A slow moving vehicle (or SMV) is a vehicle or caravan of vehicles operated on a street or highway at speeds slower than that of other motorized traffic.
The term "slow moving vehicle" is generally applied to equipment and vehicles such as farm equipment (including tractors), construction equipment, trucks towing trailers, or any such vehicles which cannot operate above a specified speed. [1]
It does not include vehicles normally known to unlikely be operated at that speed or incapable of reaching that speed, such as bicycles, mopeds and disabled vehicles being towed. [2]
In the United States and Canada, an individual vehicle, a vehicle which is being towed, or caravans of vehicles which are unable to reach a maximum speed of 40 kilometres an hour (25 miles per hour) are required by law to display a special reflective emblem sign at the rear of the vehicle or vehicles, or on the rear vehicle in the caravan. The sign is only allowed to be placed where it is visible from the sides, front, or the rear of the vehicle.
The slow-moving vehicle sign was created by William J. Fletcher, amongst others, from the National Safety Council. [3] [ better source needed ] The sign appears essentially as the image on the right, as a "cut" triangle consisting of a triangle with the corners cut off in red, as a border surrounding an orange uncut triangle in the center, with the edge separating the orange and red being black or white. The United States Department of Transportation as well as various Canadian provinces have established regulations that dictate the minimum required size of the sign, and grant exemptions for displaying the sign for certain religious groups having an objection to displaying a sign, which are operating horse-drawn carriages or wagons on public highways, provided they use an alternative reflective marking on the rear of the wagon or carriage. Vehicles which are merely crossing a road, such as a tractor going from one field directly to another at a 90-degree angle from the road, are not required to display the sign.
The sign must not be displayed so it is visible to a road from an object which is not a vehicle (like a mailbox, billboard, or structure), and vehicles not on a public road must remove or hide the sign if it can be seen from the road.
In the United States, the sign is typically available from hardware, vehicle supply, and construction supply stores for about US$20.
In the United States, slow-moving Vehicle Emblem Requirements are defined in the 29 CFR 1910 Occupational Safety and Health Administration .145(d)(10) regulation. They are based on the American Society of Agricultural Engineers (ASAE) Emblem for Identifying Slow-Moving Vehicles, ASAE R276, 1967, or ASAE S276.2 (ANSI B114.1-1971).
In the British Columbia province of Canada, the device is named a "Slow Moving Vehicle Warning Device". It is standardized as C.S.A. Standard D 198-1967 by the Canadian Standards Association according to the Motor Vehicle Act Regulations. [4]
In Europe, there is no one single "Slow moving vehicle" concept, but concepts depending on various national or international laws.
Most European countries apply the Vienna Convention on Road Traffic, but this convention on road traffic does not require vehicles not reaching a specific speed to carry a specific mark. Indeed, Vienna convention just defines such as the two red reflex-reflectors for trailers, and prohibits some class of roads or some kind to some moving vehicles not able by design to reach a specific speed defined by domestic legislation, for instance on motorways. [5]
However, numerous European countries also apply Unece regulations. Regulation Unece number 69 address rear marking plates for slow-moving vehicles (by construction) and their trailers. [6] Those marks have a shape like the north-American one.
Regulation 69 applies to rear marking plates for vehicles of category M (transport of people), N (transport of good), O (transport of trailer) and T (tractors) and for mobile machinery, which, by construction, cannot move faster than 40 km/h. [7]
The mark in the rear vehicle is a "SMV rear marking plate", a triangular plate with truncated corners with a characteristic pattern faced with retro-reflective and fluorescent material or devices (class 1); or with retro-reflective materials or devices only (class 2). [8]

It applies in the United Kingdom since 27 April 1990.
It applies in Germany since 8 October 1993.
It applies in Russia since 8 April 1996.
It applies in the European Union since 24 March 1998, including in France and Italy.
In 2020, the regulation applies in the European Union, its 27 member countries and 19 other Unece countries, that is 46 countries.
In Belgium, are classified as slow vehicles (véhicules lents) vehicle which cannot by design reach 40 km/h (25 mph). [9]
Different signs are used in Europe:
A semi-trailer truck, is the combination of a tractor unit and one or more semi-trailers to carry freight. A semi-trailer attaches to the tractor with a type of hitch called a fifth wheel.
Traffic comprises pedestrians, vehicles, ridden or herded animals, trains, and other conveyances that use public ways (roads/sidewalks) for travel and transportation.
The country in which a motor vehicle's vehicle registration plate was issued may be indicated by an international vehicle registration code, also called Vehicle Registration Identification code or VRI code, formerly known as an International Registration Letter or International Circulation Mark. It is referred to as the Distinguishing sign of the State of registration in the Geneva Convention on Road Traffic of 1949 and the Vienna Convention on Road Traffic of 1968.
The Italian vehicle registration plates are the compulsory alphanumeric plates used to display the registration mark of motor vehicles registered in Italy. They have existed in the country since 1897.
