Julia Elizabeth King, Baroness Brown of Cambridge (born 11 July 1954 [1] ) is a British engineer and a crossbench member of the House of Lords, where she chairs the Select Committee on Science and Technology. [2] She is the incumbent chair of the Carbon Trust and the Henry Royce Institute, [3] and was the vice-chancellor of Aston University from 2006 to 2016. [4] [5] [6]
King was born in London on 11 July 1954. [7] She was educated at Godolphin and Latymer Girls' School and New Hall, Cambridge, and graduated from the University of Cambridge with a first degree in Natural Sciences in 1975, [8] followed by a PhD in fracture mechanics in 1978. [9] [8] [1]
King continued at Cambridge as a Rolls-Royce research fellow for 2 years before taking a post as a lecturer at the University of Nottingham from 1980 to 1987. [7] In 1987 she became the first Royal Academy of Engineering senior research fellow. She then returned to Cambridge, holding a series of research and teaching positions from 1987 to 1994. [7] In 1994 she moved to Rolls-Royce, where she held a number of senior positions, including head of materials, managing director of fan systems and engineering director of the marine business. She was appointed chief executive of the Institute of Physics in September 2002. From September 2004 to December 2006 she was principal of the Engineering Faculty at Imperial College London, after which she joined Aston University as vice-chancellor, [10] where she served until September 2016, when she was succeeded by Alec Cameron. [11] King was appointed as chair of STEM Learning Ltd in September 2016.
King has held a number of senior public appointments and works closely with Government on education and technology issues. She is a member of the Committee on Climate Change, [12] the Airports Commission, [13] is the UK's Low Carbon Business Ambassador [14] and was previously a non-executive Director of the Department for Business, Innovation and Skills.
She was an inaugural member of the Governing Board of the European Institute of Innovation and Technology and is a former member of the World Economic Forum Automotive Council. She was a board member of the Engineering and Technology Board (now EngineeringUK) from 2004 to 2008 and led a Royal Academy of Engineering Working Party on "Educating Engineers for the 21st Century" which published its final report in June 2007. King has advised the Ministry of Defence as Chair of the Defence Science Advisory Council and the Cabinet Office as a member of the National Security Forum. She was also a non-executive member of the Technology Strategy Board for five years.[ citation needed ]
She was a non-executive Director of Angel Trains [15] and is a non-executive director of the Green Investment Bank. [16] She was a member of the Greater Birmingham and Solihull Local Enterprise Partnership, [17] the Engineering and Physical Sciences Research Council, [18] and the Board of Universities UK, chairing its Innovation and Growth Policy Network. [19]
King was appointed by Gordon Brown, the then Chancellor of the Exchequer, in March 2007 to lead the King Review to examine the vehicle and fuel technologies that, over the next 25 years, could help to reduce carbon emissions from road transport. [20] The interim analytical report was published in October 2007, [21] and the final recommendations in March 2008. She has published over 160 papers on fatigue and fracture in structural materials and developments in aerospace and marine propulsion technology, and has been awarded the Grunfeld, John Collier, Lunar Society, [22] Constance Tipper, [23] Bengough and Kelvin medals as well as the Erna Hamburger Prize and the 2012 President's Prize of the Engineering Professors' Council. In 1997 she was elected a Fellow of the Royal Academy of Engineering (FREng) [1] and was appointed Commander of the Order of the British Empire (CBE) for services to materials engineering in the 1999 Birthday Honours. [24] She is a Liveryman of the Goldsmiths Company, an Honorary Graduate of Queen Mary, University of London, the University of Manchester, [25] the University of Exeter and an Honorary Fellow of Murray Edwards College, Cambridge, Cardiff University and of the Institutions of Engineering and Technology, the Society for the Environment and the British Science Association. In 2006 she presented the Higginson Lecture. [26]
On 5 May 2010, she discussed the challenges and opportunities that surround low-carbon transport when she delivered the Institution of Chemical Engineers 6th John Collier memorial lecture. [27] [28] She is the UK government's low carbon business ambassador. [27] She has been named as an Inspiring Woman Engineer by the Royal Academy of Engineering [29] She was promoted to Dame Commander of the Order of the British Empire (DBE) in the 2012 Birthday Honours for services to higher education and technology. [30] In 2023 she was a guest on the BBC Radio 4 programme The Life Scientific. [31]
King is married to Colin William Brown, [1] Chief Executive Officer at the Institution of Mechanical Engineers. [32]
Aston University is a public university situated in the city centre of Birmingham, England. Aston began as the Birmingham Municipal Technical School in 1895, evolving into the UK's first college of advanced technology in 1956. Aston University received its royal charter from Queen Elizabeth II on 22 April 1966.

