The European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE; Finnish : Euroopan hybridiuhkien torjunnan osaamiskeskus) is a network-based international and independent hub for practitioners and experts based in Helsinki, Finland. The Hybrid CoE focuses on responses to hybrid threats under the auspices of the European Union (EU) and NATO.
Hybrid CoE is described as a 'do tank' that conducts training courses and exercises, hosts workshops for policymakers and practitioners, and produces white papers on hybrid threats, such as vulnerabilities in an electrical grid or possible exploitation of vaguely written legislation. The Centre was formally established in April 2017 under Finnish law, with a memorandum of understanding between eight European states and the United States and in alignment with EU and NATO decisions. As of March 2022, it had 22 member states. The Centre was inaugurated in October 2017 and allotted a budget of 1.5 million euros. It was first located in the Sörnäinen neighbourhood of Helsinki and was staffed by fifteen persons in 2018 with international expert networks to support them. [5] [1] [6] [2]
Finland, officially the Republic of Finland, is a Nordic country in Northern Europe. It borders Sweden to the northwest, Norway to the north, and Russia to the east, with the Gulf of Bothnia to the west and the Gulf of Finland to the south, across from Estonia. Finland covers an area of 338,455 square kilometres (130,678 sq mi) with a population of 5.6 million. Helsinki is the capital and largest city. The vast majority of the population are ethnic Finns. Finnish and Swedish are the official languages, Swedish is the native language of 5.2% of the population. Finland's climate varies from humid continental in the south to the boreal in the north. The land cover is primarily a boreal forest biome, with more than 180,000 recorded lakes.
The Finnish Defence Forces (FDF) (Finnish: Puolustusvoimat, Swedish: Försvarsmakten) are the military of Finland. The Finnish Defence Forces consist of the Finnish Army, the Finnish Navy and the Finnish Air Force. In wartime the Finnish Border Guard (which is its own military unit in peacetime) becomes part of the Finnish Defence Forces.
The foreign relations of Finland are the responsibility of the president of Finland, who leads foreign policy in cooperation with the government. Implicitly the government is responsible for internal policy and decision making in the European Union. Within the government, preparative discussions are conducted in the government committee of foreign and security policy, which includes the Prime Minister and at least the Minister of Foreign Affairs and the Minister of Defence, and at most four other ministers as necessary. The committee meets with the President as necessary. Laws concerning foreign relations are discussed in the parliamentary committee of foreign relations. The Ministry of Foreign Affairs implements the foreign policy.
Finlandization is the process by which one powerful country makes a smaller neighboring country refrain from opposing the former's foreign policy rules, while allowing it to keep its nominal independence and its own political system. The term means "to become like Finland", referring to the influence of the Soviet Union on Finland's policies during the Cold War.
The Finnish Government is the executive branch and cabinet of Finland, which directs the politics of Finland and is the main source of legislation proposed to the Parliament. The Government has collective ministerial responsibility and represents Finland in the Council of the European Union. In the incumbent Marin Cabinet, the Government comprises 19 ministers leading 12 ministries.
The Finnish Security Intelligence Service, formerly the Finnish Security Police, is the security and intelligence agency of Finland in charge of national security, such as counter-intelligence and counter-terrorism, under the jurisdiction of the Ministry of the Interior. The agency had a distinct role during the Cold War in monitoring communists as well as in the balance between Finnish independence and Soviet appeasement. After the 1990s, Supo has focused more on countering terrorism and in the 2010s, on preventing hybrid operations.
Same-sex marriage in Finland has been legal since 1 March 2017. A bill for the legalisation of same-sex marriages was approved by the Finnish Parliament in a vote of 101–90 on 12 December 2014 and signed into law by President Sauli Niinistö on 20 February 2015. Further legislation to harmonise other laws with the legalisation of same-sex marriage was passed in 2016. The law took effect on 1 March 2017. Finland was the last Nordic sovereign state to legalise same-sex marriage, the 13th country in Europe overall, and the 21st worldwide.
The Finnish Defence Intelligence Agency is the combined signals (SIGINT), geospatial (GEOINT) and imagery intelligence (IMINT) agency of the Finnish Defence Forces. Operational since 2014, its responsibility is to support the defence of Finland through information gathering and analysis as an intelligence agency, organic to the Intelligence Division of Defence Command.
Law enforcement in Finland is the responsibility of several agencies. The Police of Finland, a national police agency, is responsible for most tasks. The two other main agencies are the Finnish Border Guard and the Finnish Customs. Examples of other agencies with limited policing powers are the Finnish Defence Forces, municipal parking inspectors and railway staff.

NATO CCD COE, officially the NATO Cooperative Cyber Defence Centre of Excellence, is one of NATO Centres of Excellence, located in Tallinn, Estonia. The centre was established on 14 May 2008, it received full accreditation by NATO and attained the status of International Military Organisation on 28 October 2008. NATO Cooperative Cyber Defence Centre of Excellence is an international military organisation with a mission to enhance the capability, cooperation and information sharing among NATO, its member nations and partners in cyber defence by virtue of education, research and development, lessons learned and consultation.
The Police University College is a university of applied sciences in Tampere, Finland providing police academy training and research under the Ministry of the Interior for the Police of Finland and other Finnish law enforcement units.
Hybrid warfare is a theory of military strategy, first proposed by Frank Hoffman, which employs political warfare and blends conventional warfare, irregular warfare, and cyberwarfare with other influencing methods, such as fake news, diplomacy, lawfare and foreign electoral intervention. By combining kinetic operations with subversive efforts, the aggressor intends to avoid attribution or retribution. The concept of hybrid warfare has been criticized by a number of academics and practitioners due to its alleged vagueness, its disputed constitutive elements, and its alleged historical distortions.

In September 2014, she began to investigate pro-Russian Internet trolls, but became a victim of their activities herself. This harassment led to three people being convicted in October 2018. In 2019 she was notified that she was to receive an International Women of Courage Award from the U.S. Department of State but this was rescinded just before the ceremony.
The Joint European Union Intelligence School (JEIS) is a project of the Permanent Structured Cooperation (PESCO) that was announced in November 2018. The project will be led by Cyprus and Greece. The school will provide education and training in intelligence disciplines, among other things, to EU member states intelligence personnel, and develop new hardware, including drones and electronic warfare technology.
Teija Helena Tiilikainen is a Finnish political scientist. She has been the Director of the Finnish Institute of International Affairs, Secretary of State at the Ministry for Foreign Affairs of Finland, and a vice-chairperson of the executive board of the University of Helsinki. In August 2019 she was elected Director of the European Centre of Excellence for Countering Hybrid Threats. Her research focuses on European integration and European security policy.
Finland uses Eastern European Time (EET) during the winter as standard time and Eastern European Summer Time (EEST) during the summer as daylight saving time. EET is two hours ahead of coordinated universal time (UTC+02:00) and EEST is three hours ahead of coordinated universal time (UTC+03:00). Finland adopted EET on 30 April 1921, and has observed daylight saving time in its current alignment since 1981 by advancing the clock forward one hour at 03:00 EET on the last Sunday in March and back at 04:00 EET on the last Sunday in October, doing so an hour earlier for the first two years.
