Purno Agitok Sangma was an Indian politician who has served as the 4th Chief Minister of Meghalaya from 1988 to 1990 and the 11th Speaker of the Lok Sabha from 1996 to 1998. He also served as a member of the Lok Sabha from Tura from 2014 to 2016, 1991 to 2008 and from 1977 to 1989 and the minister of 21st Information and Broadcasting in the Rao ministry from 1995 to 1996, founder of NPP and Co- founder of NCP. He was the candidate for the 2012 Indian presidential election, supported by BJP and AIADMK, however he lost to Congress politician Shri Pranab Mukherjee. He was awarded the Padma Vibhushan, India's second highest civilian award, posthumously in 2017 in the field of Public Affairs and was the first recipient of Padma Vibhushan from Meghalaya.
Mrinalini Vikram Sarabhai was an Indian classical dancer, choreographer and instructor. She was the founder and director of the Darpana Academy of Performing Arts, an institute for imparting training in dance, drama, music and puppetry, in the city of Ahmedabad. She received Padma Bhushan in 1992 and Padma Shri in 1965. She also received many other citations in recognition of her contribution to art.

Sinha was its first chairperson. She was awarded the civilian honour of Padma Shri by the Government of India in 1998.

Verna Elizabeth Watre Ingty was an Indian social worker and a former chairman of Meghalaya State Welfare Advisory Board. She was the president of Mothers' Union of Tura. She was honoured by the Government of India in 2003 with Padma Shri, the fourth highest Indian civilian award, making her the first person from Garo tribe to receive the award. Ingty died, aged 72, at Shillong, Meghalaya on 14 January 2004. Her son, P. W. Ingty is an author and an IAS officer.
Achamma Mathai was an Indian social worker, women's rights activist, a co-founder of Dr. John Mathai Centre, an institute of Information Technology, Economics, Management, Theatre Arts and Music under the University of Calicut and the wife of John Mathai, the first Railway Minister of India and a former Finance minister. During her stay in Delhi, when her husband was serving in the Union Ministry, she was reported to have been involved in activities related to children's education. During the riots that followed Indian independence, she worked alongside Sucheta Kripalani for the rehabilitation of the riot victims. She served as a member of the Advisory Committee for Libraries in 1955 and as the chairperson of the Central Social Welfare Board in the early Sixties. The Government of India honoured her in 1954, with the award of Padma Shri, the fourth highest Indian civilian award for her contributions to the society, placing her among the first recipients of the award.
Chitra Jayant Naik (1918–2010) was an Indian educationist, writer, social worker, the chairperson of the Indian Institute of Education and the expert member of the Planning Commission of India. She was the chairperson of the Non-formal Education Committee set up by the Ministry of Human Resource Development and was a member of the National Literacy Mission. The Government of India awarded her the fourth highest Indian civilian honour of Padma Shri in 1986.
Silverine Swer (1910–2014), popularly known as Kong Sil, was an Indian social and environmental activist, educationist and civil servant. She was the first person of tribal origin to hold senior posts with the Government of Meghalaya, and was a recipient of the Silver Elephant Medal of the Bharat Scouts and Guides Award and Kaisar-i-Hind Medal. The Government of India awarded her the fourth highest civilian award of Padma Shri in 1990, making her the first recipient of the award from the state of Meghalaya.

Hamlet Bareh Ngapkynta (1931-2012) was an Indian writer, historian and film director from the Northeast Indian state of Meghalaya. He is known as the first person from the Khasi tribe, an indigenous ethic group of the state, to secure a doctoral degree (PhD) and as the maker of the first feature film in Khasi language, Ka Synjuk Ri ki Laiphew Syiem. He was the chairman of the executive committee of the Rajiv Gandhi University, Arunachal Pradesh and a recipient of the 2004 Meghalaya Day Award. The Government of India awarded him the fourth highest civilian honour of the Padma Shri in 2004,
Jitendra Mohan Hans is an Indian Otorhinolaryngologist, medical researcher and the inventor of HANS speech valve for speech rehablitation after laryngeal cancer surgery. He is a founder member of the Cochlear Implant Group of India and has been a part of the Defence Research and Development Organisation (DRDO) sponsored project team that developed an indigenous Bionic Ear in 2014. Born on 27 November 1955, he graduated in medicine from the University of Meerut in 1978 He has served as the Honorary ENT Surgeon to the Prime Minister of India and is a government nominee at Ali Yajur Jung National Institute for Deafness, Mumbai and the All India Institute of Speech and Hearing, Mysore. He is reported to have pioneered the minimally-invasive surgical techniques for cochlear implants and is a member of the advisory boards of the Union Public Service Commission and World Health Organization (WHO). The Government of India awarded him the fourth highest civilian honour of the Padma Shri in 2005, for his contributions towards medicine.
Manas Chaudhuri is an Indian journalist and the former editor of Shillong Times, an English-language daily published from the Meghalayan capital of Shillong. He won as a legislator to the Shillong Assembly twice from Mawprem constituency as an independent candidate. . He is a former cabinet minister of the State and served Shillong Times as its Editor from 1978 to 2008, when he resigned from the post for Patricia Mukhim to take over. The Government of India awarded him the fourth highest civilian honour of the Padma Shri, in 2005, for his contributions to Indian journalism. He is the founder of the Ardhendu Chaudhuri Charitable Trust.
Manjamma Jogathi, is an Indian theatre actress, singer and dancer of Jogathi Nritya, a folk dance form of North Karnataka. In 2019, she became the first transgender woman to be the president of Karnataka Janapada Academy, state's top institution for folk arts. In January 2021, Government of India announced Padma Shri award for her contribution to the field of folk arts.
