The Taipei Language Institute (TLI; Chinese :中華語文研習所; pinyin :Zhōnghuá Yǔwén Yánxí Suǒ) was founded in 1956 by a group of missionaries who wished to provide training in Mandarin Chinese for Taiwan-bound missionaries. Originally named Missionary Language Institute, the founder Dr. Marvin Ho created the institute as a means of educating these foreigners in Mandarin and Taiwanese. [1]

History

As the demand for language instruction of foreigners increased, the institute soon found that it could no longer limit itself to training missionaries. In 1958, the school expanded its enterprise and took the name of Taipei Language Institute. It opened its doors to any foreigners aspiring to study Chinese and Chinese heritage in Taiwan. [2]

From the humble beginnings of the first TLI Institute which started with 30 students in Taipei, TLI has grown exponentially over the years to 16 centers across the globe - in Taiwan, China, Japan, the United States, and Canada. TLI has trained tens of thousands of students worldwide, and has instructed clients from a wide range of professions: diplomatic personnel, international businesspeople, engineers, journalists, missionaries, professors, authors, college students, and overseas Chinese. TLI has prepared hundreds of variations of textbooks and materials covering dozens of different subject matter ranging in difficult level. Courses at TLI are mostly small-group classes of 2-6 students or private tutorials and rigorous audiolingual methods are employed. TLI has compiled many of its own materials, but beginning with the high-intermediate level, students are given the freedom to design their own curriculum based on current or anticipated job needs. It is also possible to study mainland Chinese material which uses simplified characters. [3] The Taipei Language Institute also works in close partnership with the American Institute in Taiwan at their Chinese language school in Yangmingshan to provide full-time, advanced training in speaking and reading Mandarin Chinese for diplomatic personnel and employees who need to attain professional proficiency. Timeline

1959: TLI signed a contract with the U.S. Department of State to train American diplomats in Taiwan, including the personnel of the American Embassy, Military Assistance Advisory Group and Mutual Defense Headquarters. This relationship lasted 20 years, only ending when diplomatic relations between the Republic of China and the U.S. broke off in 1979.

1967: Dr. Marvin Ho, president of TLI, established the Department of Chinese Studies at the University of Delhi in India and designed its curriculum. A large number of Indian students enrolled and later became Chinese translators and interpreters in all levels of Indian Government.

1971: By invitation of the Hong Kong Christian Association, TLI established a Chinese Language Institute in Kowloon, which consisted of the Mandarin Language Department and Cantonese Language Department, for the training of foreign religious groups, businesspeople, diplomats, and locals.

1996: TLI expanded into mainland China and Japan.

2000: TLI established an American campus in San Jose, California

2009: TLI and Beijing Language and Culture University (BLCU) signed an agreement on 28 April that grants TLI the exclusive right to conduct Hanyu Shuiping Kaoshi examinations in the Taiwan area.

The American Institute in Taiwan is the de facto Embassy of the United States of America in Taiwan. The AIT institution is a wholly-owned subsidiary of the federal government of the United States in Taiwan with Congressional oversight. The AIT was officially created as a U.S. government-sponsored non-profit, private corporation established under the auspices of the U.S. government to serve its interests in Taiwan. Primarily staffed by employees of the United States Department of State and local workers, the AIT provides consular services normally offered by United States diplomatic missions, with the Great Seal of the State Department hung at AIT's main office in Taipei. The establishment of diplomatic relations with the People's Republic of China (PRC) in 1979 required acknowledgment of the "one-China policy" and subsequent termination of diplomatic relations with the Republic of China (Taiwan). The AIT now serves to assist and protect U.S. interests in Taiwan in a quasi-official manner, and also processes US visas and provides consular services to U.S. expatriates. It receives full protection from the United States Marine Corps as do all US embassies.

