International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) sets minimum qualification standards for masters, officers and watch personnel on seagoing merchant ships and large yachts. [2] STCW was adopted in 1978 by the International Maritime Organization (IMO) conference in London, and entered into force in 1984. The Convention was significantly amended in 1995 and 2010 entered into force on 1 January 2012.
The 1978 STCW Convention was the first to establish minimum basic requirements on training, certification and watchkeeping for seafarers on an international level. Previously the minimum standards of training, certification and watchkeeping of officers and ratings were established by individual governments, usually without reference to practices in other countries. As a result, minimum standards and procedures varied widely, even though shipping is extremely international by nature.
The Convention prescribes minimum standards relating to training, certification and watchkeeping for seafarers which countries are obliged to meet or exceed. [3]
The Convention did not deal with manning levels: IMO provisions in this area are covered by regulation 14 of Chapter V of the International Convention for the Safety of Life at Sea (SOLAS), 1974, whose requirements are backed up by resolution A.890(21) Principles of safe manning, [4] adopted by the IMO Assembly in 1999, which replaced an earlier resolution A.481(XII) [5] adopted in 1981 and has since been itself replaced by resolution A.1047(27) Principles of Minimum Safe Manning, [6] adopted by the IMO Assembly in 2011.
One especially important feature of the Convention is that it applies to ships of non-party states when visiting ports of States which are Parties to the Convention. Article X requires Parties to apply the control measures to ships of all flags to the extent necessary to ensure that no more favourable treatment is given to ships entitled to fly the flag of a State which is not a Party than is given to ships entitled to fly the flag of a State that is a Party.
The difficulties which could arise for ships of States which are not Parties to the Convention is one reason why the Convention has received such wide acceptance. By 2018, the STCW Convention had 164 Parties, representing 99.2 per cent of world shipping tonnage.
On 7 July 1995, the IMO adopted a comprehensive revision of STCW. It also included a proposal to develop a new STCW Code, which would contain the technical details associated with provisions of the Convention. The amendments entered force on 1 February 1997. [7] Full implementation was required by 1 February 2002 [8] [ citation needed ]. Mariners already holding certification had the option to renew the certificates in accordance with the old rules of the 1978 Convention during the period ending on 1 February 2002. Mariners entering training programs after 1 August 1998 are required to meet the competency standards of the new 1995 Amendments.

The IMO Convention on Standards of Training Certification and Watchkeeping of Seafarers adopted a new set of amendments in Manila in 2010 called "The Manila Amendments". These amendments were necessary to keep training standards in line with new technological and operational requirements that require new shipboard competencies. The Manila Amendments were effective as of 1 January 2012. There is a transition period until 2017 when all seafarers must be certified and trained according to the new standards. Implementation is progressive, every year a modified set of requirements comes into force. The most significant amendments are:
On 7 July 1995, the International Convention on Standards of Training, Certification and Watchkeeping for Fishing Vessel Personnel was adopted as a separate treaty as part of the comprehensive revisions to STCW. It applies the principles of STCW to fishing vessels from ratifying states that are 24 metres in length and above. STCW-F came into force on 29 September 2012. [9]

