The 1983 famine in Ghana, one of the most severe crises in the nation's history, stemmed from a confluence of drought, economic difficulties, and political turmoil. In the early 1980s, Ghana endured a significant drought that severely diminished crop production, constraining food supplies and resulting in widespread malnutrition and hunger [2] . This drought spell coincided with the nation's most devastating bushfires, which obliterated extensive areas of cropland. The fires, intensified by the drought, caused substantial losses in crops and livestock, leading families into severe food crisis [3] .
Alongside environmental reasons, Ghana encountered economic difficulties, such as elevated inflation, diminished agricultural production, and increasing unemployment. The problem was exacerbated by the repatriation of over one million Ghanaians expelled from Nigeria in 1983, who returned to discover already limited food resources [1] . The cumulative demands stretched the nation's food supply networks, leaving millions unable to satisfy their fundamental nutritional requirements. As hunger intensified, the government pursued foreign assistance, and the world community offered aid. The famine emphasised the weaknesses in Ghana's agricultural and economic sectors, revealing the necessity for structural reforms to avert future disasters [2]
Ghana is located between 4.5° and 11.5° N latitude and 3.5° W and 1.3° E longitude and covers the typical agro-ecological zones of West Africa. Administratively, Ghana is divided into 10 regions, which are divided into 170 sub-regions spread across six agro-ecological zones. [4] The average annual rainfall in the country ranges between 800 and 2400 millimeters, with rainfall decreasing and aridity increasing from south to north. Ghana's agricultural economy is heavily dependent on rainfall and is therefore highly affected by drought. Rainfall in West Africa is known to change due to the influence of the Atlantic Ocean. According to research, the El Niño phenomenon is believed to be directly linked to droughts in the West African region. [5] This view can be used to explain the exceptional droughts experienced in the region in the late 1970s and 1980s, as these drought events coincided with periods of high El Niño activity. [5]
The decline in rainfall in Ghana reached critical levels in 1982-1983, with many regions receiving only 70-90% of average and dropping below 50% in 1983, leading to a sharp decline in food production. [6] The drought was particularly severe in the coastal regions, where Accra received only 58% of normal rainfall, the second lowest rate ever recorded. In addition, several other areas have seen record lows in rainfall. [6]
The year 1983 was one of the worst years for wildfires in Ghana's history. The Harmattan dry monsoon reduced humidity to less than 10%, exacerbating the drought and leading to the spread of large numbers of wildfires. [3] These fires further damaged agricultural land and ecosystems. Northern Ghana has experienced prolonged and severe drought years during which bushfires have raged, destroying agricultural land, livestock, and other forms of life and property. [7] The Ayirebi community reported that 59 hectares of farmland were burned between January and May 1983 alone. [3]
Deforestation is commonly practiced in Africa to increase the area of agricultural land. [7] Ghanaian soils, especially in the Bongo region of the northeast, are stony and high in iron, resulting in poor soil water retention. This, coupled with overuse of land as well as deforestation, reduces soil fertility and decreases crop yields. In addition, poverty is high in the Upper East region, making it difficult for farmers to afford fertilizers to improve the soil. Prolonged farming and lack of land restoration measures are why the issue of land degradation became particularly acute in 1983. [4]
The water level of the Akosombo Dam has dropped below the minimum operating level which affected the availability of electricity in Ghana and its neighbouring countries, further diminishing the capacity for irrigated agriculture. [3] The people of Ghana generally live in a state of hardship due to water scarcity as rivers and streams dry up, leaving many rural communities to travel long distances for water. [3]
In 1983, Nigerian President Shehu Shagari ordered the deportation of all illegal immigrants, including a large number of Ghanaians, in an effort to alleviate unemployment and economic pressures in the country. [8] The Nigerian deportation resulted in the return of some 900,000 to 1.2 million Ghanaians, representing 10% of Ghana's total population at the time. [1] [8] The magnitude and severity of the 1983 famine in Ghana was exacerbated by the surge in food needs of returning migrants and the depletion of government resources, as well as the worsening of social tensions. [8]
Ghana's economy continued to deteriorate from the 1970s to the early 1980s, including high inflation, the prevalence of black markets, and severe shortages of basic commodities. [8] Cocoa bean, Ghana's main agricultural export crop and occupies a unique position in the Ghanaian economy [9] , had its production begin to plummet from the 1960s onwards, and nearly collapsed in the early 1980s after experiencing falling prices, political unrest, drought, and devastating forest fires [10] . This economic crisis also had a significant impact on the famine in Ghana.
