The "Hutu Ten Commandments" (also "Ten Commandments of the Bahutu") was a document published in the December 1990 edition of Kangura , an anti-Tutsi, Hutu Power Kinyarwanda-language newspaper in Kigali, Rwanda. The Hutu Ten Commandments are often cited as a prime example of anti-Tutsi propaganda that was promoted by genociders in Rwanda following the 1990 invasion by the Rwandan Patriotic Front and prior to the 1994 Rwandan genocide. [1] [2] [3] [4] The chief editor of Kangura, Hassan Ngeze, was convicted of genocide and crimes against humanity in 2003 by the International Criminal Tribunal for Rwanda and was sentenced to 35 years' imprisonment. The Hutu Ten Commandments
1. Every Hutu should know that a Tutsi woman, whoever she is, works for the interest of her Tutsi ethnic group. As a result, we shall consider a traitor any Hutu who
- marries a Tutsi woman
- employs a Tutsi woman as a concubine
- employs a Tutsi woman as a secretary or takes her under protection.
2. Every Hutu should know that our Hutu daughters are more suitable and conscientious in their role as woman, wife, and mother of the family. Are they not beautiful, good secretaries and more honest?
3. Hutu women, be vigilant and try to bring your husbands, brothers, and sons back to reason.
4. Every Hutu should know that every Tutsi is dishonest in business. His only aim is the supremacy of his ethnic group. As a result, any Hutu who does the following is a traitor:
- makes a partnership with Tutsi in business
- invests his money or the government's money in a Tutsi enterprise
- lends or borrows money from a Tutsi
- gives favors to Tutsi in business (obtaining import licenses, bank loans, construction sites, public markets, etc.).
5. All strategic positions, political, administrative, economic, military and security should be entrusted only to Hutu.
6. The education sector (school pupils, students, teachers) must be majority Hutu.
7. The Rwandan Armed Forces should be exclusively Hutu. The experience of the October 1990 war has taught us a lesson. No member of the military shall marry a Tutsi.
8. The Hutu should stop having mercy on the Tutsi.
9. The Hutu, wherever they are, must have unity and solidarity and be concerned with the fate of their Hutu brothers.
- The Hutu inside and outside Rwanda must constantly look for friends and allies for the Hutu cause, starting with their Hutu brothers.
- They must constantly counteract Tutsi propaganda.
- The Hutu must be firm and vigilant against their common Tutsi enemy.
10. The Social Revolution of 1959, the Referendum of 1961, and the Hutu Ideology, must be taught to every Hutu at every level. Every Hutu must spread this ideology widely. Any Hutu who persecutes his brother Hutu for having read, spread, and taught this ideology is a traitor. [1] [6]
The Hutu, also known as the Abahutu, are a Bantu ethnic group which is native to the African Great Lakes region. They mainly live in Rwanda, Burundi, and Uganda where they form one of the principal ethnic groups alongside the Tutsi and the Great Lakes Twa.
The Tutsi, also called Watusi, Watutsi or Abatutsi, are an ethnic group of the African Great Lakes region. They are a Bantu-speaking ethnic group and the second largest of three main ethnic groups in Rwanda and Burundi.
The International Criminal Tribunal for Rwanda was an international court established in November 1994 by the United Nations Security Council in Resolution 955 in order to adjudicate people charged for the Rwandan genocide and other serious violations of international law in Rwanda, or by Rwandan citizens in nearby states, between 1 January and 31 December 1994. The court eventually convicted 61 individuals and acquitted 14.
The Rwandan genocide, also known as the genocide against the Tutsi, occurred from 7 April to 19 July 1994 during the Rwandan Civil War. Over a span of around 100 days, members of the Tutsi ethnic group, as well as some moderate Hutu and Twa, were systematically killed by Hutu militias. While the Rwandan Constitution states that over 1 million people were killed, most scholarly estimates suggest between 500,000 and 662,000 Tutsi died. The genocide was marked by extreme violence, with victims often murdered by neighbors, and widespread sexual violence, with between 250,000 and 500,000 women raped.
Radio Télévision Libre des Mille Collines (RTLM), nicknamed "Radio Genocide" or "Hutu Power Radio", was a Rwandan radio station which broadcast from July 8, 1993, to July 31, 1994. It played a significant role in inciting the Rwandan genocide that took place from April to July 1994, and has been described by some scholars as having been a de facto arm of the Hutu government.
Sometimes in April is a 2005 American made-for-television historical drama film about the 1994 Rwandan Genocide, written and directed by the Haitian filmmaker Raoul Peck. The ensemble cast includes Idris Elba, Oris Erhuero, Carole Karemera, and Debra Winger.
Hassan Ngeze is a Rwandan journalist and convicted war criminal best known for spreading anti-Tutsi propaganda and Hutu superiority through his newspaper, Kangura, which he founded in 1990. Ngeze was a founding member and leadership figure in the Coalition for the Defence of the Republic (CDR), a Rwandan Hutu Power political party that is known for helping to incite the genocide.
