The City of Belmont is a local government area in the inner eastern suburbs of the Western Australian capital city of Perth, located about 8 kilometres (5 mi) east of Perth's central business district on the south bank of the Swan River. The City covers an area of 39.8 square kilometres (15.4 sq mi), maintains 225 km of roads and had a population of almost 40,000 as at the 2016 Census. The City of Belmont is a member of the Eastern Metropolitan Regional Council
The Division of Boothby is an Australian federal electoral division in South Australia. The division was one of the seven established when the former Division of South Australia was redistributed on 2 October 1903 and is named after William Boothby (1829–1903), the Returning Officer for the first federal election.

McLeay was a businessman by profession, and before entering federal politics served as Mayor of Unley (1935–1937), as a member of the South Australian House of Assembly (1938–1941), and as Lord Mayor of Adelaide (1946–1950).