Ghana has experienced significant food shortages and famines, particularly in the northern regions, due to a combination of climatic, economic, and political factors. Local responses to these crises have been multifaceted, encompassing community-based initiatives and government efforts. Traditional practices, such as food sharing and communal farming, have been crucial for immediate relief. [11]
Additionally, local NGOs and community organizations have played a vital role in distributing food aid and providing support to vulnerable populations. These organizations often work closely with traditional leaders and community members to ensure that aid reaches those who need it most. The Ghanaian government has also implemented various relief programs, such as the Operation Feed Yourself (OFY) campaign in the 1970s, aimed at boosting local food production [12] . This campaign encouraged self-reliance and local initiative in food production, which helped to alleviate some of the immediate pressures of food shortages. Infrastructure development, including the construction of roads and irrigation systems, has been prioritized to enhance agricultural productivity and reduce post-harvest losses. [11] Economic policies, such as price controls and subsidies for fertilizers and seeds, have been employed to make food more affordable and to support small farmers.
International responses to famine in Ghana have been equally multifaceted, involving humanitarian aid, technical assistance, and policy advice. International organizations like the United Nations World Food Programme (WFP) and non-governmental organizations (NGOs) have provided emergency food aid during severe shortages [13] . These organizations have played a crucial role in delivering food to affected regions, often working in partnership with local authorities and community organizations to ensure effective distribution. Technical assistance has included agricultural training and collaborative research projects focused on developing drought-resistant crops and improving soil fertility [14] . International experts have provided training to local farmers in modern agricultural techniques and best practices, helping to build capacity and resilience in the agricultural sector. Policy advice from international bodies has emphasized economic reforms to improve food security, such as liberalizing trade and reducing government intervention in the market [12] . Support has also been provided to strengthen local institutions responsible for monitoring and responding to food crises such as the WFP has worked with the Ghanaian government to establish early warning systems and improve disaster preparedness [13] .
Despite these efforts, significant challenges remain. Coordination issues, such as fragmented efforts and lack of integration between local and international initiatives, lead to inefficiencies and resource duplication [13] . Political and economic constraints, including corruption and economic instability, have hindered the effective distribution of aid and resources [14] . Environmental factors, such as persistent droughts and soil degradation, continue to pose challenges to agricultural productivity [11] .
To effectively address food insecurity, a more integrated and sustainable approach is needed, combining local knowledge with international expertise and resources. This holistic strategy can ensure that both immediate relief and long-term development are achieved.
The 1983 famine in Ghana, a crisis driven by severe drought, leading to a massive food supply deficit and a devastating decrease in nutritional consumption, affected the population both short-term and long-term.
The immediate consequence of the famine was malnutrition, as caused by severe food shortages. During that time, about 40% of their food supply were destroyed. [15] Around 1.5 million suffered from malnutrition, anaemia and kwashiorkor, particularly among children. [1] According to reports from 1986 and 1989, children who were affected by the drought had lower weight for their age-group. [2]
Water has also been a problem, as the amount of rainfall dropped, leading to a decrease in supply for household use and consumption [3] , which consequently lead to an increase in water-borne diseases. [15] [3]
The famine also affected essential services- schools were closed, and hospitals refused to admit patients if their family could not provide them with food. [1]
There are no records on the effect of the famine on psychosocial health of the Ghanaians in 1983. However, based on a systematic review of seven relatively recent studies (2012-2020), of which six were from Ghana- exposure to famine is associated with increased mental health problems. [16]
Mortality rate from the 1983 famine in Ghana are not available, however estimates from the World Bank between 1960 and 2022, reported the highest under-five mortality in 1984, at 90,497 deaths. [17]
The effect of the famine still persists, long after it started. However, only few articles have explored its long term effects.
Early exposure to malnutrition, especially on the first 2 years of life, has negative impact on learning. [18] Those who were around 0-2 years old during the height of the famine are noted to perform poorer on cognitive achievement tests. [18] However, while these data have been controlled for multiple factors, some confounding factors, like physical and mental health, have not been accounted for which might have affected the results.
Exposure to famine also affect the physical characteristics of the victims. [2] Stunting rates were high among children immediately after the height of the famine. [2] This effect was thought to persist in the long term, as it was noted from the Ghana Demographic and Health Survey (DHS) in 2003, that women born during the peak of the famine are more than likely to be abnormally short. [2] These data are based on calculations from 2 different time points, and that no data were collected specific to those affected of the 1983 famine.