The Akazu was an informal organization of Hutu extremists whose members contributed strongly to the 1994 Rwandan genocide. A circle of relatives and close friends of Rwanda's then-president Juvénal Habyarimana and his influential wife Agathe Habyarimana, they were also called the Zero Network, for their goal of a Rwanda with zero Tutsi.
Islam is a minority religion in Rwanda, practiced by 2% of the total population according to the 2022 census. Virtually all Muslims in Rwanda are Sunni Muslim. Islam was first introduced into Rwanda by Muslim traders from the East Coast of Africa in the 20th century. Since its introduction, Muslims have been a minority in the territory, while Christianity, was introduced to Rwandans during the colonial period in the beginning of the 20th century, and is now the largest religion in the country.
Kangura was a Kinyarwanda and French-language magazine in Rwanda that served to stoke ethnic hatred in the run-up to the Rwandan genocide. The magazine was established in 1990, following the invasion of the rebel Rwandan Patriotic Front (RPF), and continued publishing up to the genocide. Edited by Hassan Ngeze, the magazine was a response to the RPF-sponsored Kanguka, adopting a similar informal style. "Kangura" was a Rwandan word meaning "wake others up", as opposed to "Kanguka", which meant "wake up". The journal was based in Gisenyi.
Jean-Bosco Barayagwiza was a convicted génocidaire and politician associated with the Hutu Power movement. A high-ranking civil servant, Barayagwiza served as policy director within the Ministry of Foreign Affairs at the time of the Rwandan genocide. He has been described as one of the "masterminds" of the genocide.
The Coalition for the Defence of the Republic was a Rwandan far-right Hutu Power political party that took a major role in inciting the Rwandan genocide.
Ferdinand Nahimana is a Rwandan historian, who was convicted of incitement to genocide for his role in the 1994 Genocide against Tutsi in Rwanda.
Hutu Power is an ethnic supremacist ideology that asserts the ethnic superiority of Hutu, often in the context of being superior to Tutsi and Twa, and therefore, they are entitled to dominate and murder these two groups and other minorities. Espoused by Hutu extremists, widespread support for the ideology led to the 1994 Rwandan genocide against the Tutsi and the members of their families, the moderate Hutu who opposed the killings, and the Twa, who were considered traitors. Hutu Power political parties and movements included the Akazu, the Parmehutu, the Coalition for the Defence of the Republic and its Impuzamugambi paramilitary militia, and the governing National Republican Movement for Democracy and Development and its Interahamwe paramilitary militia. The belief in the theory that Hutu people are superior is most common in Rwanda and Burundi, where they make up the majority of the population. Due to its sheer destructiveness, the ideology has been compared to Nazism in the Western world.
Jerry Robert Kajuga was national president of the Interahamwe, the group largely responsible for perpetrating the Rwandan genocide against the Tutsi people in 1994. Born to a Tutsi father and a Hutu mother, Kajuga concealed his background and presented himself as being of pure Hutu descent. This is notable as Hutu Power extremist groups considered Hutus who married Tutsis to be race traitors, and Kajuga went to great lengths to conceal his identity.
Rwandan genocide denial is the pseudohistorical assertion that the Rwandan genocide did not occur, specifically rejection of the scholarly consensus that Rwandan Tutsis were the victims of genocide between 7 April and 19 July 1994. The perpetrators, a small minority of other Hutu, and a fringe of Western writers dispute that reality.
Kantano Habimana, commonly referred to as Kantano, was a presenter (animateur) on the Rwandan radio station RTLM, which played a significant role in promoting the genocide against the Tutsi. Like the station's other broadcasters, Habimana incited violence against Tutsi and moderate Hutu on the air.
During the Rwandan genocide of 1994, over the course of 100 days, up to half a million women and children were raped, sexually mutilated, or murdered. The International Criminal Tribunal for Rwanda (ICTR) handed down the first conviction for the use of rape as a weapon of war during the civil conflict, and, because the intent of the mass violence against Rwandan women and children was to destroy, in whole or in part, a particular ethnic group, it was the first time that mass rape during wartime was found to be an act of genocidal rape.
Incitement to genocide is a crime under international law which prohibits inciting (encouraging) the commission of genocide. An extreme form of hate speech, incitement to genocide is an inchoate offense and is theoretically subject to prosecution even if genocide does not occur, although charges have never been brought in an international court without mass violence having occurred. "Direct and public incitement to commit genocide" was forbidden by the Genocide Convention in 1948. Incitement to genocide is often cloaked in metaphor and euphemism and may take many forms beyond direct advocacy, including dehumanization and accusation in a mirror.
Genocide justification is the claim that a genocide is morally excusable/defensible, necessary, and/or sanctioned by law. Genocide justification differs from genocide denial, which is an attempt to reject the occurrence of genocide. Perpetrators often claim that genocide victims presented a serious threat, justifying their actions by stating it was legitimate self-defense of a nation or state. According to modern international criminal law, there can be no excuse for genocide. Genocide is often camouflaged as military activity against combatants, and the distinction between denial and justification is often blurred.
