Fanling-Sheung Shui New Town (Chinese :粉嶺/上水新市鎮) was developed from the traditional market towns (Luen Wo Hui and Shek Wu Hui) and villages around Fanling and Sheung Shui, within the present-day North District in the New Territories of Hong Kong. Connecting Fanling and Sheung Shui is an U-shaped main road called Ma Sik Road.

New towns of Hong Kong

The Hong Kong government started developing "New Towns" in the 1950s, in order to accommodate Hong Kong's booming population. At the first phase of development, the newly developed towns were called "satellite town", a concept borrowed from the United Kingdom, of which Hong Kong was then still a colony. Kwun Tong, located at eastern Kowloon, and Tsuen Wan, located at the south-west New Territories, were designated as the first two satellite towns, when the urban area in Hong Kong was still relatively small, restricted to the central and western part of Kowloon Peninsula and the northern side of Hong Kong Island. Wah Fu Estate was also built in a remote corner at the southern side of Hong Kong Island, with similar concepts in a smaller scale.

With development started in the mid-1980s, the new town presently has a population of 247 000, with an ultimate capacity of 264 000 upon full development. The total development area is about 780 hectares (7.8 square kilometres or 3.01 square miles) which includes residential, commercial, industrial, social, community and recreation facilities.

The hectare is an SI accepted metric system unit of area equal to a square with 100-metre sides, or 10,000 m2, and is primarily used in the measurement of land. There are 100 hectares in one square kilometre. An acre is about 0.405 hectare and one hectare contains about 2.47 acres.

The new town is served by the Fanling, and Sheung Shui Stations of the MTR East Rail Line, which connects the new town with Kowloon and the border with mainland China at Lo Wu.

MTR rapid transit railway system in Hong Kong

The Mass Transit Railway is a major public transport network serving Hong Kong. Operated by the MTR Corporation Limited (MTRCL), it consists of heavy rail, light rail, and feeder bus service centred on an 11-line rapid transit network serving the urbanised areas of Hong Kong Island, Kowloon, and the New Territories. The system currently includes 218.2 km (135.6 mi) of rail with 159 stations, including 91 heavy rail stations and 68 light rail stops. The MTR is one of the most profitable metro systems in the world; it had a farebox recovery ratio of 187 per cent in 2015, the world's highest.

The Fanling Highway is part of Route 9. Other major roads include the Jockey Club Road and San Wan Road.

Fanling Highway is a part of Route 9 in Hong Kong. It connects the new town of Tai Po and San Tin Highway, passing through Sheung Shui and Fanling on its way. The three lane expressway was constructed between 1983 and 1987.

Route 9, Hong Kong is one of the strategic trunk roads, mostly in the form of a motorway, circumnavigating the New Territories. The route is also known as the New Territories Circular Road (新界環迴公路).