A similar study proposed that this effect in anthropometric measurements is intergenerational. It was noted that children born of mothers who survived the famine have lower weight and height. [15] Using the data from Ghana’s DHS conducted in 2014, 2016, and 2019, it was found out that children of women born during the famine period, have lower weight and height compared to children whose mothers were born after. [15] Similar to the previous study [2] , these findings are based on calculations. Also, the authors have acknowledged that they were unable to control for all factors that could influence child health.
The 1983 famine in Ghana brought to light several key lessons that have since informed policies on disaster preparedness, food security, and resilience in Ghana and across similar nations.
A crucial lesson from the 1983 famine was the necessity for diversified agricultural techniques. Ghana's dependence on a narrow range of primary crops, such as maize and cassava, rendered it exceedingly susceptible to climatic fluctuations and droughts. [19] [20] Since that time, there has been an initiative to diversify crops and advocate for drought-resistant varieties capable of enduring severe environmental conditions. [21] This strategy seeks to safeguard food supply from severe weather occurrences, hence diminishing the probability of food shortages. [22] Crop diversification efforts in West Africa have shown promise in reducing food insecurity and environmental vulnerability. [23]
The crisis showed the necessity for sustainable agricultural practices that preserve soil fertility and protect water resources. In later decades, practices such as crop rotation, intercropping, and agroforestry have been advocated to enhance soil health and water retention, which are critical under drought conditions. [2] [20] These approaches enhance overall ecosystem health, reducing the likelihood of future agricultural crises stemming from environmental degradation. [22]
The famine was intensified by inadequate infrastructure for the effective storage and distribution of food. Crops were vulnerable to rotting, and the absence of dependable distribution channels impeded relief operations. [3] [19] Consequently, Ghana has invested in grain silos, storage facilities, and transportation networks to guarantee the preservation and distribution of food amid unfavourable conditions. [1]
The famine underscored the necessity for early warning systems to detect and alleviate food shortages before they develop into critical crises. [2] Ghana has established mechanisms to monitor precipitation patterns, agricultural health, and food prices, which act as indicators of possible food insecurity. [21]
The famine illustrated the significance of international assistance in addressing large-scale disasters, as Ghana obtained considerable food aid from foreign governments and international organisations. [1] Nonetheless, dependence on external assistance has been critically examined, leading to demands for policy reforms that prioritise indigenous strategies for food security. [20] Policy changes have encompassed support for local farmers, subsidies for vital crops, and initiatives designed to improve agricultural output, all of which contribute to strengthening internal resilience. [2] [23]
The famine illustrated the strain that rapid demographic changes may place on resources, particularly as Ghana faced the unforeseen repatriation of one million citizens during the crisis. [3] This experience has highlighted the significance of population control strategies and social support systems capable of accommodating abrupt demographic changes. [2] Investments in social safety nets, including food assistance programs and healthcare services, save vulnerable populations during crises, thereby diminishing the probability of extensive suffering. [22]
A drought is a period of drier-than-normal conditions. A drought can last for days, months or years. Drought often has large impacts on the ecosystems and agriculture of affected regions, and causes harm to the local economy. Annual dry seasons in the tropics significantly increase the chances of a drought developing, with subsequent increased wildfire risks. Heat waves can significantly worsen drought conditions by increasing evapotranspiration. This dries out forests and other vegetation, and increases the amount of fuel for wildfires.
A famine is a widespread scarcity of food caused by several possible factors, including, but not limited to war, natural disasters, crop failure, widespread poverty, an economic catastrophe or government policies. This phenomenon is usually accompanied or followed by regional malnutrition, starvation, epidemic, and increased mortality. Every inhabited continent in the world has experienced a period of famine throughout history. During the 19th and 20th centuries, Southeast and South Asia, as well as Eastern and Central Europe, suffered the greatest number of fatalities due to famine. Deaths caused by famine declined sharply beginning in the 1970s, with numbers falling further since 2000. Since 2010, Africa has been the most affected continent in the world by famine.
Food security is the state of having reliable access to a sufficient quantity of affordable, nutritious food. The availability of food for people of any class and state, gender or religion is another element of food security. Similarly, household food security is considered to exist when all the members of a family, at all times, have access to enough food for an active, healthy life. Individuals who are food-secure do not live in hunger or fear of starvation. Food security includes resilience to future disruptions of food supply. Such a disruption could occur due to various risk factors such as droughts and floods, shipping disruptions, fuel shortages, economic instability, and wars. Food insecurity is the opposite of food security: a state where there is only limited or uncertain availability of suitable food.
