It forms the bulk of the retail commercial sector which is anchored by The Shops at Hilltop. This shopping center, like many around the country, killed downtown after opening in the 1970s. The area has become a booming bedroom community since a high increase in new housing being built in the desirable neighborhood. This area is of interest due to its proximity to job centers in Oakland and San Francisco, its relative adjacency compared to other suburbs, and affordability. Many single family attached and detached homes as well as condos and apartment developments have been added, along with many new shops and strip malls since the late 1990s.
Geographically the area enjoys excellent views of the San Pablo Bay due to its medium elevation. It features the Mall, a multiplex movie theatre, regional commuter bus hub (Richmond Parkway Transit Center) and proximity to State Route 4, Interstate 80, and the Richmond Parkway. The area is served by express WestCAT buses to the El Cerrito del Norte BART station and local service connecting Hilltop with El Sobrante, central Richmond, San Pablo, Oakland, and San Francisco. Extending BART here has been established as a high priority. [2]
The Hilltop Retail Plaza once featured a 12-foot (3.7m) statue called "Sold" christened in 1978; however it mysteriously disappeared in 1988 leading to a 2 million dollar lawsuit. [3]

The area is roughly bordered by 6th street to the west, 23rd Street to the east, Barrett Avenue to the north, and Macdonald Avenue to the south. The area once featured major department stores and other chains such as J.C. Penney, Macy's, S. H. Kress & Co., and Sears before Hilltop Mall was built in the 1970s.The area is currently undergoing a revitalization effort by the city, which has included the Richmond Shopping Center anchored by a supermarket. The Richmond Transit Village—coined Metro Walk by the developers, the Olson Company—has also been built, along with remodeling of the Richmond BART and Amtrak station and a bus transit center served by AC Transit and Golden Gate Transit. A Kaiser Permanente hospital and a Social Security Administration processing center provide for a majority of the jobs in the area.

Eastmont Town Center is a shopping mall and social services hub located on 33 acres (130,000 m2) bounded by Foothill Boulevard, Bancroft Avenue, 73rd Avenue, and Church Street, in the Frick neighborhood of East Oakland. The mall opened in phases between 1966 and 1974 on the site of a 1920s-era Chevrolet automobile factory called Oakland Assembly. Architect William Pereira designed the building. It is physically almost next to, and by entry access a few blocks away from the similarly sized Evergreen Cemetery. The official grand opening ceremony was held in November of 1970.

Hilltop Lake Park, United States, is a city of Richmond, California park in the San Francisco Bay Area situated at Richmond Parkway and Lakeside Drive in the Hilltop neighborhood. The park encompasses Hilltop Lake and several tributaries of Garrity Creek, a grasslands covered canyon. It is located between housing and Hilltop Mall Shopping Center and is a small pristine area surrounded by otherwise developed urban and suburban areas consisting of waterfowl and wildlife wetlands habitat. The park has 35 acres and the city is trying to further develop the park with a small visitor center, pier in the lake, trails, and accessibility with the surrounding area including the Richmond-Hilltop Y.M.C.A..
