Catalino "Lito" Salandanan Cuy (born November 25,1957) [1] is a Filipino retired police director and current chairman of the Dangerous Drugs Board under the Duterte administration and Marcos administration. He assumed the role of acting Secretary of the Interior and Local Government on April 5,2017,upon the departure of Ismael Sueno who was dismissed by President Duterte following corruption allegations. [2]
Cuy completed three years of studying Bachelor of Science in Electrical Engineering from the Mapúa Institute of Technology in Manila in 1977. The following year,he moved to Baguio to study at the Philippine Military Academy where he graduated as part of the Dimalupig Class of 1981. Cuy also received a master's degree in Public Administration from the Manuel L. Quezon University in 1994. [1]
Cuy began his career in law enforcement after graduating from the Philippine Military Academy in 1981. He served as an aide of President Fidel Ramos before being assigned in Mindanao to join the Philippine National Police (PNP). [2] He served as the Provincial Director of the Davao Oriental Police Office for three years starting 2002. [3] In 2005,he was appointed as the Director of the Davao City Police Office under then Mayor Rodrigo Duterte. [4] As Davao police chief,he,along with 20 other police officers,was charged with negligence in 2012 and fined an equivalent of a month's salary by the Office of the Ombudsman for failing to control the summary killings by the alleged Davao death squads between 2005 and 2008. [5] Following his stint in Mindanao,he became the Deputy Director for Personnel and Records Management in 2009. [6]
In 2010,Cuy was appointed as Commander of the PNP Special Action Force. [1] Two years later,he served as Director for Human Resource and Doctrine Development before being designated as Director for Personnel and Records Management by then Director General Alan Purisima in December 2012. [7] Upon retirement from the PNP,Cuy joined the administration of President Rodrigo Duterte as DILG Undersecretary in July 2016,and as officer-in-charge of the department in April 2017. [2] He was appointed chairperson of the Dangerous Drugs Board on January 4,2018. [8]
The Davao Death Squad (DDS) is a vigilante group in Davao City,Philippines. The group is alleged to have conducted summary executions of street children and individuals suspected of petty crimes and drug dealing. It has been estimated that the group is responsible for the killing or disappearance of between 1,020 and 1,040 people between 1998 and 2008. Ronald Marapon dela Rosa,also known as Bato,is a Filipino politician and retired police officer who is currently serving as a senator of the Philippines since 2019. He served under the Duterte administration as the chief of the Philippine National Police from July 1,2016,to April 19,2018,overseeing the government's anti-drug campaign;he also served as the Director General of the Bureau of Corrections from April 30 to October 12,2018.

Philippine President Rodrigo Duterte made a speech at the Naval Station Felix Apolinario in Camp Panacan,Davao City on August 7,2016. In the speech,delivered shortly after midnight during his wake visit to four NavForEastMin soldiers killed during clashes with the New People's Army in Compostela Valley,Duterte revealed the names of 150 public officials,including mayors and other local government executives,legislators,police,military and judges,found to be involved in illegal drug trade. He is also serving as an Undersecretary in the Office of the President of the Philippines from 2016 to 2022. He is reported to be the writer of most of President Rodrigo Duterte’s high-impact speeches,like his State of the Nation Addresses and inaugural speech.