The 2005–2006 Niger food crisis was a severe but localized food security crisis in the regions of northern Maradi, Tahoua, Tillabéri, and Zinder of Niger from 2005 to 2006. It was caused by an early end to the 2004 rains, desert locust damage to some pasture lands, high food prices, and chronic poverty. In the affected area, 2.4 million of 3.6 million people are considered highly vulnerable to food insecurity. An international assessment stated that, of these, over 800,000 face extreme food insecurity and another 800,000 in moderately insecure food situations are in need of aid.
Famine had been a recurrent feature of life in the South Asian subcontinent countries of India and Bangladesh, most notoriously under British rule. Famines in India resulted in millions of deaths over the course of the 18th, 19th, and early 20th centuries. Famines in British India were severe enough to have a substantial impact on the long-term population growth of the country in the 19th and early 20th centuries.
Malawi is one of the world's undeveloped countries and is ranked 170 out of 187 countries according to the 2010 Human Development Index. It has about 16 million people, 53% of whom live under the national poverty line and 90% of whom live on less than $2 per day.
In 2006, an acute shortage of food affected the countries in the Horn of Africa, as well as northeastern Kenya. The United Nations's Food and Agriculture Organization (FAO) estimated on January 6, 2006, that more than 11 million people in these countries may be affected by an impending widespread famine, largely attributed to a severe drought, and exacerbated by military conflicts in the region.
The North Korean famine (Korean: 조선기근), also known as the Arduous March, was a period of mass starvation together with a general economic crisis from 1994 to 1998 in North Korea. During this time there was an increase in defection from North Korea which peaked towards the end of the famine period.
The main economic products of Malawi are tobacco, tea, cotton, groundnuts, sugar and coffee. These have been among the main cash crops for the last century, but tobacco has become increasingly predominant in the last quarter-century, with a production in 2011 of 175,000 tonnes. Over the last century, tea and groundnuts have increased in relative importance while cotton has decreased. The main food crops are maize, cassava, sweet potatoes, sorghum, bananas, rice, and Irish potatoes and cattle, sheep and goats are raised. The main industries deal with agricultural processing of tobacco, tea and sugar and timber products. The industrial production growth rate is estimated at 10% (2009).
The Soviet famine of 1946–1947 was a major famine in the Soviet Union that lasted from mid-1946 to the winter of 1947 to 1948. It was also the last major famine in Soviet history.
A large-scale, drought-induced famine occurred in Africa's Sahel region and many parts of the neighbouring Sénégal River Area from February to August 2010. It is one of many famines to have hit the region in recent times.
Occurring between July 2011 and mid-2012, a severe drought affected the entire East African region. Said to be "the worst in 60 years", the drought caused a severe food crisis across Somalia, Djibouti, Ethiopia and Kenya that threatened the livelihood of 9.5 million people. Many refugees from southern Somalia fled to neighboring Kenya and Ethiopia, where crowded, unsanitary conditions together with severe malnutrition led to a large number of deaths. Other countries in East Africa, including Sudan, South Sudan and parts of Uganda, were also affected by a food crisis.
The Nyasaland famine of 1949 was a famine that occurred in the Shire Highlands in the Southern Province of Nyasaland and also in a part of the Central Province in 1949: its effects extended into the early part of 1950. The immediate cause was severe droughts in December 1948 to January 1949 and in March 1949 that destroyed much of the maize crop on which the people of the affected areas relied during its main growing season. This followed two years of erratic rainfall and poor harvests which had depleted the reserves in farmers’ granaries. The effect of crop failure was intensified by the failure of the colonial government to maintain a suitably large emergency grain reserve, delays in importing sufficient relief supplies and its requirement that most of the relief provided was paid for by its recipients. The official death toll from starvation was some 200 people, which may be an underestimate, and it excludes those dying of diseases exacerbated by malnutrition.
Climate change in Ghana is impacting the people in Ghana in several ways as the country sits at the intersection of three hydro-climatic zones. Changes in rainfall, weather conditions and sea-level rise will affect the salinity of coastal waters. This is expected to negatively affect both farming and fisheries. Low precipitation, drought and wild fires are also some major effects associated with climate change in Ghana.
