Lexington is a city in Kentucky, United States, and it is the county seat of Fayette County. By population, it is the 2nd most populous city in Kentucky after Louisville and 60th-most populous city in the United States. By land area, it is the country's 28th-largest city. The city is also known as "Horse Capital of the World". It is within the state's Bluegrass region. Notable locations within the city include the Kentucky Horse Park, The Red Mile and Keeneland race courses, Rupp Arena, Central Bank Center, Transylvania University, the University of Kentucky, Bluegrass Community and Technical College, and the National Thoroughbred Racing Association (NTRA) Headquarters.
Frankfort is the capital city of the U.S. state of Kentucky and the seat of Franklin County. It is a home rule-class city. The population was 28,602 at the 2020 United States census. Located along the Kentucky River, Frankfort is the principal city of the Frankfort, Kentucky Micropolitan Statistical Area, which includes all of Franklin and Anderson counties. It is the fourth smallest state capital city in the United States by population.
Jefferson County is located in the north central portion of the U.S. state of Kentucky. As of the 2020 census, the population was 782,969. It is the most populous county in the commonwealth.
Casey County is a county located in the U.S. Commonwealth of Kentucky. As of the 2020 census, the population was 15,941. Its county seat is Liberty. The county was formed in 1806 from the western part of Lincoln County and named for Colonel William Casey, a pioneer settler who moved his family to Kentucky in 1779. It is the only Kentucky county entirely in the Knobs region. Casey County is home to annual Casey County Apple Festival, and is a prohibition or dry county. It is considered part of the Appalachian region of Kentucky.
Interstate 265 (I-265) is a 41.8-mile (67.3 km) Interstate Highway partially encircling the Louisville metropolitan area. Starting from I-65 in the southern part of Louisville, it runs through Jefferson County, Kentucky, crosses the Ohio River on the Lewis and Clark Bridge into Indiana, meets I-65 for a second time, and then proceeds westbound to terminate at the I-64 interchange.
Kentucky Route 80 (KY 80) is a 483.55-mile-long (778.20 km) state highway in the southern part of the U.S. state of Kentucky. The route originates on the state's western border at Columbus in Hickman County and stretches across the southern portion of the state, terminating southeast of Elkhorn City on the Virginia state line. It is the longest Kentucky State Highway, though the official distance as listed in route logs is much less due to multiple concurrencies with U.S. Route 68 (US 68) and US 23.
The Kentucky Senate is the upper house of the Kentucky General Assembly. The Kentucky Senate is composed of 38 members elected from single-member districts throughout the Commonwealth. There are no term limits for Kentucky senators. The Kentucky Senate meets at the Kentucky State Capitol in Frankfort annually beginning in January. Sessions last for 60 legislative days in even-numbered years and 30 legislative days in odd-numbered years.
The Kentucky State Penitentiary (KSP), also known as the "Castle on the Cumberland," is a maximum security and supermax prison with capacity for 856 prisoners located in Eddyville, Kentucky on Lake Barkley on the Cumberland River, about 4.8 kilometres (3 mi) from downtown Eddyville. It is managed by the Kentucky Department of Corrections. Completed in 1886, it is Kentucky's oldest prison facility and the only commonwealth-owned facility with supermax units. The penitentiary houses Kentucky's male death row inmates and the commonwealth's execution facility. As of 2015 it had approximately 350 staff members and an annual operating budget of $20 million. In most cases, inmates are not sent directly to the penitentiary after sentencing, but are sent there because of violent or disruptive behavior committed in other less secure correctional facilities in the commonwealth. This was Kentucky's second penitentiary. The first Kentucky State Penitentiary in Frankfort was made uninhabitable from the 1937 flood.

Southeast State Correctional Complex, formerly the Otter Creek Correctional Center, is a medium-security prison located in Wheelwright, Kentucky. The facility is owned by CoreCivic and is operated by the Kentucky Department of Corrections. The prison has housed both male and female inmates at different times, from Kentucky and from Hawaii. The prison opened in 1981.
Kentucky State Reformatory (KSR) is a medium-security prison for adult males. The prison is located in unincorporated Oldham County, Kentucky, near La Grange, and about 30 miles (48 km) northeast of Louisville. It opened in 1940 to replace the Kentucky State Penitentiary in Frankfort after a flood damaged the original property. The current (2020) capacity of KSR is 1053 inmates.

Andrew Graham Beshear is an American attorney and politician who has served as the 63rd governor of Kentucky since 2019. From 2016 to 2019, he served as the 50th attorney general of Kentucky. A member of the Democratic Party, he is the son of Steve Beshear, the 61st governor of Kentucky.

The Kentucky State Penitentiary in Frankfort was the first prison built West of the Allegheny Mountains and completed June 22, 1800 when Kentucky was still virtually a wilderness. The Kentucky Legislature of 1798 had appointed Harry Innes, Alexander S. Bullitt, Caleb Wallace, Isaac Shelby and John Coburn as commissioners to choose a location for a “penitentiary house.” The house was described "to be built of brick, or stone, containing cells, workshops, with an outside wall high enough and strong enough to keep the prisoners from getting away." The site chosen was Frankfort, Kentucky. Henry Innis, one of the commission, gave one acre of land and the legislature appropriated $500 towards its building with more funds to be allocated later.
