Telecommunications Service Priority

Telecommunications Service Priority (TSP) is a United States program that authorizes national security and emergency preparedness organizations to receive priority treatment for vital voice and data circuits or other telecommunications services. As a result of hurricanes, floods, earthquakes, and other natural or man-made disasters, telecommunications service vendors frequently experience a surge in requests for new services and requirements to restore existing services. The TSP Program provides service vendors a Federal Communications Commission (FCC) mandate to prioritize requests by identifying those services critical to national security and emergency preparedness. A TSP assignment ensures that it will receive priority attention by the service vendor before any non-TSP service. [1]

Overview

Four broad categories serve as guidelines for determining whether a circuit or telecommunications service is eligible for priority provisioning or restoration. TSP service user organizations may be in the Federal, State, local, or tribal government, critical infrastructure sectors in industry, non-profit organizations that perform critical National Security and Emergency Preparedness (NS/EP) functions, or foreign governments. Typical TSP service users are responsible for the command and control functions critical to management of and response to NS/EP situations, particularly during the first 24 to 72 hours following an event [2]

Federal, state, tribal, and local police departments, fire departments, EMS units, and similar entities qualify for Level 3 under communication services necessary for the public health, safety, and maintenance of law and order. The higher priority levels, Levels 1 and 2, include National Security leadership and certain military communications lines. Very few circuits receive a TSP priority Level 1 or Level 2 assignment. If an organization does not enroll its circuits in the TSP program, its telecommunications service provider cannot restore those lines until it has restored all TSP lines in priority levels 1, 2, 3, 4, and 5. Enrollment and monthly fees for the TSP program are generally set at the state level by public utility or public service commissions. Typically, one-time enrollment fees are approximately $100, and monthly fees per line average $3. TSP Authorization Codes are only valid for three years. The FCC requires that all users revalidate their requirement for TSP every three years before expiration of the user's TSP Authorization Code(s).

Priority level

Priority level or priority is the level that may be assigned to an NS/EP telecommunications service, which level specifies the order in which provisioning or restoration of the service is to occur relative to other NS/EP or non-NS/EP telecommunications services.

Priority levels authorized are designated (highest to lowest) "E," "1," "2," "3," "4," and "5" for provisioning and "1," "2," "3," "4," and "5" for restoration. [4]

Municipal broadband is broadband Internet access offered by public entities. Services are often provided either fully or partially by local governments to residents within certain areas or jurisdictions. Common connection technologies include unlicensed wireless, licensed wireless, and fiber-optic cable. Many cities that previously deployed Wi-Fi based solutions, like Comcast and Charter Spectrum, are switching to municipal broadband. Municipal fiber-to-the-home networks are becoming more prominent because of increased demand for modern audio and video applications, which are increasing bandwidth requirements by 40% per year. The purpose of municipal broadband is to provide internet access to those who cannot afford internet from internet service providers and local governments are increasingly investing in said services for their communities.

The service is overseen by the Federal Communications Commission and administered by the Office of Emergency Communications (OEC) in the Department of Homeland Security. WPS was previously administered by the National Communications System (NCS) which had been created by President Kennedy by a Presidential Memorandum on August 21, 1963, and expanded by President Reagan by Executive Order 12472 on April 3, 1984. On July 6, 2012, President Obama signed Executive Order 13618, which eliminated the NCS as a separate organization; it was merged into the Office of Emergency Communications (OEC), which had been created in 2007. A ceremony to retire the colors of the NCS and to celebrate the legacy of the organization was held on August 30, 2012, in Arlington, Virginia.

The Universal Service Fund (USF) is a system of telecommunications subsidies and fees managed by the United States Federal Communications Commission (FCC) to promote universal access to telecommunications services in the United States. The FCC established the fund in 1997 in compliance with the Telecommunications Act of 1996. Originally designed to subsidize telephone service, since 2011 the fund has expanded its goals to supporting broadband universal service. The Universal Service Fund's budget ranges from $5–8 billion per year depending on the needs of the telecommunications providers. These needs include the cost to maintain the hardware needed for their services and the services themselves. In 2022 disbursements totaled $7.4 billion, split across the USF's four main programs: $2.1 billion for the E-rate program, $4.2 billion for the high-cost program, $0.6 billion for the Lifeline program, and $0.5 billion for the rural health care program.

Network convergence is primarily driven by development of technology and demand. Users are able to access a wider range of services, choose among more service providers. On the other hand, convergence allows service providers to adopt new business models, offer innovative services, and enter new markets.

Citizens Broadband Radio Service (CBRS) is a 150 MHz wide broadcast band of the 3.5 GHz band in the United States. In 2017, the US Federal Communications Commission (FCC) completed a process which began in 2012 to establish rules for commercial use of this band, while reserving parts of the band for the US Federal Government to limit interference with US Navy radar systems and aircraft communications.