Chad currently suffers from widespread food insecurity. A majority of the population of Chad now suffers some form of malnutrition. 87% of its population lives below the poverty line. Because the country is arid, landlocked, and prone to droughts, many Chadians struggle to meet their daily nutritional needs. While international aid into the country has brought some relief, the situation in Chad remains severe due to broader famine in the Sahel region. The World Food Programme has declared a state of emergency in the region since early 2018, stating that, “...adding to the poverty, food insecurity and malnutrition which already affects [the nations of the Sahel] to varying degrees, drought, failed harvests and the high prices of staple foods have hastened the arrival of this year’s ‘lean season’ – the worst since 2014.” Malnutrition is high, especially among women and children, with a significant majority of all children in Chad suffering from some form of stunted growth or adverse health effects as a result. As such, health in Chad is greatly affected by lack of food. Food insecurity is a symptom of broader instability in Chad, which suffers from political, ethnic, and religious instability. These issues have contributed to long-term food insecurity in Chad.
The 2018–2021 Southern Africa drought was a period of drought that took place in Southern Africa. The drought began in late October 2018, and negatively affected food security in the region. In mid-August 2019, the drought was classified as a level 2 Red-Class event by the Global Disaster Alert and Coordination System. The alert level was reduced to the Orange-1.7 by 12 December 2019, as the new wet season had started. In September 2020, the drought was classified as a level 2 Red-Class event. The drought continued into early 2021. Beginning in October 2021, South Africa experienced above average rainfall and reservoirs refilled by early 2022.
During 2022 and 2023 there were food crises in several regions as indicated by rising food prices. In 2022, the world experienced significant food price inflation along with major food shortages in several regions. Sub-Saharan Africa, Iran, Sri Lanka, Sudan and Iraq were most affected. Prices of wheat, maize, oil seeds, bread, pasta, flour, cooking oil, sugar, egg, chickpea and meat increased. Many factors have contributed to the ongoing world food crisis. These include supply chain disruptions due to the COVID-19 pandemic, the 2021–2023 global energy crisis, the Russian invasion of Ukraine, and floods and heatwaves during 2021. Droughts were also a factor; in early 2022, some areas of Spain and Portugal lost 60–80% of their crops due to widespread drought.
Climate change in Africa is reducing its food security. Climate change at the global, continental, and sub-continental levels has been observed to include an increase in air and ocean temperatures, sea-level rise, a decrease in snow and ice extent, an increase and decrease in precipitation, changes in terrestrial and marine biological systems, and ocean acidification. The agricultural industry is responsible for more than 60% of full time employment in Africa. Millions of people in Africa depend on the agricultural industry for their economic well-being and means of subsistence. A variety of climate change-related factors such as worsening pests and diseases that damage agriculture and livestock, altered rainfall patterns, rising temperatures, droughts, and floods are having a negative impact on the agricultural industry in Africa. Many African populations access to food is being impacted by these climate change effects on the agricultural industry, which result in a trend of decreasing crop yields, animal losses, and rising food prices.
Desertification in Africa is a form of land degradation that involves the conversion of productive land into desert or arid areas. This issue is a pressing environmental concern that poses a significant threat to the livelihoods of millions of people in Africa who depend on the land for subsistence. Geographical and environmental studies have recently coined the term desertification. Desertification is the process by which a piece of land becomes a desert, as the word desert implies. The loss or destruction of the biological potential of the land is referred to as desertification. It reduces or eliminates the potential for plant and animal production on the land and is a component of the widespread ecosystem degradation. Additionally, the term desertification is specifically used to describe the deterioration of the world's drylands, or its arid, semi-arid, and sub-humid climates. These regions may be far from the so-called natural or climatic deserts, but they still experience irregular water stress due to their low and variable rainfall. They are especially susceptible to damage from excessive human land use pressure. The causes of desertification are a combination of natural and human factors, with climate change exacerbating the problem. Despite this, there is a common misconception that desertification in Africa is solely the result of natural causes like climate change and soil erosion. In reality, human activities like deforestation, overgrazing, and unsustainable agricultural practices contribute significantly to the issue. Another misconception is that, desertification is irreversible, and that degraded land will forever remain barren wastelands. However, it is possible to restore degraded land through sustainable land management practices like reforestation and soil conservation. A 10.3 million km2 area, or 34.2% of the continent's surface, is at risk of desertification. If the deserts are taken into account, the affected and potentially affected area is roughly 16.5 million km2 or 54.6% of all of Africa. 5.7 percent of the continent's surface is made up of very severe regions, 16.2 percent by severe regions, and 12.3 percent by moderate to mild regions.
Lesotho is a country in southern Africa that is already experiencing the negative effects of climate change, including increased frequency of extreme weather, such as droughts, increased rates of soil erosion and desertification, and reduced soil fertility. Lesotho is a landlocked country that is particularly vulnerable to the negative impacts of climate variability and changes in water and food security, as well as adverse conditions to health, human settlements, and the energy sector.
