Hunger in Syria is a present-day crisis that has become prominent since the outbreak of the Syrian civil war and exacerbated by the country's efforts to control the spread of the covid-19 coronavirus. The United Nations reported in 2020 that Syria faced "an unprecedented hunger crisis" as food prices had risen by 200 percent within a year [1] with "tens of thousands" at risk of famine in the north-west region of the country, described as "the worst humanitarian crisis since violence broke out in Syria nine years ago". [2] The World Food Program was supporting 4.8 million Syrians in need of food. [1]
In June 2020, the head of the United Nations World Food Programme, David Beasley, said that a million Syrians were in severe need of food, with a risk of mass starvation without aid money. [3] The food shortages were exacerbated by the country's efforts to control the spread of the Covid-19 pandemic during 2020. In July 2020, an estimated 8-9 million Syrians, representing around half of the country, were classed as food insecure, which was an increase of 1.4 million people since the start of the year. [4] By February 2021, this number was reported by the World Food Programme as being 9.3 million people, the highest amount ever recorded. [5]
Syria faces numerous problems to overcome its shortage of food. In particular, the conflict severely disrupted farming and agriculture, key to the country's economy prior to the conflict. Available food is often unaffordable, while coronavirus lockdown measures have restricted income. In extreme cases, people have resorted to boiling and consuming weeds in desperation. [4]
Through March to October 1915, swarms of locusts stripped large swathes of vegetation from Syria and the surrounding regions, worsening what was already a severe shortage of food and compromising depleted food supplies. [6] As many as 100,000 - 200,000 people died from starvation in the year following the locust attack, which was the worst the country had seen for decades. [7]
A famine is a widespread scarcity of food, caused by several factors including war, natural disasters, crop failure, widespread poverty, an economic catastrophe or government policies. This phenomenon is usually accompanied or followed by regional malnutrition, starvation, epidemic, and increased mortality. Every inhabited continent in the world has experienced a period of famine throughout history. During the 19th and 20th century, Southeast and South Asia, as well as Eastern and Central Europe, suffered the greatest number of fatalities. Deaths caused by famine declined sharply beginning in the 1970s, with numbers falling further since 2000. Since 2010, Africa has been the most affected continent in the world by famine.
The 2005–2006 Niger food crisis was a severe but localized food security crisis in the regions of northern Maradi, Tahoua, Tillabéri, and Zinder of Niger from 2005 to 2006. It was caused by an early end to the 2004 rains, desert locust damage to some pasture lands, high food prices, and chronic poverty. In the affected area, 2.4 million of 3.6 million people are considered highly vulnerable to food insecurity. An international assessment stated that, of these, over 800,000 face extreme food insecurity and another 800,000 in moderately insecure food situations are in need of aid.
From March to October 1915, swarms of locusts stripped areas in and around Palestine, Mount Lebanon and Syria of almost all vegetation. This infestation seriously compromised the already-depleted food supply of the region and sharpened the misery of all Jerusalemites.
The Bangladesh famine of 1974 began in March 1974 and ended in about December of the same year. The famine is considered one of the worst in the 20th century; it was characterised by massive flooding along the Brahmaputra River as well as high mortality.
The North Korean Famine, also known as the Arduous March or the March of Suffering, was a period of mass starvation together with a general economic crisis from 1994 to 1998 in North Korea. During this time there was an increase in defection from North Korea which peaked towards the end of the famine period.
The 2008 Central Asia energy crisis was an energy shortage in Central Asia, which, combined with the severe weather of the 2007-08 winter and high prices for food and fuel, caused considerable hardship for many. The abnormally cold weather pushed demand up for electricity, exacerbating the crisis. The situation was most dire in Tajikistan. An international appeal was made by the United Nations, NGOs, and the Red Cross and Red Crescent for around US$25 million to assist the government. At the time, The UN warned that millions face starvation during the 2008-09 winter.
A large-scale, drought-induced famine occurred in Africa's Sahel region and many parts of the neighbouring Sénégal River Area from February to August 2010. It is one of many famines to have hit the region in recent times.
Chronic hunger has affected a sizable proportion of the UK's population throughout its history. Following improved economic conditions that followed World War II, hunger became a less pressing issue. Yet since the lasting global inflation in the price of food that began in late 2006 and especially since the financial crisis of 2009, long term hunger began to return as a prominent social problem. Albeit only affecting a small minority of the UK's population. By December 2013, according to a group of doctors and academics writing in the British Medical Journal, hunger in the UK had reached the level of a "public health emergency".
The Great Famine of Mount Lebanon (1915–1918) was a period of mass starvation on Mount Lebanon during World War I that resulted in the deaths of 200,000 people, most of whom were Christians.
Since 2016, a food insecurity crisis has been ongoing in Yemen which began during the Yemeni Civil War. The UN estimates that the war has caused an estimated 130,000 deaths from indirect causes which include lack of food, health services, and infrastructure as of December 2020. In 2018, Save the Children estimated that 85,000 children have died due to starvation in the three years prior. In May 2020, UNICEF described Yemen as "the largest humanitarian crisis in the world", and estimated that 80% of the population, over 24 million people, were in need of humanitarian assistance. In September 2022, the World Food Programme estimated that 17.4 million Yemenis struggled with food insecurity, and projected that number would increase to 19 million by the end of the year, describing this level of hunger as "unprecedented." The crisis is being compounded by an outbreak of cholera, which resulted in over 3000 deaths between 2015 and mid 2017. While the country is in crisis and multiple regions have been classified as being in IPC Phase 4, an actual classification of famine conditions was averted in 2018 and again in early 2019 due to international relief efforts. In January 2021, two out of 33 regions were classified as IPC 4 while 26 were classified as IPC 3.
