Valenzuela's 1st congressional district is one of the two congressional districts of the Philippines in the city of Valenzuela. It has been represented in the House of Representatives of the Philippines since 2001. [3] The district was created following Valenzuela's conversion into a highly urbanized city through Republic Act No. 8526 on February 14, 1998. [4] It consists of 24 barangays in the northern part of the city, namely Arkong Bato, Balangkas, Bignay, Bisig, Canumay East, Canumay West, Coloong, Dalandanan, Isla, Lawang Bato, Lingunan, Mabolo, Malanday, Malinta, Palasan, Pariancillo Villa, Pasolo, Poblacion, Polo, Punturin, Rincon, Tagalag, Veinte Reales and Wawang Pulo. It is currently vacant for the 19th Congress since the resignation of its most recent representative Rex Gatchalian upon assuming the position of Secretary of Social Welfare and Development in 2023. Held concurrently with the national elections, the electorate voted to elect a mayor, a vice mayor, twelve city council members, and two district representatives to congress. Those elected took their respective offices on June 30, 2022, for a three-year-long term. 350,676 out of 443,611 registered voters voted in this election.

Weslie "Wes" Ting Gatchalian is a Filipino politician who has served as the 27th mayor of Valenzuela since 2022. A member of the Nationalist People's Coalition, Gatchalian was first elected to public office in 2013, as the party-list representative of Alay Buhay Partylist, serving until 2016, where he was elected as the district representative for Valenzuela's 1st district. As a representative, Gatchalian served as House Deputy Speaker from 2020 to 2022.