Cranfield University is a British postgraduate-only public research university specialising in science, engineering, design, technology and management. Cranfield was founded as the College of Aeronautics (CoA) in 1946. Through the 1950s and 1960s, the development of aircraft research led to growth and diversification into other areas such as manufacturing and management, and in 1967, to the founding of the Cranfield School of Management. In 1969, the College of Aeronautics was renamed the Cranfield Institute of Technology, was incorporated by royal charter, gained degree awarding powers, and became a university. In 1993, it adopted its current name.

Dame Julia Stretton Higgins is a British polymer scientist. Since 1976, she has been based at the Department of Chemical Engineering at Imperial College London, where she is emeritus professor and senior research investigator.
Pauline Perry, Baroness Perry of Southwark is an educator, educationist, academic, and activist. She is a Conservative politician and was for 25 years a working member of the British House of Lords. In 1981 she became Her Majesty's Chief Inspector of Schools in England. In 1986 she became Vice-Chancellor of South Bank Polytechnic, and serving during its transition to a university, became the first woman in history to run a British university.
Brian Cantor has been a long-serving university leader, is a visiting professor in the Department of Materials at the University of Oxford, and a consultant at the Brunel Centre for Advanced Solidification Technology (BCAST) at Brunel University. He was the vice-chancellor of the University of Bradford from 2013 to 2019. Prior to this appointment he was the vice-chancellor at the University of York from 2002 to 2013, and previously he was the head of the Mathematical and Physical Sciences Division at the University of Oxford.
Sir Christopher Maxwell Snowden, is a British electronic engineer and academic. He was the former Vice-Chancellor of Surrey University (2005–2015), and of the University of Southampton (2015–2019). He was president of Universities UK for a two-year term until 31 July 2015. He is currently the chairman of the ERA Foundation.
Dame Ann Patricia Dowling is a British mechanical engineer who researches combustion, acoustics and vibration, focusing on efficient, low-emission combustion and reduced road vehicle and aircraft noise. Dowling is a Deputy Vice-Chancellor and Professor of Mechanical Engineering, and from 2009 to 2014 she was Head of the Department of Engineering at the University of Cambridge, where she was the first female professor in 1993. She was President of the Royal Academy of Engineering from 2014 to 2019, the Academy's first female president.
Dame Lynn Faith Gladden is the Shell Professor of Chemical Engineering at the University of Cambridge. She served as Pro-vice-chancellor for research from 2010 to 2016.
Beryl Catherine Platt, Baroness Platt of WrittleHonFIMechE was a British Conservative politician and member of the House of Lords. Her background was in engineering, and she worked in aeronautics and aviation safety. She retained a strong interest in science and technology, particularly the role and advancement of women in these fields.

The Women of Outstanding Achievement Photographic Exhibition was an annual event organised by the UKRC between 2006 and 2012, when it was subsumed into the WISE Campaign awards. It comprised creative photographs of outstanding women within science, engineering and technology (SET). Between four and seven women were chosen each year to be photographed by Robert Taylor. Nominations occurred in the Autumn of each year and the recipients were announced at a ceremony in March of the following year.
John Neil Loughhead is a British engineer and businessman. He is Industrial Professor of Clean Energy at University of Birmingham, Chair of the Redwheel-Turquoise ClimateTech Investment Committee, and Council member at the University of York. He is a Fellow of the Royal Academy of Engineering, of the Australian Academy of Technology and Engineering, and of the Chinese Academy of Engineering. He was formerly Chief Scientific Adviser to Department for Business, Energy and Industrial Strategy (BEIS) and to Department of Energy & Climate Change. He was appointed OBE for services to Technology in 2011 and CB in 2018. In 2014, he was voted as one of the Top 500 Most Influential People in Britain by Debrett's and The Sunday Times.

Dame Karen Margaret Holford is a Welsh-domiciled engineer, professor of mechanical engineering and vice-chancellor and chief executive of Cranfield University. She was formerly deputy vice-chancellor at Cardiff University. She is also a former pro vice-chancellor of the College of Physical Sciences and Engineering and head of the School of Engineering. She is an active researcher of acoustic emission and her work has been applied to damage assessment inspections on industrial components.
Sarah Victoria Hainsworth is Pro-Vice-Chancellor (Research) at the University of Bath. Previously she was Pro-Vice-Chancellor and Executive Dean of the School of Engineering and Applied Science at Aston University, Professor of Materials and Forensic Engineering, and Head of the Department of Engineering, at the University of Leicester.

In 2016 the Women's Engineering Society (WES), in collaboration with the Daily Telegraph, produced an inaugural list of the United Kingdom's Top 50 Influential Women in Engineering, which was published on National Women in Engineering Day on 23 June 2016. The event was so successful it became an annual celebration. The list was instigated by Dawn Bonfield MBE, then Chief Executive of the Women's Engineering Society. In 2019, WES ended its collaboration with the Daily Telegraph and started a new collaboration with The Guardian newspaper.