National Taiwan Normal University, or Shīdà師大 is an institution of higher education and normal school operating out of three campuses in Taipei, Taiwan. NTNU is the leading research institute in such disciplines as Education and Linguistics in Taiwan. NTNU was internationally ranked 331st in the 2021 QS World University Rankings, 601-800th in the 2021 Times Higher Education World University Rankings and 900–1000th in the 2020 Academic Ranking of World Universities. NTNU is widely recognized as one of Taiwan's comprehensive and elite higher education institutions with the most international exposure. NTNU is affiliated with National Taiwan University and National Taiwan University of Science and Technology as part of the National Taiwan University System. NTNU is an official member of AAPBS. A number of Taiwan's leading artists, authors, educators, musicologists, linguists, painters, philologists, poets, sinologists and many researchers have passed through the university's doors as students and faculty.

National Chengchi University University in Taipei

National Chengchi University is a public research university in Taipei. The university is also considered as the earliest public service training facility of the Republic of China. First established in Nanjing in 1927, the university was subsequently relocated to Taipei in 1954. It is considered to be one of the most prestigious and prominent universities in Taiwan. The university, abbreviated as NCCU, specializes in arts and humanities, mass media, linguistics and literature, social sciences, economics, management, politics, and international affairs programs. It is the only publicly funded university in Taiwan which provides courses in journalism, advertising, radio and television, diplomacy, and several languages which are not taught at other institutions in Taiwan. The name Chengchi means governance or politics, and refers to its founding in 1927 as a training institution for senior civil service for the Nanjing Nationalist government of the Republic of China. The university has strong ties with academic institutions like Academia Sinica, National Yang Ming Chiao Tung University, National Taiwan University and National Palace Museum.

The educational system in Taiwan is the responsibility of the Ministry of Education. The system produces pupils with some of the highest test scores in the world, especially in mathematics and science. Former president Ma Ying-jeou announced in January 2011 that the government would begin the phased implementation of a twelve-year compulsory education program by 2014.

The International Chinese Language Program is an institution for intensive training in formal Mandarin, Taiwanese, Classical Chinese, and other varieties of Chinese. It is located in Gongguan, Taipei, on the main campus of National Taiwan University (NTU).

Chinese as a foreign or second language is when non-native speakers study Chinese varieties. The increased interest in China from those outside has led to a corresponding interest in the study of Standard Chinese as a foreign language, the official language of mainland China, Taiwan and Singapore. However, the teaching of Chinese both within and outside China is not a recent phenomenon. Westerners began learning different Chinese varieties in the 16th century. Within China, Mandarin became the official language in the early 20th century. Mandarin also became the official language of Taiwan when the Kuomintang took over control from Japan after World War II.

Test of Chinese as a Foreign Language Taiwans test of Mandarin proficiency for non-native speakers

The Test of Chinese as a Foreign Language (TOCFL) is the standardized test of Taiwanese Mandarin language proficiency of Taiwan for non-native speakers such as foreign students. It is administered by the Steering Committee for the Test Of Proficiency-Huayu (SC-TOP). The committee is under the direction of the Republic of China's Ministry of Education. The test was formerly known as the TOP or Test Of Proficiency-Huayu.

The Chinese Culture University Mandarin Learning Center is a sub-division of Chinese Culture University, the largest institute of continuing education in Taiwan. The MLC is one of several satellite campuses of Chinese Culture University, located in the Daan District of Taipei City, with an enrollment of over 1000 foreign students in its Mandarin training program every year.

Ling-Ding Tower, is a skyscraper office building located in West District, Taichung, Taiwan. The height of the building is 427 ft (130 m) and it comprises 33 floors above ground and four basement levels. The building was completed in 1994 and was one of the earliest skyscrapers in Taichung. The fourth floor of the building houses the Taipei Language Institute's Taichung campus. As of January 2021, the building is the 34th tallest in Taichung.

National Dong Hwa University Chinese Language Center is one of the most distinguished programs for Chinese as a second language study in Taiwan. It is run by National Dong Hwa University (NDHU) in Hualien, Taiwan. In 2019, NDHU CLC's students achieved 100% pass rate in TOCFL. In 2021, the school ran two oversea Mandarin centers at universities in the United States.
