This is a list of cyclists who competed at the 2020 Summer Olympics in Tokyo, Japan. The cyclists competed in 22 cycling events in the disciplines: BMX, mountain biking, road cycling, and track cycling.
Cycling has been contested at every Summer Olympic Games since the birth of the modern Olympic movement at the 1896 Summer Olympics, at which a road race and five track events were held. Mountain bike racing entered the Olympic programme at the Atlanta Olympics, followed by BMX racing in 2008 and freestyle BMX in 2021. Before the 2020 Summer Olympics, all events were speed races, but the 2020 programme featured BMX freestyle for the first time.

Jacobus "Ko" Matheus Willems was a track cyclist from the Netherlands, who represented his native country at the 1924 Summer Olympics in Paris, France. There he won the gold medal in the 50 km track race.
The Netherlands competed at the 2008 Summer Olympics in Beijing, People's Republic of China. This was announced in an official statement on the NOC*NSF website. In the statement they named the Olympic Games and the Paralympic Games as a highlight in sports to which a lot of sportspeople, coaches and the Dutch sports fans would look forward. The Netherlands aimed for a top 10 nations ranking in the Olympics as well as a top 25 ranking in the Paralympics; they ended up ranking 12th at the Games.

Gabriela Schloesser is a Mexican-born Dutch recurve archer from Tijuana who represented Mexico before 2016, and has represented the Netherlands since 2017. In 2021, Schloesser and Steve Wijler won the silver medal in the mixed team event at the 2020 Summer Olympics in Tokyo, Japan.
