persistent advocate of multiculturalism and of reconciliation between Kashmiri Pandits and Kashmiri Muslims.
Raj Begum was a Kashmiri singer. She was also known as the Melody Queen of Kashmir. She was honoured with Sangeet Natak Akademi Award and India's fourth highest civilian award the Padma Shri in 2002. Begum was born in Srinagar in 1927 and died in 2016, aged 89.
Narinder Nath Vohra, popularly referred as N. N. Vohra, is a retired 1959 batch Indian Administrative Service (IAS) officer of Punjab cadre who was the 12th governor of the Indian state of Jammu and Kashmir. He was the first civilian governor of Jammu and Kashmir in eighteen years after Jagmohan.

S. P. Varma is a social worker and a peace activist from Jammu and Kashmir who has made exemplary contribution by spreading the message of peace in trouble-torn areas of the Kashmir valley. He met Nirmala Deshpande, an eminent Gandhian, at Jammu in 1990. Inspired by her work and dedication, he left his government job and dedicated himself to Gandhism.
Vijayendra Nath Kaul was the tenth Comptroller and Auditor General of India (CAG) from 2002 to 2008. He was awarded the Padma Bhushan in 2014.

In the wake of heavy monsoon rain and flash floods in Jammu and Kashmir, the Indian Armed Forces were deployed in increasing numbers starting 2 September 2014 to conduct search, rescue, relief, relocation, humanitarian assistance and rehabilitation missions in Jammu and Kashmir. By 18 September, over 298,514 people were rescued from the various parts of Jammu and Kashmir by the Armed forces. The Jammu and Kashmir floods, the worst in a century according to Omar Abdullah, the Chief Minister of Jammu and Kashmir, paralyzed the state government. Omar Abdullah, responding to public criticism, told the media "I had no government" in the first few days following the floods, as "My secretariat, the police headquarters, the control room, fire services, hospitals, all the infrastructure was underwater." Adding "I had no cell phone and no connectivity. I am now starting to track down ministers and officers." The Jammu and Kashmir floods of 2014 have been blamed on heavy rainfall, about 8 inches (200mm) on 4 September alone, on climate change, unplanned and uncontrolled development, encroachment of river banks, lakes, ponds, and massive loss of wet lands, absence of local government flood forecasting system, and poor governance. The Armed Forces humanitarian assistance mission in response to the floods was named Mission Sahayata (assistances). Northern Command's humanitarian assistance to Civil authorities was named 'Operation Megh Rahat'. The Indian Army, Air Force, and the Navy, committed large resources to the assistance mission including over 30,000 troops, 15 engineer task forces, 84 Indian Air Force and Army Aviation Corps fixed wing transport aircraft and helicopters, naval commandos and rescue specialists, and Base Hospital, four field hospitals, over 106 medical detachments. "Operation Megh Rahat", ended on 19 September 2014, but "Operation Sadbhavna", the relief and medical assistance support, according to government press release, will continue in "close synergy with the civil administration and the police".
Rajendra Tiku, is an Indian sculptor and art teacher known for his outdoor stone sculptures. He was honoured by the Government of India, in 2013, by bestowing on him the Padma Shri, the fourth highest civilian award, for his contributions to the field of art.
Jitendra Udhampuri is an Indian writer of Dogri, Hindi and Urdu literature. He is a recipient of the Sahitya Akademi Award in 1981. The Government of India honored him in 2010, with the fourth highest civilian award of Padma Shri.
Nilamber Dev Sharma was an Indian scholar and writer of Dogri and English literature, best known for his work, An Introduction to Modern Dogri Literature, the first publication in English about Dogri literature. The Government of India honored Sharma in 2011, with the fourth highest civilian award of Padma Shri.
Begum Zaffar Ali, née Sahibzaadi Syeda Fatima, was the first woman matriculate of Kashmir who went on to become Inspector of Schools in Kashmir. She was an educationist, women's liberation activist, Deputy Director of education and later a legislator in the Indian state of Jammu and Kashmir. She was associated with the activities of the All India Women’s Conference and was its secretary before partition, but a chance meeting with Muhammad Ali Jinnah and his sister, Fatima Jinnah in Kashmir, who would later visit the family for banquets, influenced her and she left the conference to concentrate her efforts in women's liberation movements in the pre-independent India.
Mehmood-ur Rehman was an Indian civil servant, best known as the chairman of the 2008 Committee on Socio-Economic Backwardness of Muslims in Maharashtra. He was Vice-Chancellor of Aligarh Muslim University from 1995 to 2000 and served as the chairman of Bombay Mercantile Cooperative Bank.
Mehmooda Ahmed Ali Shah (1920-2014), also known as Miss Mehmooda, was an Indian educationist, social activist and the principal of Government College for Women, M.A. Road Srinagar. She was a close friend of Indira Gandhi and is reported to have worked for creating awareness among the women of Kashmir about the importance of education and for their social empowerment. The Government of India awarded her the fourth highest civilian honour of the Padma Shri, in 2006, for her contributions to Indian education.
Tsering Landol is an Indian gynecologist and one of the pioneers of women's health in the Ladakh Union Territory of India. She served at the Sonam Norboo Memorial Government Hospital, Leh and is also associated with other educational institutions. The Government of India awarded her the fourth highest civilian honour of the Padma Shri, in 2006, and Padma Bhusan in 2020 for her contributions to Indian medicine, making her one of the few woman recipients of the award from Jammu and Kashmir and the first Ladakhi woman doctor to receive the honour. She is also featured on the 'Wall of Fame' which features those who have exhibited excellence throughout their career or existence have exemplified glory and greatness. The Wall recognizes those individuals and teams which have attained high achievement and/or made a significant contribution to society. Landol is featured in The Song Collector, a documentary film on the life of the renowned Ladakhi folk musician, Morup Namgyal. She was awarded Padma Bhushan, the third highest civilian award in India in the year 2020.
Jammu and Kashmir Public Service Commission widely known as JKPSC, is a constitutional body formed by the Government of India under articles 128 and 133 which conducts the civil services examination for appointment to various civil services in the Indian administered union territory of Jammu and Kashmir. The JKPSC, autonomous body select the officers for various key positions in state civil services according to the merits of the candidates and the rules of reservation.
The Administration of Union Territory of Ladakh(sic) is the governing authority of the Indian union territory of Ladakh and its two districts. The Administration is led by a Lieutenant Governor appointed by the President of India who acts on behalf of the central Government of India. Ladakh does not have an elected legislative assembly. The two districts of Ladakh both elect their own autonomous district council-the Leh Autonomous Hill development council and the Kargil Autonomous Hill development Council, which have competence over a range of domestic affairs.
