The Forest Service Organic Administration Act of 1897 provided the main statutory basis for the management of forest reserves in the United States, hence the commonly used term "Organic Act". The legislation's formal title is the Sundry Civil Appropriations Act of 1897, which was signed into law on June 4, 1897, by President William McKinley.
This law was the first step toward legislation concerning the management, protection and care of the nation's forest reserves. Its features include:
This last item gave two separate branches of the Department of Interior responsibility-The GLO for the sale, claims and administration of the reserves and the USGS for the drawing of boundaries and land maps. [1]
According to the Organic Act, the intention of the forest reservations was "to improve and protect the forest within the reservation, ... securing favorable conditions of water flows, and to furnish a continuous supply of timber for the use and necessities of citizens of the United States." [2]
This law is one of two of the most important legislative events in US Forest Service history (the other being the Transfer Act of 1905). The nation now had forest reserves and the means to protect and manage them. The basic elements of federal forestry were now established. [3]
As instructed by the new law, a Division of Geography and Forestry was set up within the USGS. Henry Gannet was the new division's chief and produced surveys of the reserves that were of high quality and provided basic information necessary for effective management. These surveys, which included an atlas, were impressive, even today. [4]
The Interior Department's Land Office section tried for a brief period to develop its capability to manage the reserves. Filibert Roth became the head of the United States General Land Office's "Division R"-the Forestry Division on November 15, 1901, and resigned two years later, in 1903.
Gifford Pinchot, of the United States Department of Agriculture's Division of Forestry at this time, advocated for the removal of the reserves from Interior and placed under the Agriculture Department so that the forest reserves and the foresters would all be under one department. He also had a poor opinion of the Land Office due to "land office routine, political stupidity and wrong-headed points of view. " [5] A campaign was mounted toward this goal by Pinchot as well as the American Forestry Association and the Sierra Club. Finally, the effort paid off in Feb. 1905 when President Roosevelt signed into law the Forest Transfer Act. [6]
The Izaak Walton League, a conservation group formed in 1922, that sought the complete abolishment of livestock grazing on national forest lands in the 1930s. The League's Los Angeles chapter petitioned Region 5 of the Forest Service to immediately and absolutely abolish all grazing permits of both sheep and cattle from California's national forest lands. The League's position was that sheep grazing was a costly mistake and a man-made hazard to forests and watersheds, that cattle grazing had been too heavy and that both types of livestock hindered wildlife. In May 1973, the League successfully sued the Department of Agriculture over the clear-cut logging practices in the Monongahela National Forest as being contrary to the Organic Act of 1897 which stated that only "dead, physically mature and large growth trees "individually marked for cutting" could be sold. The appeals court upheld the lower court's decision in August 1975. [8]
On December 23, 1975, Alaska Federal District Court Judge Van Der Heydt held that four plaintiffs in Alaska's Tongass National Forest should prevail on their Organic Act claims agreeing with the Fourth Circuit's decision in West Virginia Division of the Isaak Walton League of America, Inc. v. Butz, ,522 F.2d 945. The Alaska case was called Zieske v. Butz, 406 F. Supp. 258 (D. Alaska 1975). Its plaintiffs were Herbert Zieske, Charles Zieske, Alan Stein, The Point Baker Association, and the Tongass Conservation Association. Zieske bared the Ketchikan Company from clearcutting about 400,000 acres on the north end of Prince of Wales Island. In contrast, the West Virginia case applied to under 1000 acres. One of the purposes of the suit was to protect fish streams from clearcutting to their banks by establishing mandatory buffer strips.
As a result of the pressure these two lawsuits generated, Congress repealed the Organic Act when it passed the National Forest Management Act of 1976 signed by President Gerald Ford. No buffer strip provisions were included in the new law which replaced the basis of Forest Service Management. [9]

The major divisions of the agency are the Chief's Office, National Forest System, State and Private Forestry, Business Operations, as well as Research and Development. The agency manages about 25% of federal lands and is the sole major national land management agency not part of the U.S. Department of the Interior.

The Tongass National Forest in Southeast Alaska is the largest U.S. National Forest at 16.7 million acres. Most of its area is temperate rain forest and is remote enough to be home to many species of endangered and rare flora and fauna. The Tongass, which is managed by the United States Forest Service, encompasses islands of the Alexander Archipelago, fjords and glaciers, and peaks of the Coast Mountains. An international border with Canada runs along the crest of the Boundary Ranges of the Coast Mountains. The forest is administered from Forest Service offices in Ketchikan. There are local ranger district offices located in Craig, Hoonah, Juneau, Ketchikan, Petersburg, Sitka, Thorne Bay, Wrangell, and Yakutat.
Gifford Pinchot was an American forester and politician. He served as the fourth chief of the U.S. Division of Forestry, as the first head of the United States Forest Service, and as the 28th governor of Pennsylvania. He was a member of the Republican Party for most of his life, though he joined the Progressive Party for a brief period.
Prince of Wales Island is one of the islands of the Alexander Archipelago in the Alaska Panhandle. It is the fourth-largest island in the United States and the 97th-largest island in the world.
Bernhard Eduard Fernow was the third chief of the U.S. Department of Agriculture's Division of Forestry of the United States from 1886 to 1898, preceding Gifford Pinchot in that position, and laying much of the groundwork for the establishment of the United States Forest Service in 1905. Fernow's philosophy toward forest management may be traced to Heinrich Cotta's preface to Anweisung zum Waldbau or Linnaeus' ideas on the "economy of nature." Fernow has been called the "father of professional forestry in the United States."

