Anil Kumar Lakhina is an Indian civil servant and a former Indian Administrative Service officer, known for his administrative reforms which has since come to be known as the Lakhina pattern. [1] [2] He is credited with the urban planning of Navi Mumbai, besides the commissioning of several other major projects. [3] The Government of India awarded him the fourth highest Indian civilian honour of Padma Shri in 1986. [4]
Lakhina graduated in science (BSc) from the University of Delhi after which he secured the degree of the Master of Public Administration from the John F. Kennedy School of Government of Harvard University and followed it with a graduate degree in Law from Punjab University. [5] [6] After getting selected into the Indian Administrative Service, he served as the Collector and the District Magistrate of Ahmednagar district in Maharashtra, where he introduced many office reforms such as enhancement of office environment, simplification of procedures and betterment of customer relations which came to be known as the Lakhina pattern. [1] [2] In 1999, he was appointed as the head of the City and Industrial Development Corporation [6] and he stayed at the position till 2003 during which period he is reported to have contributed to the establishment of the Navi Mumbai Special Economic Zone. [7] His contributions are also reported behind the planning and execution of three major projects, Bandra–Worli Sea Link, Mumbai Trans Harbour Link, and the Mumbai Pune Expressway [5] and in the urban planning of Navi Mumbai. [3] His next assignment was as the head of the Animal Husbandry Department of the Government of Maharashtra [7] followed by a short stint at the Maharashtra State Financial Corporation. In 2005, he joined the Rural Electrification Corporation Limited (REC) [8] as the chairman and managing director and worked there till his 2008 move to the Maharashtra State Road Development Corporation as the managing director. Lakhina served as the Commissioner of Food and Drug Administration and as the Export Commissioner of India before superannuating from the government service. [5] Later, he founded a non governmental organization, Forum for the Advancement of Solar Thermal (FAST) for promoting grid based solar thermal power generation. [9] He is associated with Genesys International Corporation Limited, Dun & Bradstreet Tangram Advisory Services Private Limited, the SunBorne Energy group of companies [10] and Lanco Amarkantak Power Limited as a director. [5]
The Government of India awarded the civilian honour of Padma Shri to Lakhina in 1986. [4] He is also a recipient of the National Real Estate Award, which he received in 2013. [9]

Anil Kakodkar, is an Indian nuclear physicist and mechanical engineer. He was the chairman of the Atomic Energy Commission of India and the Secretary to the Government of India, he was the Director of the Bhabha Atomic Research Centre, Trombay from 1996 to 2000. He was awarded the Padma Vibhushan, India's second highest civilian honour, on 26 January 2009.
The City and Industrial Development Corporation of Maharashtra (CIDCO) is an Indian city planning agency and richest government authority in India which is formed and controlled by the Government of Maharashtra. CIDCO was formed on 17 March 1970 under the Indian Companies Act of 1956; its purpose at the time of its creation was to develop a satellite town to Mumbai, Maharashtra, and now functioning as New Town Development Authority (NTDA) and Special Planning Authority (SPA) of Government of Maharashtra for development of new towns by planning and developing entire urban infrastructure, providing municipal services, executing large scale infrastructure projects including Navi Mumbai International Airport and the Navi Mumbai Metro. CIDCO also launched India's first smart city project. CIDCO has ownership of all plots in new cities, underutilised funds about Rs 40,000 crore and reserved Land Bank; which makes CIDCO the richest government authority.

Mumbai accounts for slightly more than 6.16% of India's economy, contributing 10% of factory employment, 30% of income tax collections, 45% of entertainment tax, 60% of customs duty collections, 20% of central excise tax collections, 40% of foreign trade, 100% of stock market assets and rupees 1,60,000 crore in corporate taxes to the Indian economy.
Panvel is a city and taluka in Raigad district of Maharashtra, India. It is highly populated due to its closeness to Mumbai. Panvel is also governed for development purpose by the body of Mumbai Metropolitan Region. Panvel Municipal Corporation is the first Municipal Corporation in Raigad and the 27th Municipal corporation of Maharashtra State.
The Mumbai–Pune Expressway is India's first 6-lane wide concrete, access-controlled tolled expressway. It spans a distance of 94.5 km connecting Raigad-Navi Mumbai-Mumbai, the capital of Maharashtra state and the financial capital of India, with Pune, the cultural and educational capital of Maharashtra. The expressway, which was fully operationalized in 2002, introduced new levels of speed and safety in automobile transportation to Indian roads. It is one of India's busiest roads.

