Dualism in terms of politics, refers to specific political concepts that are related to the functional or structural duality of a particular political system. In some states, functional dualism is manifested through the division of power between the two main branches of government (legislative and executive). In other, mainly complex states, structural dualism is expressed as a division of power between two constitutive units.
Functional dualism is common in parliamentary systems, like those in the Netherlands, Luxembourg, and Sweden, where the term dualism is used to refer to the functional separation of powers between the cabinet and parliament. Unlike the presidential system, the legislative branch consists of the cabinet together with the parliament and cabinets are formed on the basis of a majority in parliament. Unlike the Westminster parliamentary system, cabinet ministers cannot be members of parliament. An important political issue is whether ministers and leaders of governing parliamentary parties should prepare important political decisions. According to the dualistic position, members of parliament of governing parties should function independently of their cabinet. The term monism is used to refer to a stance that important decisions should be prepared by the members of the governing coalition in order to promote political stability.
Structural dualism is manifested in those dual states, like dual monarchies, that are constituted as real unions. One of the most notable examples of state dualism in modern history was the Austro-Hungarian Monarchy (1867–1918), where dualism was manifested as an official political doctrine of co-equality between Austria and Hungary. [1] The phrase "during dualism" (Hungarian : dualizmus alatt) is used in Hungarian historiography as shorthand for "during the Dual Monarchy."
As in dualism, the same functional and structural distinctions are also manifested in trialistic political concepts, referring to three instead of two political subjects. Functional trialism emphasizes the distinction between the three main branches of government (legislative, executive, and judicial) while structural trialism refers to the internal political structure of triune states. In history, one of the most notable examples of trialism was manifested as a political concept that the advocated transformation of the dual Austro-Hungarian Monarchy into a triune state, by creating a third constituent entity. [2] The proposition was that this was to be achieved by the equalisation of the Kingdom of Croatia-Slavonia to the two other monarchies in the empire, a conjecture that was supported by the assassinated Franz Ferdinand. Austria-Hungary, also referred to as the Austro-Hungarian Empire or the Dual Monarchy, was a multi-national constitutional monarchy in Central Europe between 1867 and 1918. A military and diplomatic alliance, it consisted of two sovereign states with a single monarch who was titled both Emperor of Austria and King of Hungary. Austria-Hungary constituted the last phase in the constitutional evolution of the Habsburg monarchy: it was formed with the Austro-Hungarian Compromise of 1867 in the aftermath of the Austro-Prussian War and was dissolved shortly after Hungary terminated the union with Austria on 31 October 1918.
A semi-presidential republic, or dual executive republic, is a republic in which a president exists alongside a prime minister and a cabinet, with the latter two being responsible to the legislature of the state. It differs from a parliamentary republic in that it has an executive president independent of the legislature; and from the presidential system in that the cabinet, although named by the president, is responsible to the legislature, which may force the cabinet to resign through a motion of no confidence.
The Austro-Hungarian Compromise of 1867 established the dual monarchy of Austria-Hungary, which was a military and diplomatic alliance of two sovereign states. The Compromise only partially re-established the former pre-1848 sovereignty and status of the Kingdom of Hungary, being separate from, and no longer subject to, the Austrian Empire. The compromise put an end to the 18-year-long military dictatorship and absolutist rule over Hungary which Emperor Franz Joseph had instituted after the Hungarian Revolution of 1848. The territorial integrity of the Kingdom of Hungary was restored. The agreement also restored the old historic constitution of the Kingdom of Hungary.
Cisleithania, officially The Kingdoms and Lands Represented in the Imperial Council, was the northern and western part of Austria-Hungary, the Dual Monarchy created in the Compromise of 1867—as distinguished from Transleithania. This name for the region was a common, but unofficial one.

Dual monarchy occurs when two separate kingdoms are ruled by the same monarch, follow the same foreign policy, exist in a customs union with each other, and have a combined military but are otherwise self-governing. The term is typically used to refer to Austria-Hungary, a dual monarchy that existed from 1867 to 1918 that spanned across parts of Central and Eastern Europe, but applies to other dual monarchies such as the Kingdom of Nejd and Hejaz. Dual monarchy is an uncommon form of government, and has been practiced few times in history, although many of the world's most powerful countries have been or are dual monarchies.
