In the 1990s, the Regional Transportation Authority (RTA) planned to fund the construction of a personal rapid transit (PRT) system in Rosemont, Illinois. Raytheon had been contracted to build the system. The project was cancelled in October 1999. Rosemont had been selected in 1993 by the RTA be home to a demonstration PRT system. Five other municipalities in the suburban Chicago metropolitan area had submitted unsuccessful bids to be host to the PRT project. The system would have been the first-of-its-kind, utilizing smaller vehicles than the existing Morgantown Personal Rapid Transit. The project marked the first serious activity related to PRT construction since Morgantown Personal Rapid Transit.
Personal rapid transit (PRT) describes systems of small, automated electric vehicles which operate on a network of specifically build guideways (automated guideway transit). With personal rapid transit systems, all stations are locating along sidings, allowing vehicles to avoid stopping at intermediate stations, running express between the boarding location and destination. [1] [2]
In the 1970s, the Morgantown Personal Rapid Transit system was constructed in Morgantown, West Virginia. [3] The system's construction ran significantly over-budget, and was derided in the press as a white elephant. [4] After the 1970s, serious action towards constructing further personal rapid transit systems ceased. [5]
In April 1990, Illinois' Regional Transportation Authority (RTA), a transit agency serving much of the Chicago metropolitan area, announced plans to construct a protoype personal rapid transit system in the Chicago suburbs. [6] The system would have seen small computerized vehicles run on elevated guideways, traveling at headways of mere seconds and speeds of up to 30 miles per hour (48 km/h). The vehicles would carry passengers directly to their destination, bypassing intervening stations. [7] [8] The RTA leadership hoped that the technology could provide a solution to suburban traffic congestion. [7]
The RTA was to fund the majority of the demonstration system's construction cost. [9] The RTA president stated that they did not plan to seek federal funding, in order to avoid related bureaucracy. [8] Criticisms of the planned project included questions as to whether it would be a wise use of millions of RTA dollars at a time when the agency was in financial trouble and needed a minimum of $5 billion in investments to address the needs of its existing rail and bus network. [10] [11]
Preliminary estimates provided to the RTA indicated that a PRT system could be constructed at a per mile cost approximately a quarter of the per mile cost of a traditional rail system. [12]
The project marked the first serious activity related to PRT construction since Morgantown Personal Rapid Transit. [5] The system would have been the first-of-its-kind, [13] distinct from the existing Morgantown Personal Rapid Transit due to the fact that Morgantown's system utilized significantly larger vehicles. [9] The larger vehicle size of the Morgantown Personal Rapid Transit has led some to consider a "group rapid transit" (GRT) system, instead of a true personal rapid transit system. [14] [15] [16] [17]
The RTA solicited bids from Chicago suburbs to host the demonstration system. 22 suburbs initially expressed interest in hosting, and six suburbs (Addison, Deerfield, Lisle, Naperville, Rosemont, and Schaumburg) submitted formal proposals in March 1991. [9]
Some of the bidding municipalities went as far as hiring public relations firms to promote their proposals. [9] [12] Deerfield, Lisle, Rosemont, and Schaumburg were selected as finalists in the bid process to host the system, while Addison was not. [6] On April 15, 1993, the RTA board chose Rosemont by a 9 to 3 vote. [18]
Addison's proposal would have connected Pace bus routes to a growing industrial area in Addison, which employed approximately 25,000 employees. [7]
Deerfield proposed a 2.75-mile (4.43 km) route in the Lake-Cook Corridor, which would connect a new Lake Cook Road station of the Metra Milwaukee District North Line with office complexes and retail centers. [6] [9] [12] Four stations would be located upon the route's loop. [6] [12] Approximately 7,000 people were employed in the area along the initial route. [7] Approximately 24,500 individuals were employed in the overall Lake-Cook Corridor. [19] Two future expansions were envisioned. A western expansion would see a 5.7-mile (9.2 km) spur loop constructed, serving major employment centers in both Deerfield and adjacent Northbrook around Lake-Cook Road and the Interstate 94 spur tollway. [6] The 2.6-mile (4.2 km) east expansion loop would connect the system with Northbrook Court. [6]
Lisle proposed a 2.5-mile (4.0 km) route connecting the Lisle station of the Metra BNSF Line with downtown lisle, several office and research centers, the Hyatt-Lisle hotel, and the Lisle Auto Plaza complex of automobile dealerships. The route would have between seven and ten stations. [6] Lisle's proposal identified three primary future expansions, and seven other potential future expansions to the system. [6] The first of the three primary expansions would have been a 1.9-mile (3.1 km) expansion, extending the system westward to serve office developments along Warrensville Road, and connect to the Morton Arboretum. [6] The second primary extension would have been a 2.9-mile (4.7 km) extension that would have crossed the East-West Tollway to serve offices and multifamily developments west along Warrensville Road. [6] The village of Lisle discussed an openness to using to using a hotel-motel tax to help fund part of the expense of construction. [7]