The Convention on Road Traffic, commonly known as the Vienna Convention on Road Traffic, is an international treaty designed to facilitate international road traffic and to increase road safety by establishing standard traffic rules among the contracting parties. The convention was agreed upon at the United Nations Economic and Social Council's Conference on Road Traffic and concluded in Vienna on 8 November 1968. This conference also produced the Convention on Road Signs and Signals. The convention had amendments on 3 September 1993 and 28 March 2006. There is a European Agreement supplementing the Convention on Road Traffic (1968), which was concluded in Geneva on 1 May 1971.
A motor vehicle has lighting and signaling devices mounted to or integrated into its front, rear, sides, and, in some cases, top. Various devices have the dual function of illuminating the road ahead for the driver, and making the vehicle visible to others, with indications to them of turning, slowing or stopping, etc., with lights also indicating the size of some large vehicles.
Road signs in the United Kingdom and in its associated Crown dependencies and overseas territories conform broadly to European design norms, though a number of signs are unique: direction signs omit European route numbers, and road signs generally use the imperial system of units, unlike the rest of Europe. Signs in Wales and parts of Scotland are bilingual.
A safety reflector is a retroreflector intended for pedestrians, runners, motorized and non-motorized vehicles. A safety reflector is similar to reflective stripes that can be found on safety vests and clothing worn by road workers and rescue workers. They are sometimes erroneously called luminous badges or luminous tags, but this is incorrect as they do not themselves produce light, but only reflect it.
Road signs in Sweden are regulated in Vägmärkesförordningen, VMF (2007:90), and are to be placed 2 metres from the road with the sign 1.6 m from the base for motorized roads. Except for route numbers, there are a maximum of three signs on a pole, with the most important sign at the top. All signs have a reflective layer added on selected parts of the sign as is custom in European countries; most larger signs also have their own illumination.
Towing is coupling two or more objects together so that they may be pulled by a designated power source or sources. The towing source may be a motorized land vehicle, vessel, animal, or human, and the load being anything that can be pulled. These may be joined by a chain, rope, bar, hitch, three-point, fifth wheel, coupling, drawbar, integrated platform, or other means of keeping the objects together while in motion.

As a result, these regulations also have a significant effect on the automotive business by generally increasing production costs while also placing limitations on how cars are sold and marketed. Automotive regulations are designed to benefit the consumer and protect the environment, and automakers can face stiff fines and other penalties if they are not followed.
In the United Kingdom, a driving licence is the official document which authorises its holder to operate motor vehicles on highways and other public roads. It is administered in England, Scotland and Wales by the Driver and Vehicle Licensing Agency (DVLA) and in Northern Ireland by the Driver & Vehicle Agency (DVA). A driving licence is required in England, Scotland, and Wales for any person driving a vehicle on any highway or other "road", as defined in s.192 Road Traffic Act 1988, irrespective of the ownership of the land over which the road passes. Similar requirements apply in Northern Ireland under the Road Traffic Order 1981.
Vehicle registration plates of the Principality of Liechtenstein are composed of the letters FL, followed by the small version of the coat of arms of Liechtenstein and up to five digits. The letters FL stand for Fürstentum Liechtenstein. Standard license plates show white characters on a black background, using the same type of font as Swiss license plates.
The use of horses for transportation, either by horseback riding or by driving carriages and wagons on roads, was the primary form of transportation before the advent of automobiles in the late 19th century. However, horses are still used for transport in many parts of the world, including places where certain sects such as the Amish reside. Horses are also ridden on the roads for pleasure, for example travelling from their stables to bridle paths and trails. Equestrians and motorists should take safety precautions to avoid serious accidents when sharing the roadways.
The design of road signs in Poland is regulated by Regulation of the Ministers of Infrastructure and Interior Affairs and Administration on road signs and signals. The Annex 1 to the regulation describes conditions related to usage of the road signs – size, visibility, colors and light reflections, typeface and text, criteria of choosing the type of foil to signs faces, colorful specimens and schematics.
Road signs in Greece are regulated by the Ministry of Transport and the Hellenic Traffic Police, according to the Greek Highway Code.
Road traffic control devices are markers, signs and signal devices used to inform, guide and control traffic, including pedestrians, motor vehicle drivers and bicyclists. These devices are usually placed adjacent, over or along the highways, roads, traffic facilities and other public areas that require traffic control.
Road signs in France refer to all conventional signals installed on French roads and intended to ensure the safety of road users, either by informing them of the dangers and regulations relating to traffic as well as elements useful for decision-making, or by indicating to them the landmarks and equipment useful for their travel on the national territory. They generally largely follow the general European conventions concerning the use of shape and color to indicate their function. France is a signatory to the 1968 Vienna Convention on Road Signs and Signals. France signed the Vienna Convention on Road Signs and Signals on 8 November 1968 and ratified it on 9 December 1971.