Navi Mumbai International Airport, officially named as D. B. Patil International Airport, is an international airport being constructed in Ulwe, Navi Mumbai, Raigad district, Maharashtra, India. When completed, it will become the second airport of the Mumbai Metropolitan Region, serving alongside Mumbai's existing Chhatrapati Shivaji Maharaj International Airport.
Kalamboli is one of the nodes of Navi Mumbai in Raigad District. It is a transportation hub, being situated at the junction of the Sion-Panvel Highway, NH 48, Panvel By-Pass, NH 66 and Mumbai-Pune Expressway and is among the biggest iron and steel delivery centers in India. The township, like the rest of Navi Mumbai, is divided into sectors, which are further divided into plots. The residential and commercial areas of Kalamboli are divided by the NH 4 highway. Roadpali, a region to the north of Kalamboli, is developing at a faster rate than the latter with many residential projects coming up due to availability of land. Roadpali is located along the Taloja Link Road. Kalamboli also houses the Navi Mumbai Police Headquarters. CIDCO is the nodal administrative body for Kalamboli node. Kalamboli also has a Sewage Water Treatment Plant owned by CIDCO. Kalamboli is now governed by Panvel Municipal Corporation (PMC). The terminal of Mumbai-Pune Expressway is at Kalamboli. It also has Navi Mumbai's largest marble market alongside the Sion Panvel Highway.
The Maharashtra State Road Development Corporation Limited, commonly abbreviated as MSRDC, is an Indian public limited company fully owned by the Government of Maharashtra. MSRDC was established on July 9, 1996 and incorporated as a public limited company under the Companies Act 1956 on August 2, 1996. It is responsible for developing, building and maintaining roads in Maharashtra.
The Central Business District of Belapur is an upmarket node of Navi Mumbai. The Navi Mumbai Municipal Corporation is headquartered in Belapur. The Reserve Bank of India maintains a branch office at CBD Belapur. This area is one of the fastest developing regions in Navi Mumbai in terms of new residential and commercial construction projects. CBD Belapur is connected to other parts of Mumbai through railways, BEST & NMMT buses. It had a ferry service for traveling to Elephanta caves from Sector-11.
Anil Vasantrao Deshmukh is an Indian politician from the state of Maharashtra. He is a senior leader of the Nationalist Congress Party .Deshmukh served as the Minister for Home Affairs in Government of Maharashtra between 2019 and 2021. Deshmukh resigned in 2021 as the Home Minister of Maharashtra due to allegations of extortion and laundering charges and is currently in judicial custody.
Dnyandeo Yashwantrao Patil is a former Indian politician, best known as the governor of Bihar, West Bengal and Tripura. He was a leader of the Indian National Congress from Maharashtra state.
The Mumbai Trans Harbour Link, officially named as Atal Bihari Vajpayee Sewri–Nhava Sheva Atal Setu and colloquially known as Atal Setu, is a 21.8 km (13.5 mi) 6-lane elevated highway bridge, which connects Mumbai with Navi Mumbai, its satellite city. It is the longest sea bridge in India, and the world's 12th longest sea bridge. The bridge begins in Sewri, South Mumbai, crosses Thane Creek north of Elephanta Island, and terminates at Chirle near Nhava Sheva in Uran taluka, Navi Mumbai. The road is linked to the Mumbai–Pune Expressway in the east and to the Coastal Road in the west. The 6-lane highway is 27 meters in width, in addition to two emergency exit lanes, two edge strips, parallel crash barriers and noise barriers on both sides. The project costs a total of ₹17,843 crore (US$2.2 billion). The bridge has a capacity to handle 70,000 vehicles per day. Construction on the bridge began in April 2018, and was inaugurated by Prime Minister Narendra Modi on 12 January 2024.
Aaditya Uddhav Thackeray is an Indian Politician who served as a Cabinet Minister of Higher Education, Cabinet Minister of Tourism and Environment for the Government of Maharashtra. He is also an MLA of Maharashtra Legislative Assembly from Mumbai, Maharashtra. He is the son of Uddhav Thackeray, an Indian politician who served as the 19th Chief Minister of Maharashtra, leader of the Shiv Sena (UBT), and grandson of Balasaheb Thackeray. He is the President of Yuva Sena, a youth wing of Shiv Sena. He was a Maharashtra Cabinet minister and was inducted as a cabinet minister in the state cabinet on 30 December 2019.
Line 1 of the Navi Mumbai Metro is part of the rapid transit rail system for the city of Navi Mumbai, India. When fully completed, the 23.40 km fully-elevated line will consist of 20 metro stations from Belapur to Khandeshwar.

Mohamed Zainuddin Juvale, popularly known as Captain Fakir Mohamed Zainuddin Juvale, was an Indian naval captain and one of the pioneers of the trade from the Konkan region in the western Indian state of Maharashtra. Born on 10 January 1890 in a Konkani Muslim family, Juvale had only primary education and started his career as a Khalasi in a merchant ship. Over the years, he rose in ranks to become the captain of the vessel, reportedly the only Indian to achieve the feat.
