The 2016 Minnesota House of Representatives election was held in the U.S. state of Minnesota on November 8, 2016, to elect members to the House of Representatives of the 90th Minnesota Legislature. A primary election was held in several districts on August 9, 2016. The election coincided with the election of the other house of the Legislature, the Senate.

U.S. state constituent political entity of the United States

In the United States, a state is a constituent political entity, of which there are currently 50. Bound together in a political union, each state holds governmental jurisdiction over a separate and defined geographic territory and shares its sovereignty with the federal government. Due to this shared sovereignty, Americans are citizens both of the federal republic and of the state in which they reside. State citizenship and residency are flexible, and no government approval is required to move between states, except for persons restricted by certain types of court orders. Four states use the term commonwealth rather than state in their full official names.

Minnesota State of the United States of America

Minnesota is a state in the Upper Midwest, Great Lakes, and northern regions of the United States. Minnesota was admitted as the 32nd U.S. state on May 11, 1858, created from the eastern half of the Minnesota Territory. The state has a large number of lakes, and is known by the slogan the "Land of 10,000 Lakes". Its official motto is L'Étoile du Nord.

The Minnesota House of Representatives is the lower house of the Legislature of the U.S. state of Minnesota. There are 134 members, exactly twice as many as the Minnesota Senate. Floor sessions are held in the north wing of the State Capitol in Saint Paul. Offices for members and staff, as well as most committee hearings, are located in the nearby State Office Building.

The Republican Party of Minnesota won a majority of seats, remaining the majority party, followed by the Minnesota Democratic–Farmer–Labor Party (DFL). The new Legislature convened on January 3, 2017.

The Republican Party of Minnesota is a conservative political party in the U.S. state of Minnesota. It is affiliated with the United States Republican Party.

Minnesota Democratic–Farmer–Labor Party Political party in Minnesota, United States

The Minnesota Democratic–Farmer–Labor Party (DFL) is a center-left political party in the U.S. state of Minnesota. It is affiliated with the U.S. Democratic Party. Formed by a merger of the Minnesota Democratic Party and the left-wing Minnesota Farmer–Labor Party in 1944, the DFL is one of only two state Democratic party affiliates of a different name.

Background

The last election resulted in the Republican Party of Minnesota winning a majority of seats, after losing a majority to the Minnesota Democratic–Farmer–Labor Party (DFL) only two years earlier in the previous election. This resulted in split control of the Legislature for the first time since 2006, ending eight years of unified control by either the DFL or the Republicans as well as ending two years of all-DFL control of the Legislature and governorship.

Electoral system

The 134 members of the House of Representatives were elected from single-member districts via first-past-the-post voting for two-year terms. Contested nominations of the DFL and Republican parties for each district were determined by an open primary election. Minor party and independent candidates were nominated by petition. Write-in candidates must have filed a request with the secretary of state's office for votes for them to have been counted.

A single-member district or single-member constituency is an electoral district that returns one officeholder to a body with multiple members such as a legislature. This is also sometimes called single-winner voting or winner takes all. The alternative are multi-member districts, or the election of a body by the whole electorate voting as one constituency.

First-past-the-post voting voting system in which voters select one candidate, and the candidate who receives more votes than any other candidate wins

A first-past-the-post electoral system is one in which voters indicate on a ballot the candidate of their choice, and the candidate who receives the most votes wins. This is sometimes described as winner takes all. First-past-the-post voting is a plurality voting method. FPTP is a common, but not universal, feature of electoral systems with single-member electoral divisions, and is practiced in close to one third of countries. Notable examples include Canada, India, the United Kingdom, and the United States, as well as most of their current or former colonies and protectorates.

An open primary is a primary election that does not require voters to be affiliated with a political party in order to vote for partisan candidates. In a traditional open primary, voters may select one party's ballot and vote for that party's nomination. As in a closed primary, the highest voted candidate in each party then proceeds to the general election. In a nonpartisan blanket primary, all candidates appear on the same ballot and the two highest voted candidates proceed to the runoff election, regardless of party affiliation. The constitutionality of this system was affirmed by the Supreme Court of the United States in 2008, whereas a partisan blanket primary was previously ruled to be unconstitutional in 2000. The arguments for open primaries are that voters can make independent choices, building consensus that the electoral process is not splintered or undermined by the presence of multiple political parties.

David A. "Dave" Hancock is a Minnesota politician and former member of the Minnesota House of Representatives. A member of the Republican Party of Minnesota, he represented District 2A in northwestern Minnesota.

Timothy Joseph "Tim" Kelly is a Minnesota politician and former member of the Minnesota House of Representatives. A member of the Republican Party of Minnesota, he represented District 21A, which included all or portions of Goodhue and Wabasha counties in the southeastern part of the state.

DFL

Joseph "Joe" Atkins is a Minnesota attorney and former member of the Minnesota House of Representatives. A member of the Minnesota Democratic–Farmer–Labor Party (DFL), he represented District 52B, which included portions of Dakota County in the southeastern Twin Cities metropolitan area.

Jason Isaacson is a Minnesota politician and member of the Minnesota Senate. A member of the Minnesota Democratic–Farmer–Labor Party (DFL), he represents District 42 in the central Twin Cities metropolitan area. He previously represented District 42B in the Minnesota House of Representatives.

Carolyn Laine American politician

Carolyn D. Laine is a Minnesota politician and member of the Minnesota Senate. A member of the Minnesota Democratic–Farmer–Labor Party (DFL), she represents District 41 in the north-central Twin Cities metropolitan area. She previously represented District 41B in the Minnesota House of Representatives.

Competitive districts

According to MinnPost , the Star Tribune , the Pioneer Press , and MPR News , a total of 25 districts were competitive. MinnPost considered 17 districts to be competitive—12 of which were held by the Republicans and five by the DFL, [16] the Star Tribune 22—16 of which were held by the Republicans and six by the DFL, [17] the Pioneer Press eight—seven of which were held by the Republicans and one by the DFL, [18] and MPR News 14—11 of which were held by the Republicans and three by the DFL.