In the early months of 2017, parts of South Sudan experienced a famine following several years of instability in the country's food supply caused by war and drought. The famine, largely focused in the northern part of the country, affected an estimated five million people. In May 2017, the famine was officially declared to have weakened to a state of severe food insecurity.
Chad currently suffers from widespread food insecurity. A majority of the population of Chad now suffers some form of malnutrition. 87% of its population lives below the poverty line. Because the country is arid, landlocked, and prone to droughts, many Chadians struggle to meet their daily nutritional needs. While international aid into the country has brought some relief, the situation in Chad remains severe due to broader famine in the Sahel region. The World Food Programme has declared a state of emergency in the region since early 2018, stating that, “...adding to the poverty, food insecurity and malnutrition which already affects [the nations of the Sahel] to varying degrees, drought, failed harvests and the high prices of staple foods have hastened the arrival of this year’s ‘lean season’ – the worst since 2014.” Malnutrition is high, especially among women and children, with a significant majority of all children in Chad suffering from some form of stunted growth or adverse health effects as a result. As such, health in Chad is greatly affected by lack of food. Food insecurity is a symptom of broader instability in Chad, which suffers from political, ethnic, and religious instability. These issues have contributed to long-term food insecurity in Chad.
The first confirmed case relating to the COVID-19 pandemic in Yemen was announced on 10 April 2020 with an occurrence in Hadhramaut. Organizations called the news a "devastating blow" and a "nightmare scenario" given the country's already dire humanitarian situation.
2019–2022 locust infestation is a pest outbreak of desert locusts which is threatening the food supply across the regions of East Africa, the Arabian Peninsula, and the Indian subcontinent. The outbreak is the worst in 70 years in Kenya and the worst in 25 years in Ethiopia, Somalia, and India. The plague began in June 2019. As of November 2020, swarms were primarily found in the Horn of Africa and Yemen.
During the COVID-19 pandemic, food insecurity has intensified in many places – in the second quarter of 2020 there were multiple warnings of famine later in the year. In an early report, the Nongovernmental Organization (NGO) Oxfam-International talks about "economic devastation" while the lead-author of the UNU-WIDER report compared COVID-19 to a "poverty tsunami". Others talk about "complete destitution", "unprecedented crisis", "natural disaster", "threat of catastrophic global famine". The decision of WHO on March 11, 2020 to qualify COVID as a pandemic, that is "an epidemic occurring worldwide, or over a very wide area, crossing international boundaries and usually affecting a large number of people" also contributed to building this global-scale disaster narrative.
The United Nations response to the COVID-19 pandemic has been led by its Secretary-General and can be divided into formal resolutions at the General Assembly and at the Security Council (UNSC), and operations via its specialized agencies and chiefly the World Health Organization in the initial stages, but involving more humanitarian-oriented agencies as the humanitarian impact became clearer, and then economic organizations, like the United Nations Conference on Trade and Development, the International Labour Organization, and the World Bank, as the socioeconomic implications worsened.
Beginning with the onset of the Tigray War in November 2020, acute food shortages leading to death and starvation became widespread in northern Ethiopia, and the Tigray, Afar and Amhara Regions in particular. As of August 2022, there are 13 million people facing acute food insecurity, and an estimated 150,000–200,000 had died of starvation by March 2022. In the Tigray Region alone, 89% of people are in need of food aid, with those facing severe hunger reaching up to 47%. In a report published in June 2021, over 350,000 people were already experiencing catastrophic famine conditions. It is the worst famine to happen in East Africa since 2011–2012.
In mid-2021, a severe drought in southern Madagascar caused hundreds of thousands of people, with some estimating more than 1 million people including nearly 460,000 children, to suffer from food insecurity or famine. Some organizations have attributed the situation to the impact of climate change and the handling of the COVID-19 pandemic in the country.
During 2022 and 2023 there were food crises in several regions as indicated by rising food prices. In 2022, the world experienced significant food price inflation along with major food shortages in several regions. Sub-Saharan Africa, Iran, Sri Lanka, Sudan and Iraq were most affected. Prices of wheat, maize, oil seeds, bread, pasta, flour, cooking oil, sugar, egg, chickpea and meat increased. The causes were disruption in supply chains from the COVID–19 pandemic, an energy crisis, the Russian invasion of Ukraine and some effects of climate change on agriculture. Significant floods and heatwaves in 2021 destroyed key crops in the Americas and Europe. Spain and Portugal experienced droughts in early 2022 losing 60-80% of the crops in some areas.
The 2020–2023 Horn of Africa drought is an ongoing drought that hit the countries of Somalia, Ethiopia, and Kenya. The rainy season of 2022 was recorded to be the driest in over 40 years, with an estimated 43,000 in Somalia dying in 2022. As of 2023, the region is now in its 5th failed rainy season and a 6th failed season is predicted.
