Rey Leonardo Borja Guerrero is a retired general of the Philippine Army serving as the Commissioner of the Bureau of Customs under the Duterte administration since 2018. He is a member of the PMA "Maharlika" Class of 1984. [1] Previously,he was the administrator of the Maritime Industry Authority (MARINA) from April to October 2018 and was the Chief of Staff of the Armed Forces of the Philippines from October 2017 to April 2018. [2]
Before entering military service,he was a student in the University of the Philippines Diliman,where he took his PMA Exams in 1980 before entering the Philippine Military Academy (PMA) the same year,and graduated as a member of the PMA "Maharlika" class of 1984. [3] He was known to be strict,determined,well rounded,and serious,yet very kind-hearted and a great leader, [4] [5] [6] and also attended various military courses locally and abroad,such as the AFP Command and General Staff Course,and the Basic Airborne Course,among others. He is also a qualified member of the Special Forces.
During his 38 years in military service (including spending a total of 4 years as a PMA Cadet),he served as the former commander of the 61st Infantry Battalion of the 3rd Infantry Division,the 701st Infantry Brigade of the 7th Infantry Division,and the Presidential Security Group under the term of then President Gloria Macapagal Arroyo. He also commanded the Special Operations Command and also served as the former Philippine Army chief of staff,where he earned his second star and was promoted to Major General. He also served as commander of the 3rd Infantry Division,before being named as the commander of the AFP Eastern Mindanao Command,where he earned his third star and was promoted to Lieutenant General. He is often called as "Jagger" as his nickname in the military. He was appointed as the Chief of Staff of the Armed Forces of the Philippines on October 26,2017,with his term as Chief of Staff of the AFP was extended by President Rodrigo Duterte [3] from December 17,2017,until April 18,2018,allowing him to serve his term beyond the mandatory retirement age at 56. [8] He was replaced by the commander of the AFP Western Mindanao Command then-Lieutenant General Carlito Galvez Jr. on April 18,2018.
After his retirement in the AFP,he was named by President Rodrigo Duterte as the next head of the Marina (Maritime Industry Authority),as the agency's administrator after he retired in the AFP. In October 2018,Guerrero was named Commissioner of the Bureau of Customs by President Rodrigo Duterte,replacing Isidro Lapeña after the latter was dismissed and given a new position in TESDA. [1]

His Vice Chief of Staff was Lt. Gen. Cardozo M. Luna and his Deputy Chief of Staff was Lt. Gen. Rodrigo F. Maclang. The Chief of Staff of the Armed Forces of the Philippines (CSAFP) is the highest-ranking military officer and the head of the Armed Forces of the Philippines (AFP),including all service branches under its command. The position is usually held by a four-star rank of General or Admiral. Its direct equivalent in the US Armed Forces is the Chairman of the Joint Chiefs of Staff. Unlike its US counterpart,which is merely supervisory,the Chief of Staff has complete operational control and is responsible for the overall operations of the AFP.
Emmanuel Trinidad Bautista is a Filipino General who served as the 44th Chief of Staff of the Armed Forces of the Philippines as he succeeded Gen. Jessie Dellosa as AFP Chief. He served as the Executive Director of the Cabinet Cluster on Security,Justice,and Peace at the Office of the President,Malacañang. His appointment as Undersecretary at the Office of the President was from 1 September 2014 to 22 June 2020 shortly after retirement from the military service as Chief of Staff,Armed Forces of the Philippines. Concurrently,he headed the National Task Force on the Whole of Nation Initiative and was also the executive Director of the National Task Force on the West Philippine Sea. He was succeeded by Gregorio Pio Catapang as AFP chief.
Eduardo Manahan Año is a Filipino public official and retired general of the Philippine Army who served as the Secretary of the Interior and Local Government in the Cabinet of President Rodrigo Duterte from 2018 to 2022. He previously served as the Chief of Staff of the Armed Forces of the Philippines from 2016 to 2017,and was the Commanding General of the Philippine Army from 2015 to 2016. Ricardo Ramoran Visaya is a retired Philippine Army general serving as the administrator of the National Irrigation Administration (NIA) since 2017. He was the 47th Chief of Staff of the Armed Forces of the Philippines from July to December 2016. Roy Agullana Cimatu is a retired Philippine Army general who served as the Secretary of Environment and Natural Resources from 2017 to 2022 in the Cabinet of President Rodrigo Duterte. He previously served as the Chief of Staff of the Armed Forces of the Philippines from May to September 2002 under President Gloria Macapagal Arroyo. Marcos Jr. in a holdover capacity since July 1,2022. In March 2020 to June 2022,he has also been serving as the Chief Implementer of the Philippines' Declared National Policy Against COVID-19. In November 2020,he was appointed as the country's COVID-19 Vaccine Czar,and was responsible for leading the government's efforts in bringing into the country about 245.23 million doses of COVID-19 vaccines as of May 2022 beginning in 2021 despite the global vaccine shortage. He previously served as the Chief of Staff of the Armed Forces of the Philippines from April to December 2018.

He held various positions in the military,such as the former Commanding General of the Philippine Army,commander of the Joint Task Force Marawi during the Battle of Marawi,and the Presidential Security Group.
Noel Segovia Clement is a retired Filipino general who previously served as the Chief of Staff of the Armed Forces of the Philippines. Prior to his appointment as Chief of Staff,he served as the commander of the AFP Central Command,and the 10th Infantry Division.