Naperville proposed a ten-station route circulating around the western side of the suburb. It would have connected with the Naperville station of the Metra BNSF Line (also served by Amtrak). [7] It would have served retail, office, and residential areas. [7]
Rosemont's 3.5-mile (5.6 km) route would connect the Rosemont station of the CTA Blue Line to a variety of local developments, including hotels, and the Rosemont-O'Hare Exposition Center. [7] [20] The line would also be connected to a number of existing Pace bus lines. [21] There would be a possibility to eventually expand it to connect with the Airport Transit System that was under construction at nearby O'Hare International Airport. [7] Rosemont mayor Donald Stephens claimed that the major hotel operators in the city had indicated a willingness to contribute to funding the project. [7] Rosemont officials declared that the PRT system could supplant the shuttles run by hotels and office complexes. [13] Rosemont officials, and particularly mayor Stephens, had long desired for the village to have an internal transit system connecting the facilities that would be served by their proposed PRT route. [12] An August 1992 study by Wilbur Smith and Associates indicated that, with a $2 ridership fee, daily boardings on Rosemont's proposed initial PRT segment would be 4,000, while ridership would be approximately 7,500 if there were no fare. [21]
Schaumburg proposed a 2-mile (3.2 km) route which would link its proposed Pace bus depot to office centers, a hotel, and Woodfield Mall. [7] [9] The route would run to the west of Woodfield Mall. [7] Schaumburg officials expressed a belief that local auto traffic could be reduced by at least 10% by their proposed PRT route. [9] Schaumburg's proposal received endorsements from neighboring Elk Grove Village, Hoffman Estates, and Palatine. [7] [22]
The RTA considered proposals by two manufacturers, Stone & Webster and Intamin. [8] [23] In 1993, Raytheon took over the lead on Stone & Webster's proposal, focusing it on using its Taxi2000 technology. [8] [23] Intaimin's proposal was to have track switches used to direct the car, while Raytheon's proposal had routing instruments in the car. [23] Raytheon's proposed PRT technology, called PRT 2000, was based on technology developed by J. Edward Anderson at the University of Minnesota. [24] [25] In 1993, RTA signed a contract with Raytheon to construct the personal rapid transit system, [20] using the Taxi2000 technology. [21] A major reason Taxi2000 technology was chosen over the system proposed by Intamin was that use of track switches was feared to be too slow, and potentially unsafe. [23] The RTA voted to award the partnership of the Taxi 2000 Corporation and Raytheon Company an initial $18 million contract. The Taxi 2000 Company and Raytheon were to invest $20 million of their own money into the construction of a prototype system to test the technology's safety and reliability. The RTA would make their decision on whether to construct a system in Rosemont based upon the results of the tests. [25]
A test track was constructed by Raytheon in Marlborough, Massachusetts, and tests were considered promising. [26] The test track became operational in 1995. [27]
By 1997, the system had been refined to a 3.4-mile (5.5 km) route featuring 7 stations. [28] It would be served by 45 vehicles. [28] It would have 3 power substations, and 15,000 square feet (1,400 m2) of maintenance and control facilitites. [28] However, after studies of capital costs, the system was further revised to a 3-mile (4.8 km) route with six stations. [28]
The system was to operate twenty hours a day, and was projected to see 2 million annual rider-trips, charging passengers $1 per trip. [29] The system could be characterized as providing a collector service and a circulator service. [28]
A new ridership forecast by Wilbur Smith and Associates found that, on weekdays without a show at Rosemont's convention center, ridership would be 5,530 in the initial year of operation. On weekdays with a public show at the convention center, ridership would be 5,840. On weekdays with a trade show at the convention center, ridership would be 6,650. [28] The busiest station on the route was projected to be the one at the CTA station. [28]
The project was ultimately estimated to have $124 million in construction costs. [20] The RTA's leadership continued to say that they were not expecting federal funding. [26]
Additionally, in the mid-90s, Schaumburg, which had unsuccessfully bid for the RTA's project, made its own plans to build a separate PRT system in its community. [30]
The project died in October 1999, when Raytheon announced, to the surprise of the RTA, that they would be exiting the personal rapid transit business. [20] Before this, estimated costs for the system had risen to US$50 million per mile, allegedly due to design changes that increased the weight and cost of the system relative to Anderson's original design. In 2000, rights to the technology reverted to the University of Minnesota, and were subsequently purchased by Taxi2000. [24] [31] This Taxi2000 company remained in existence until dissolving on March 13, 2018. [32] The RTA had spent $22.5 million on the project before its cancellation. [20] $18 million of this had gone into a construction of the prototype test track Raytheon built in Marlborough, Massachusetts. [20] Raytheon claimed to have invested $45 million in the project. [20] Another factor that contributed to the cancellation of the project was costs attributed with guideway construction. [33] Shortly after Raytheon announced it would leave the PRT business, they expressed slight interest in still building the system. [34] The system was never constructed.
