Nationality is the status of belonging to a particular nation,defined as a group of people organized in one country,under one legal jurisdiction,or as a group of people who are united on the basis of culture.

The right of return is a principle in international law which guarantees everyone's right of voluntary return to,or re-entry to,their country of origin or of citizenship. The right of return is part of the broader human rights concept freedom of movement and is also related to the legal concept of nationality. While many states afford their citizens the right of abode,the right of return is not restricted to citizenship or nationality in the formal sense. It allows stateless persons and for those born outside their country to return for the first time,so long as they have maintained a "genuine and effective link".

Different regulatory agencies monitor legal compliance for nationality and citizenship. A person in a country of which he or she is not a national is generally regarded by that country as a foreigner or alien. A person who has no recognised nationality to any jurisdiction is regarded as stateless.

The February Revolution in Russia officially ended a centuries-old regime of antisemitism in the Russian Empire,legally abolishing the Pale of Settlement. However,the previous legacy of antisemitism was continued and furthered by the Soviet state,especially under Joseph Stalin. After 1948,antisemitism reached new heights in the Soviet Union,especially during the anti-cosmopolitan campaign,in which numerous Yiddish-writing poets,writers,painters and sculptors were arrested or killed. This campaign culminated in the so-called Doctors' plot,in which a group of doctors were subjected to a show trial for supposedly having plotted to assassinate Stalin. Although repression eased after Stalin's death,persecution of Jews would continue until the late 1980s.
After the German invasion of Poland in World War II and the division of Poland between Germany and the Soviet Union,many yeshivas that had previously been part of Poland found themselves under Soviet communist rule,which did not tolerate religious institutions. The yeshivas therefore escaped to Vilnius in Lithuania on the advice of Rabbi Chaim Ozer Grodzinski. In Lithuania,the yeshivas were able to function fully for over a year and many of the students survived the Holocaust because of their taking refuge there,either because they managed to escape from there or because they were ultimately deported to other areas of Russia that the Nazis did not reach. Many students,however,did not manage to escape and were killed by the Nazis or their Lithuanian collaborators.

Behrman is also the founder of the Jewish Future Alliance,and a member of Community Board 9. In 2021,Mayor Eric Adams named Behrman to his mayoral transition team,and in 2023,to the mayor's Jewish advisory committee.
