The Communist Party of Turkmenistan was the ruling communist party of the Turkmen SSR, and a part of the Communist Party of the Soviet Union. From 1985 it was led by Saparmurat Niyazov. 16 December 1991, as the Soviet Union was in the process of dissolving, Niyazov reorganized the CPT as the Democratic Party of Turkmenistan. The current Communist Party of Turkmenistan was made illegal during the presidency of Niyazov after independence and remains banned.
The first deputy premier of the Soviet Union was the deputy head of government of the Union of Soviet Socialist Republics (USSR). Despite the title, the office was not always held by a single individual. The office bore three different titles throughout its existence: First Deputy Chairman of the Council of People's Commissars (1923–1946), First Deputy Chairman of the Council of Ministers (1946–1991), and First Deputy Prime Minister of the Soviet Union (1991). The term "first deputy premier" was used by outside commentators to describe the office of first deputy head of government.

Dmitry Fedorovich Loza was a Ukrainian Red Army Colonel and Hero of the Soviet Union. He served as an Armor officer during World War II, fighting in the Vienna Offensive and in the Manchurian Strategic Offensive Operation. Loza was awarded the title Hero of the Soviet Union for his leadership of a tank battalion in the Vienna Offensive. Postwar, he was a senior lecturer at the Frunze Military Academy before retiring from the Soviet Army in 1967.
Mikhail Fyodorovich Tikhonov was a Soviet Army lieutenant general and Hero of the Soviet Union. Tikhonov fought in the Russian Civil War and the Winter War. He commanded the 39th Guards Rifle Corps during the Vienna Offensive. After the end of World War II, Tikhonov continued his career in the Soviet Armed Forces and was the chief Soviet advisor to the Hungarian People's Army during the Hungarian Revolution of 1956.
Vladimir Fedorovich Vladimirov was a Red Army Lieutenant during World War II and a Hero of the Soviet Union. He was posthumously awarded the title Hero of the Soviet Union and the Order of Lenin for his actions during the Battle of the Dnieper. Vladimirov was killed in action during December 1943.

Konstantin Fedorovich Katushev was a Soviet party official and statesman, Secretary of the Central Committee of the Communist Party of the Soviet Union (1968–77), Deputy Chairman of the Council of Ministers of the Soviet Union (1977–82), Chairman of the State Committee of the Soviet Union for Foreign Economic Relations (1985–88), Minister of Foreign Economic Relations of the Soviet Union (1988–91).