Personal rapid transit (PRT), also referred to as podcars or guided/railed taxis, is a public transport mode featuring a network of specially built guideways on which ride small automated vehicles that carry few passengers per vehicle. PRT is a type of automated guideway transit (AGT), a class of system which also includes larger vehicles all the way to small subway systems. In terms of routing, it tends towards personal public transport systems.
The Chicago "L" is the rapid transit system serving the city of Chicago and some of its surrounding suburbs in the U.S. state of Illinois. Operated by the Chicago Transit Authority (CTA), it is the fourth-largest rapid transit system in the United States in terms of total route length, at 102.8 miles (165.4 km) long as of 2014, and the third-busiest rapid transit system in the United States after the New York City Subway and the Washington Metro. As of January 2024, the "L" had 1,480 rail cars operating across eight different routes on 224.1 miles of track. CTA trains make about 1,888 trips each day servicing 146 train stations. In 2023, the system had 117,447,000 rides, or about 400,000 per weekday in the second quarter of 2024.
Metra is the primary commuter rail system in the Chicago metropolitan area serving the city of Chicago and its surrounding suburbs via the Union Pacific Railroad, BNSF Railway, and other railroads. The system operates 243 stations on 11 rail lines. It is the fourth busiest commuter rail system in the United States by ridership and the largest and busiest commuter rail system outside the New York City metropolitan area. In 2023, the system had a ridership of 31,894,900, or about 163,100 per weekday as of the second quarter of 2024. The estimated busiest day for Metra ridership occurred on November 4, 2016—the day of the Chicago Cubs 2016 World Series victory rally.
The Blue Line is a 26.93-mile-long (43.34 km) Chicago "L" line which extends through The Loop from O'Hare International Airport at the far northwest end of the city, through downtown via the Milwaukee–Dearborn subway and across the West Side to its southwest end at Forest Park, with a total of 33 stations. At about 27 miles, it is the longest line on the Chicago "L" system and second busiest, and one of the longest local subway/elevated lines in the world. It has an average of 64,978 passengers boarding each weekday in 2022.
Metro Transit is the primary public transportation operator in the Minneapolis–Saint Paul area of the U.S. state of Minnesota and the largest operator in the state. In 2023, the system had a ridership of 44,977,200, or about 144,300 per weekday as of the second quarter of 2024.
Pace is the suburban bus and regional paratransit division of the Regional Transportation Authority serving the Chicago metropolitan area. It was created in 1983 by the RTA Act, which established the formula that provides funding to the CTA, Metra, and Pace. The various agencies providing bus service in the Chicago suburbs were merged under the Suburban Bus Division, which rebranded as Pace in 1984. In 2022, Pace had 18.041 million riders.
Cabinentaxi, sometimes Cabintaxi in English, was a German people mover development project undertaken by Demag and Messerschmitt-Bölkow-Blohm with funding and support from the Bundesministerium für Forschung und Technologie. Cabinentaxi was designed to offer low-cost mass transit services where conventional systems, like a metro, would be too expensive to deploy due to low ridership or high capital costs.
Morgantown Personal Rapid Transit is a personal rapid transit (PRT) system in Morgantown, West Virginia, United States. The system connects the three Morgantown campuses of West Virginia University (WVU) and the city's downtown area.