The National Forest Management Act (NFMA) of 1976 is a United States federal law that is the primary statute governing the administration of national forests and was an amendment to the Forest and Rangeland Renewable Resources Planning Act of 1974, which called for the management of renewable resources on national forest lands. The law was a response to lawsuits involving various practices in the national forest, including timber harvesting., Zieske v Butz was the lawsuit brought by members of the Pt Baker Association on Prince of Wales Island against the US Forest Service's first environmental impact statement. The suit halted logging on the NW tip of the island which consisted of 400,000 acres and resulted in a call by the timber industry for Congressional action to undo the lawsuit. Representative Foley noted on the floor that six other suits were blocking logging with holdings similar to Zieske v Butz.
The General Revision Act of 1891, also known as the Forest Reserve Act of 1891, was a federal law signed in 1891 by President Benjamin Harrison. The Act reversed previous policy initiatives, such as the Timber Culture Act of 1873, which did not preclude land fraud by wealthy individuals and corporations. The acquisition of vast mineral and timber resources in the Western United States was often cited as a governing motive for such individuals and corporations to claim land rights for future settlement and resource depletion activities. The legacy of the General Revision Act of 1891 is frequently credited as its serving as a catalyst to a series of federal land reform initiatives, notably under President Theodore Roosevelt. From the Reclamation Act of 1902 to the formation of the United States Forest Service in 1905, the General Revision Act of 1891 acted as a critical first piece of federal legislation granting increased plots of publicly allotted land and decreased extraction rights to privately held western land owners in the early 20th century.
San Gabriel National Forest was established as the San Gabriel Forest Reserve by the United States General Land Office in California on December 20, 1892 through a proclamation order by President Benjamin Harrison. With and area of 555,520 acres (2,248.1 km2), it was the first federal reserve in the state of California.

United States v. Grimaud, 220 U.S. 506 (1911), was a case argued before the Supreme Court of the United States. The case tested the constitutionality of the Forest Reserve Act of 1891, which delegated the power to make rules and regulations regarding the use of federal Forest Service lands and to punish violations of these rules as a criminal offense to the Secretary of the U.S. Department of Agriculture. The Court ruled, after a re-argument, that such a delegation of rulemaking power was permissible because it was separate from true legislative power.

The Sitka Pulp Mill was a pulp mill located on the North and West Shores of Sawmill Cove, approximately five miles East of Sitka, Alaska. In 1956, the mill site was purchased from Freda and John Van Horn by the Alaska Pulp Corporation. This was the first Japanese investment in the United States of America since World War II, and the mill operated from 1959 until 1993. The majority of production was used to create rayon fabric, and to supply Japan with logs to rebuild homes and infrastructure after World War II. In the later years of the mill, as the demand for rayon and logs for rebuilding decreased, the primary focus of the mill became the manufacture of paper.
The Tongass Timber Reform Act (TTRA) is an act that was intended to amend the Alaska National Interest Lands Conservation Act (ANILCA), with the primary intention to increase the protection of the Tongass National Forest from logging. The TTRA was introduced on February 9, 1989, at the 101st Congress, 1989-1990, and was enacted when signed by President George H. W. Bush on November 28, 1990. as law. For a bill to become law in the United States it must be approved by both the House and the Senate, and signed by the President, who can veto the bill if they chose to. In response to required adjustments to the initial bill, a conference committee was formed, consisting of members from both the House and the Senate, tasked to produce a conference report on the necessary revisions and changes. This revised version of the bill was passed by both the Senate, with a vote of 99–0, and was approved by the House. The sponsor for this bill was a representative from New York's 3rd congressional district, Robert Mrazek (Democrat).
Frederick Erskine Olmsted, also known as Fritz Olmsted, was an American forester and one of the founders of American forestry. Through his work with the United States Forest Service, Olmsted helped establish the national forest system in the United States and helped train the next generation of Forest Service agents and college professors. He was instrumental in the creation of at least twenty national forests in California and Alaska including the Muir Woods National Monument and Tongass National Forest. He also wrote the Use of National Forest Resources, a foundational Forest Service manual that laid the groundwork for the nation's enduring forest management system, elements of which remain in use today.