Count István Imre Lajos Pál Tisza de Borosjenő et Szeged ; was a politician who served as prime minister of Hungary from 1903 to 1905 and from 1913 until 1917. He was also a political scientist, international lawyer, macroeconomist, member of the Hungarian Academy of Sciences and champion duelist. The outbreak of World War One defined his second term as prime minister. He was killed by leftist revolutionaries on 31 October 1918 during the Aster Revolution, the day Hungary declared its independence, dissolving the Dual Monarchy or Austro-Hungarian Empire. Tisza was the most zealous adherent of the Dual Monarchy among the Hungarian political leaders and pleaded for consensus between liberals and conservatives. As a Member of the Imperial Council since 1887, he came to fear a political impasse in the conflict between the unyielding temper of the Emperor and the revolutionary spirit of the extremists.
The Habsburg monarchy, also known as Habsburg Empire, or Habsburg Realm, was the collection of empires, kingdoms, duchies, counties and other polities that were ruled by the House of Habsburg. From the 18th century it is also referred to as the Austrian monarchy or the Danubian monarchy.
The Kingdom of Croatia-Slavonia was a nominally autonomous kingdom and constitutionally defined separate political nation within the Austro-Hungarian Empire. It was created in 1868 by merging the kingdoms of Croatia and Slavonia following the Croatian–Hungarian Settlement of 1868. It was associated with the Kingdom of Hungary within the dual Austro-Hungarian state, being within the Lands of the Crown of St. Stephen, also known as Transleithania. While Croatia had been granted a wide internal autonomy with "national features", in reality, Croatian control over key issues such as tax and military issues was minimal and hampered by Hungary. It was internally officially referred to as the Triune Kingdom of Croatia, Slavonia and Dalmatia, also simply known as the Triune Kingdom, and had claims on Dalmatia, which was administered separately by the Austrian Cisleithania. The city of Rijeka, following a disputed section in the 1868 Settlement known as the Rijeka Addendum, became a corpus separatum and was legally owned by Hungary, but administered by both Croatia and Hungary.
The Lands of the Crown of Saint Stephen, informally Transleithania, were the Hungarian territories of Austria-Hungary, throughout the latter's entire existence, and which disintegrated following its dissolution. The name referenced the historic coronation crown of Hungary, known as the Crown of Saint Stephen of Hungary, which had a symbolic importance to the Kingdom of Hungary.

A parliamentary republic is a republic that operates under a parliamentary system of government where the executive branch derives its legitimacy from and is accountable to the legislature. There are a number of variations of parliamentary republics. Most have a clear differentiation between the head of government and the head of state, with the head of government holding real power and the head of state being a ceremonial position, similar to constitutional monarchies. In some countries the head of state has reserve powers to use at their discretion as a non-partisan "referee" of the political process. Some have combined the roles of head of state and head of government, much like presidential systems, but with a dependency upon parliamentary confidence.
Count Karl Sigmund von Hohenwart was an Austrian politician who served as Minister-President of Austria in 1871. Hohenwart’s government attempted to implement a Federalist agreement between Bohemia and the governing Austro-Hungarian Empire. This attempt to conciliate the Bohemian Czechs caused massive criticism, and led to the fall of the Hohenwart government only months after it assumed office.
The Triune Kingdom or Triune Kingdom of Croatia, Slavonia and Dalmatia was the concept—advocated by the leaders of the 19th-century Croatian national revival—of a united kingdom between Croatia, Slavonia and Dalmatia, which were already within the Austrian Empire under one king, who was also the Emperor of Austria, but were politically and administratively separate entities. This concept had roots in the high medieval period, as a successor to the historical Kingdom of Croatia which was made up of those regions.
In the history of Austria-Hungary, trialism was the political movement that aimed to reorganize the bipartite Empire into a tripartite one, creating a Croatian state equal in status to Austria and Hungary. Franz Ferdinand promoted trialism before his assassination in 1914 to prevent the Empire from being ripped apart by Slavic dissent. The Empire would be restructured three ways instead of two, with the Slavic element given representation at the highest levels equivalent to what Austria and Hungary had at the time. Serbians saw this as a threat to their dream of a new state of Yugoslavia. Hungarian leaders had a predominant voice in imperial circles and strongly rejected Trialism because it would liberate many of their minorities from Hungarian rule they considered oppressive.
