The Karoo Hoogland Local Municipality council consists of eleven members elected by mixed-member proportional representation. Six councillors are elected by first-past-the-post voting in six wards, while the remaining five are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021 the African National Congress (ANC) lost its majority, but remained the largest party, with five seats.

The African National Congress gained a majority in the council following its by-election victory over the Democratic Alliance on 4 December 2024. [7]
The Prince Albert Local Municipality council consists of seven members elected by mixed-member proportional representation. Four councillors are elected by first-past-the-post voting in four wards, while the remaining three are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021 no party obtained a majority of seats.
The Umzumbe Local Municipality council consists of thirty-nine members elected by mixed-member proportional representation. Twenty councillors are elected by first-past-the-post voting in twenty wards, while the remaining nineteen are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021 the African National Congress (ANC) won a majority of twenty-one seats on the council.
The Emfuleni Local Municipality council consists of ninety members elected by mixed-member proportional representation. Forty-five councillors are elected by first-past-the-post voting in forty-five wards, while the remaining forty-five are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021 the African National Congress (ANC) lost their majority of seats on the council for the first time.