The Metra Electric District is an electrified commuter rail line owned and operated by Metra which connects Millennium Station, in downtown Chicago, with the city's southern suburbs. As of 2018, it is the fifth busiest of Metra's 11 lines, after the BNSF, UP-NW, UP-N, and UP-W Lines with nearly 7.7 million annual riders. While Metra does not explicitly refer to any of its lines by color, the timetable accents for the Metra Electric District are printed in bright "Panama orange" to reflect the line's origins with the Illinois Central Railroad (IC) and its Panama Limited passenger train. Apart from the spots where its tracks run parallel to other main lines, it is the only Metra line running entirely on dedicated passenger tracks, with no freight trains operating anywhere on the actual route itself. The line is the only one in the Metra system with more than one station in Downtown Chicago, the only line with no stations in fare zone 4, and also has the highest number of stations (49) of any Metra line.
The SouthEast Service is a proposed commuter rail line to be operated by Metra, the commuter railroad service for the Chicago metropolitan area. The route of the proposed line would use tracks owned by CSX Transportation and the Union Pacific Railroad.
The Suburban Transit Access Route was a proposed railway project in northwest and outer suburban Chicago, Illinois, United States. On January 30, 2003, Metra announced plans to build a new service line that would introduce a new fleet of Diesel multiple unit trains (DMUs) to connect nearly 100 communities in the region and form Metra's only suburb-to-suburb service. Currently all of Metra's services are oriented on suburb-to-city travel.
The T Line, formerly known as Tacoma Link, is a light rail line in Tacoma, Washington, part of the Link light rail system operated by Sound Transit. It travels 4.0 miles (6.4 km) and serves 12 stations between Tacoma Dome Station, Downtown Tacoma, and Hilltop. The line carried 934,724 total passengers in 2019, with a weekday average of over 3,100 boardings. Tacoma Link runs for nine to 18 hours per day, using streetcars at frequencies of 12 to 20 minutes.
Ultra is a personal rapid transit podcar system developed by the British engineering company Ultra Global PRT.
Green Road station is a station on the Green Line of the RTA Rapid Transit in Shaker Heights, Ohio, located in the median of Shaker Boulevard at its intersection with Green Road, after which the station is named. It is the eastern terminus of the Green Line.
Rosemont, formerly River Road, is a Chicago "L" station at the intersection of River Road and I-190 in the suburb of Rosemont, Illinois. It is located in the median of I-190 with one island platform serving two tracks, 16 miles (26 km) northwest of The Loop. Trains are scheduled to depart from Rosemont every 2–7 minutes during rush-hour periods, and take about 36 minutes to travel to the Loop. The station is 7 blocks east and 2 blocks north of O'Hare International Airport. Rosemont is the busiest station outside the city limits of Chicago, with 2,090,977 passenger entries in 2014.
Cumberland is a station on the Chicago Transit Authority's 'L' system. Situated on the Blue Line between Rosemont and Harlem, the station is located in the median of the Kennedy Expressway at Cumberland Avenue in the O'Hare community area’s Schorsch Forest View neighborhood on Chicago's Northwest Side. It is also in close proximity to both the Norwood Park neighborhood and the city of Park Ridge as well as the village of Norridge. The area surrounding the station consists of mixed commercial and residential development.

The Alden staRRcar, short for "Self-Transport Road and Rail Car", was a personal rapid transit (PRT) system designed by William Alden in the 1960s. It originally envisioned small electrically powered cars suitable for short distance trips at low speed within urban areas, which could optionally merge onto tracks that would provide power and guidance for high-speed travel over longer inter-city distances. It was one of the earliest dual-mode vehicles to be proposed, and one of the earliest to be actually built.
The Computer-controlled Vehicle System, almost universally referred to as CVS, was a personal rapid transit (PRT) system developed by a Japanese industrial consortium during the 1970s. Like most PRT systems under design at the same time, CVS was based around a small four-person electric vehicle similar to a small minivan that could be requested on demand and drive directly to the user's destination. Unlike other PRT systems, however, CVS also offered cargo vehicles, included "dual-use" designs that could be manually driven off the PRT network, and included the ability to stop at intersections in a conventional road-like network.
The Dan Ryan branch is a 9.4 mi (15.1 km) long section of the Chicago "L" system located on the South Side of Chicago, Illinois. It is operated by the Chicago Transit Authority, as part of its Red Line service and is normally through-routed downtown towards the North Side via the State Street subway. As of February 2013, the branch serves 45,355 passengers per weekday. As part of the CTA's busiest rapid transit line, it is operated 24 hours a day, 365 days a year. The branch serves the Chinatown, Armour Square, Fuller Park, Englewood, Greater Grand Crossing, Chatham and Roseland neighborhoods.
