The Ventura County Transportation Commission (VCTC) is the public sector transportation planning body for Ventura County, California. The VCTC oversees highway, bus, aviation, rail and bicycle activity and controls the use of government funds for transportation projects. The commission was created by state legislation in 1988 [1] and began operation in 1989, when it assumed the transportation responsibilities of the Ventura County Association of Governments. [2]

Rail

The VCTC is one of five member agencies which make up the Southern California Regional Rail Authority (Metrolink). [3]

The agency additionally owns a thirty-mile railway corridor (48 km) in the Santa Clara Valley, the Santa Paula Branch Line. The Sierra Northern Railway became the contract operator of the line in December 2021 after approval by the commission. [4] Twelve miles (19 km) of the tracks and right of way were used by the Fillmore and Western Railway from 1991 to 2021. [5] [6]

Bus

In 2012, a Regional Transit Plan was developed that called for the creation of three subregional service areas: the Gold Coast Transit District, serving the west county cities of Oxnard, Ventura, Port Hueneme, Ojai and unincorporated areas; the Heritage Valley Transit Service serving Fillmore, Santa Paula and Piru; and a less formal east county transit agreement covering Moorpark, Simi Valley, Thousand Oaks, Camarillo and unincorporated areas. [7] The commission would continue to oversee the intercity bus system, Ventura Intercity Service Transit Authority. [8]

In 2015, the commission oversaw the creation of the Heritage Valley Transit Service and the beginning of four fixed-route bus lines in Fillmore, Santa Paula and Piru using 16-seat buses. The Valley Express was established under a cooperative agreement between the cities of Fillmore Santa Paula, the county of Ventura (Piru and unincorporated areas) and the commission. [9] [10]

Piru is a small unincorporated historic town located in eastern Ventura County, California, in the Santa Clara River Valley near the Santa Clara River and Highway 126, about seven miles (11 km) east of Fillmore and about 13 miles (21 km) west of Interstate 5. Lake Piru, in the Los Padres National Forest, is the main recreational attraction. The population was 2,063 at the 2010 census, up from 1,196 when the 2000 census was enumerated. For statistical purposes, the United States Census Bureau has defined Piru as a census-designated place (CDP), which does not precisely correspond to the historical community.

Named for the Santa Clara River, which winds through the valley before emptying into the Pacific Ocean between the cities of Ventura and Oxnard, the tourist bureau describes it as ".... Southern California's last pristine agricultural valley nestled along the banks of the free-flowing Santa Clara River."

The Antelope Valley Line is a commuter rail line that serves the Northern Los Angeles County area as part of the Metrolink system. The northern segment of the line is rural in character because it travels through the sparsely populated Soledad Canyon between Santa Clarita and Palmdale, serving the small community of Acton along the way. Other portions of its route parallel the former US Route 6, now San Fernando Road and Sierra Highway. This is the only Metrolink line contained entirely within Los Angeles County.

The Fillmore and Western Railway was a heritage railway which operated on track owned by the Ventura County Transportation Commission. Visitors to Fillmore would see filming activity as well as sets and support equipment at the company's rail yard and along the tracks between Santa Paula and Piru. They stopped operating on the line in 2021.

The agency is part of the Ventura County Transportation Commission, a governmental body that oversees transportation planning and funding in Ventura County. In 2022, the system had a ridership of 349,500, or about 1,400 per weekday as of the third quarter of 2023.

Buckhorn is a populated place name along State Route 126 in a rural unincorporated area of Ventura County, California, United States. Buckhorn is about 2 miles (3.2 km) outside the town of Piru but is within the eponymous census-designated place. Located in the Santa Clara River Valley, this was an early stagecoach stop and a regular eating place known for being midway between Los Angeles and Santa Barbara. It was run by the Warring family who came to the county in 1869 and owned the nearby Buckhorn Ranch. Buckhorn was also a station on the initial route of the coast rail line that arrived in the valley in 1887. With the completion of the Santa Susana Tunnel in 1904, the route through Oxnard and Simi Valley became the most direct route between Los Angeles and San Francisco. The shipping of agricultural products such as citrus continued to keep this route busy for many years. The Santa Paula Branch Line no longer connects through to Santa Clarita after the rails were washed out. The junction with the main line is near the East Ventura station.

The San Bernardino Transit Center is an intermodal transit center in downtown San Bernardino, California, United States. It is owned and operated by Omnitrans, the area's public transportation agency. Opened in September 2015, the center consolidates three Metrolink commuter rail services and more than a dozen local bus services, including the sbX bus rapid transit service into one central location.

<span class="mw-page-title-main">Santa Paula Branch Line</span> Railway corridor in California

The Santa Paula Branch Line is a railway corridor in Ventura County, California. It connects Saugus and Santa Paula through the Santa Clara River Valley, though the route east of Piru is out of service. It opened for traffic by the Southern Pacific Railroad in 1887. Since 1995 the line has been owned by the Ventura County Transportation Commission.