The IMO was established following agreement at a UN conference held in Geneva in 1948 and the IMO came into existence ten years later, meeting for the first time in 17 March 1958. An engine department or engineering department is an organizational unit aboard a ship that is responsible for the operation, maintenance, and repair of the propulsion systems and the support systems for crew, passengers, and cargo. These include the ship engine, fuel oil, lubrication, water distillation, separation process, lighting, air conditioning, and refrigeration.
The International Convention for the Safety of Life at Sea (SOLAS) is an international maritime treaty that sets minimum safety standards in the construction, equipment and operation of merchant ships. The International Maritime Organization convention requires signatory flag states to ensure that ships flagged by them comply with at least these standards.
A chief mate (C/M) or chief officer, usually also synonymous with the first mate or first officer, is a licensed mariner and head of the deck department of a merchant ship. The chief mate is customarily a watchstander and is in charge of the ship's cargo and deck crew. The actual title used will vary by ship's employment, by type of ship, by nationality, and by trade: for instance, chief mate is not usually used in the Commonwealth, although chief officer and first mate are; on passenger ships, the first officer may be a separate position from that of the chief officer that is junior to the latter.
A second mate or second officer (2/O) is a licensed member of the deck department of a merchant ship holding a Second Mates Certificate of Competency, which is issued by the administration. The second mate is the third in command and a watchkeeping officer, customarily the ship's navigator. Other duties vary, but the second mate is often the medical officer and in charge of maintaining distress signaling equipment. On oil tankers, the second mate usually assists the chief mate with the cargo operations.
A third mate (3/M) or third officer is a licensed member of the deck department of a merchant ship. The third mate is a watchstander and customarily the ship's safety officer and fourth-in-command. The position is junior to a second mate. Other duties vary depending on the type of ship, its crewing, and other factors.
The deck department is an organisational team on board naval and merchant ships. The department and its manning requirements, including the responsibilities of each rank are regulated within the STCW Convention, applicable only to the merchant fleets of countries who have ratified it. The department is led by deck officers, who are licensed mariners, and they are commanded overall by the ship's captain. Seafarers in the deck department work a variety of jobs on a ship or vessel, but primarily they will carry out the navigation of a vessel from the bridge. However, they are usually also responsible for supervising and monitoring any maritime cargo on board, as well as ensuring maintenance of the deck and upper hull structure, monitoring the stability of the ship, including loading and discharging ballast water, carrying out mooring operations, and finally anchoring a ship.
Under the Seafarers' Identity Documents Convention, 1958, countries with a Merchant Navy or Merchant Marine require identifying credentials for their mariners. The Merchant Mariner's Document (MMD) or Z-card in the United States, and the Ordinary Seaman's Certificate in the United Kingdom are examples of these credentials.
A fourth engineer or third assistant engineer is the most Junior engine officer in the engine department of a merchant vessel.
An oiler is a worker whose main job is to oil machinery. In previous eras there were oiler positions in various industries, including maritime work, railroading, steelmaking, and mining. Today most such positions have been eliminated through technological change; lubrication tends to require less human intervention, so that workers seldom have oiling as a principal duty. In the days of ubiquitous plain bearings, oiling was often a job description in and of itself.
A wiper is a position responsible for both cleaning the engine spaces and machinery of a ship and assisting the ship's engineers as directed. Railroad workers who performed similar jobs were also known as wipers, or in the UK as "cleaners".
A licensed mariner is a sailor who holds a license from a maritime authority to hold senior officer-level positions aboard ships, boats, and similar vessels. Qualification standards for licensed mariners are universally set by the STCW Convention adopted and promulgated by the International Maritime Organization (IMO), while the licenses of individual sailors are issued by the delegated maritime authorities of the member states of the IMO; these may vary in the details of the implementation, including the government agency responsible for licensing and the local names of the grades and qualifications in each particular country.
The Merchant Mariner Credential (MMC) is a credential issued by the United States Coast Guard in accordance with guidelines of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) to United States seafarers in order to show evidence of a mariner's qualifications. It is the standard documentation required for all crew members of U.S. ships for all vessels required to operate with a licensed Master or Operator, regardless of size. The MMC replaced the Merchant Mariner's Document, merchant mariner license, Certificate of Registry, and STCW Certificate.
A master mariner is a licensed mariner who holds the highest grade of seafarer qualification; namely, an unlimited master's license. Such a license is labelled unlimited because it has no limits on the tonnage, power, or geographic location of the vessel that the holder of the license is allowed to serve upon. A master mariner would therefore be allowed to serve as the master of a merchant ship of any size, of any type, operating anywhere in the world, and it reflects the highest level of professional qualification amongst mariners and deck officers.
The Maritime Labour Convention (MLC) is an International Labour Organization (ILO) convention, number 186, established in 2006 as the fourth pillar of international maritime law and embodies "all up-to-date standards of existing international maritime labour Conventions and Recommendations, as well as the fundamental principles to be found in other international labour Conventions". The other pillars are the SOLAS, STCW and MARPOL. The treaties applies to all ships entering the harbours of parties to the treaty (port states), as well as to all ships flying the flag of state party (flag states, as of 2021: over 91 per cent).

A deck cadet or trainee navigational deck officer or nautical apprentice is an apprentice who has to learn the basic duties of a deck officer on board a ship. The cadet has to complete the prescribed sea-time obtain a certificate of competency as officer in charge of a navigational watch. The cadet has to under go various training onboard and has to document those in training record book. They have to undergo various forms of training, watch-keeping with chief officer, at port with second mate and normal deck jobs with the Bosun.

Nautical operations refers to all the operational procedures, specific roles of officers and crew members, and regular functions and technical processes, which together shape the structure and functions for the general operations of a ship.
