The positions of majority leader and minority leader are held by two United States senators and people of the party leadership of the United States Senate. They serve as a chief spokespersons for their respective political parties holding the majority and the minority in the United States Senate. They are each elected as majority leader and minority leader by the senators of their party caucuses: the Senate Democratic Caucus and the Senate Republican Conference.

A minority government, minority cabinet, minority administration, or a minority parliament is a government and cabinet formed in a parliamentary system when a political party or coalition of parties does not have a majority of overall seats in the legislature. It is sworn into office, with or without the formal support of other parties, enabling a government to be formed. Under such a government, legislation can only be passed with the support or consent of enough other members of the legislature to provide a majority, encouraging multi-partisanship. The 1852 United Kingdom general election was a watershed in the formation of the modern political parties of Britain. Following 1852, the Tory/Conservative party became, more completely, the party of the rural aristocracy, while the Whig/Liberal party became the party of the rising urban bourgeoisie in Britain. The results of the election were extremely close in terms of the numbers of seats won by the two main parties.

A majority government is a government by one or more governing parties that hold an absolute majority of seats in a legislature. Such a government can consist of one party that holds a majority on its own, or be a coalition government of multiple parties. This is as opposed to a minority government, where the government doesn't have a majority, and needs to cooperate with opposition parties to get legislation passed. A government majority determines the balance of power. A government is not a majority government if it only has a majority when counting parties outside the government that have a confidence agreement with it.

An electoraldistrict, sometimes called a constituency, riding, or ward, is a subdivision of a larger state created to provide its population with representation in the larger state's legislature. That body, or the state's constitution or a body established for that purpose, determines each district's boundaries and whether each will be represented by a single member or multiple members. Generally, only voters (constituents) who reside within the district are permitted to vote in an election held there. District representatives may be elected by a first-past-the-post system, a proportional representative system, or another voting method. They may be selected by a direct election under universal suffrage, an indirect election, or another form of suffrage.

Regionalism is a political ideology that seeks to increase the political power, influence and self-determination of the people of one or more subnational regions. It focuses on the "development of a political or social system based on one or more" regions, and/or the national, normative, or economic interests of a specific region, group of regions or another subnational entity, gaining strength from or aiming to strengthen the "consciousness of and loyalty to a distinct region with a homogeneous population", similarly to nationalism. More specifically, "regionalism refers to three distinct elements: movements demanding territorial autonomy within unitary states; the organization of the central state on a regional basis for the delivery of its policies including regional development policies; political decentralization and regional autonomy".

In United States politics, a ranking member is the most senior member of a congressional or state legislative committee from the minority party. On many committees the ranking minority member, along with the Chair, serve as ex officio members of all of the committee's subcommittees.

The minority leader in U.S. politics is the floor leader of the second largest caucus in a legislative body. Given the two-party nature of the U.S. system, the minority leader is almost inevitably either a Republican or a Democrat. The position could be considered similar to that of the leader of the opposition in parliamentary systems. In bicameral legislatures, the counterpart to the minority leader in the lower house is the speaker, and the majority leader is hence only the second-most senior member of the majority caucus. Contrastingly, in upper houses, the titular speaker is frequently a separately elected officer such as a lieutenant governor or vice president.

The party was founded in 1961 by the Co-operative Commonwealth Federation (CCF) and the Canadian Labour Congress (CLC).
