Jesus "Jess" Gestuveo Dureza (born December 24,1947) [1] is a Filipino lawyer,consultant,journalist and politician from Davao City,Philippines. He was the adviser on the peace process to President Rodrigo Duterte from 2016 to 2018 and is the Founding Chairman of Advocacy MindaNow Foundation,a group advocating for peace in Mindanao. He has held various appointive positions in past administrations including the chairmanship of the Mindanao Development Authority,the chairmanship of the Government Peace Negotiating Panel for Talks with the Moro Islamic Liberation Front,and Presidential Assistant for Mindanao. He is also a former Representative of the 1st District of Davao City in the Philippine House of Representatives. [2]
Dureza was born in Guimbal,Iloilo on December 24,1947. His father,Martin Dureza,hails from Janiuay and took part in the local guerrilla warfare against the Japanese army during World War II. He was one year old when his family migrated to Davao. [3] [4] He finished elementary as the class valedictorian at Guihing Elementary School in Hagonoy in 1959. He attended the Holy Cross of Digos High School (now Cor Jesu College) in Digos where he was classmates with the future President Rodrigo Duterte and graduated with honors in 1963. [1]
Dureza then enrolled at the Ateneo de Davao University in Davao City where he graduated cum laude with a Bachelor of Arts degree in 1967. He earned his law degree from the same university in 1973. He placed 10th in the Philippine Bar Examination the same year. [1]
Dureza had a career in journalism before entering politics. In 1972,while a law student at the Ateneo,he worked as a radio host for RMN Davao and as Davao correspondent for The Manila Times. After finishing law,he was hired as an editor for Mindanao Times,as a correspondent for Manila Bulletin,and as television presenter of "Brainstorm" in Davao City. He was also President of the Davao Press Club. [5]
Dureza then joined politics in 1987 after being elected as Congressman of the newly established First District of Davao City. He served in the Corazon Aquino administration after his term in Congress as Director of the Philippine Coconut Authority in 1989. In 1992,he was again elected as Davao City Representative. [1]
Dureza was appointed by Fidel Ramos as his presidential assistant for Mindanao and chairman of the Mindanao Economic Development Council. From 1998 to 2000,he served as the official spokesperson for the former president. In 2002,he founded the Advocacy MindaNow Foundation. [1]
During the Gloria Arroyo administration,he was appointed as Chairman of the GRP Panel for Talks with the Moro Islamic Liberation Front in 2003,Chairman of Mindanao Economic Development Council in 2006,Presidential Adviser on the Peace Process in 2008,Press Secretary in 2009,and Presidential Adviser on Mindanao also in 2009. His last appointive position with the Arroyo government was as Chairman of the Mindanao Development Authority in 2010. [1]
Before returning to government service in 2016,Dureza was a senior partner at the Rama Dureza Abarquez Law Firm. He was also the publisher of Mindanao Times,Chairman of the Philippine Press Institute,Director of Maple Tree Foundation for Mountain Communities,and Consultant for SM Investments Corporation. Dureza was awarded the Presidential Medal of Merit by President Fidel Ramos in June 1998. He is also a recipient of the Datu Bago Award (1983),the highest award given to a Davaoeño. [6]

The Moro Islamic Liberation Front was an Islamist group based in Mindanao,Philippines,seeking an autonomous region of the Moro people from the central government. The group had a presence in the Bangsamoro region of Mindanao,the Sulu Archipelago,Palawan,Basilan,and other neighbouring islands. The armed wing of the group was the Bangsamoro Islamic Armed Forces (BIAF),although the name of its parent organization,the MILF,was often used to refer to the BIAF. In July,2018,the Philippine government passed the Bangsamoro Organic Law,giving more autonomy to Muslims. In return,MILF announced that it would disarm its 30,000 fighters.

He was the first Speaker from Mindanao in a hundred years of Philippine legislative history. From 1989 to 2010,he was elected to five non-consecutive terms as a member of the House of Representatives,representing Davao City's 1st congressional district.
The Moro National Liberation Front Executive Council of 15 is a faction of the Moro National Liberation Front (MNLF) in which the group of 15 leaders forged a unity agreement with the Moro Islamic Liberation Front (MILF). The agreement was signed in Kuala Lumpur and coincided with the Filipino President's visit. Muslimin Sema is the current chairman of the group. The government of the Philippines recognizes Sema along with Misuari as representatives of the MNLF despite the recognition of Nur Misuari as chairman by the Organisation of Islamic Cooperation,which the MNLF is an observer member to. Supposedly,Sema's group together with Habib Mudjahab Hashim's MNLF Islamic Command Council (ICC),somewhat agreed to reunite with the MNLF under Misuari.

The 1976 Tripoli Agreement was signed on December 23,1976 in Tripoli,Libya by Carmelo Z. Barbero,representing the Government of the Philippines and Nur Misuari of the Moro National Liberation Front. The agreement defined autonomous administrative divisions for Muslims in the southern Philippines,the establishment of an autonomous government,judicial system for Sharia law and special security forces,and the observance of a ceasefire. The Bangsamoro Juridical Entity (BJE) was a proposed subdivision in the Philippines spanning portions of Mindanao and Palawan. Conceptualized during the peace talks between the government of the Philippines during the administration of President Gloria Macapagal Arroyo and the Moro Islamic Liberation Front (MILF),the BJE was the proposed expanded successor to the Autonomous Region in Muslim Mindanao (ARMM).
