The 17th Congress of the Philippines (Filipino : Ikalabimpitong Kongreso ng Pilipinas), composed of the Philippine Senate and House of Representatives, met from July 25, 2016, until June 4, 2019, during the first three years of Rodrigo Duterte's presidency. The convening of the 17th Congress followed the 2016 general elections, which replaced half of the Senate membership and the entire membership of the House of Representatives.
Both chambers of Congress are divided into parties and blocs. While members are elected via parties, blocs are the basis for committee memberships. Only members of the majority and minority blocs are accorded committee memberships. This is how blocs are determined:
In the speakership election, several members abstained from voting. They, along with the members who voted for the losing candidate voted on who would be the minority leader.

The 17th Congress passed a total of 379 bills which were signed into law by President Rodrigo Duterte. 120 of these laws were national in scope, while 259 were local. [26] Some of these laws include: [27]
The Partido Demokratiko Pilipino is a populist political party in the Philippines founded in 1982. It was previously known as Partido Demokratiko Pilipino–Lakas ng Bayan (PDP–Laban) from 1983 to 2024 as a result of a merger with Lakas ng Bayan (Laban). It was part of the country's ruling party coalition from 1986 to 1992 under the administration of Corazon Aquino and the country's ruling party from 2016 to 2022 under the administration of Rodrigo Duterte.
Aquilino Martin "Koko" de la Llana Pimentel III, is a Filipino politician and lawyer serving as the Senate Minority Leader since 2022. He has been a Senator since 2011 and previously served as the Senate President of the Philippines from 2016 to 2018. He also served as the national chairman of Partido Demokratiko Pilipino–Lakas ng Bayan (PDP–Laban). As the eldest son and third child of the former Senate President Aquilino Pimentel Jr., he is the first child of a previous Senate president to hold the office. He was sworn in on August 12, 2011, and was proclaimed as the 12th winning senator in the 2007 election. Pimentel was one of the high-ranking public officials who drew flak for breaching the COVID-19 quarantine protocols.
Lakas–Christian Muslim Democrats, abbreviated as Lakas–CMD and also known simply as Lakas, is a political party in the Philippines. Lakas–CMD is considered to be on the centre-right of the political spectrum and is influenced by Christian democracy and Islamic democracy. Since the 2022 elections, Lakas–CMD is currently the biggest party in the House of Representatives, with the party's president, Martin Romualdez, serving as Speaker of the House. The party is a dominant member of the Alyansa para sa Bagong Pilipinas led by President Bongbong Marcos.
The National Unity Party (NUP) is a political party in the Philippines. The party was formed in 2010 by former members of Lakas-Kampi CMD who broke away after internal discontent within the party. From 2016 to 2022, the party was part of the PDP–Laban-led coalition in the House of Representatives, the Coalition for Change.

The winning candidates were to comprise the House's contingent in the 17th Congress of the Philippines that would serve from June 30, 2016, to June 30, 2019.
Ferdinand Martin Gomez Romualdez is a Filipino businessman, lawyer and politician serving as the Speaker of the House of Representatives since 2022. He is also serving as the representative for the 1st district of Leyte since 2019 and previously from 2007 to 2016. He formerly served as the House Majority Leader from 2019 to 2022, and unsuccessfully ran for senator in the 2016 elections. He is a first cousin of President Bongbong Marcos. Since May 17, 2023, he has been widely considered to be the country's de facto "Prime Minister" after the ouster of Senior Deputy Speaker Gloria Macapagal Arroyo, becoming the main catalyst to the 2024 Philippine political crisis.

Kilusang Pagbabago was the informal name of a multi-party umbrella coalition formed by the supporters of the administration of Rodrigo Duterte and the 17th Congress of the Philippines. Headed by PDP–Laban, it has formed coalition agreements with the Nacionalista Party, Lakas–CMD, Nationalist People's Coalition and National Unity Party, as well as the Centrist Democratic Party and an independent congressional block of 24 party-list groups.
Emmanuel "Manny" Fantin Piñol is a Filipino politician, journalist, writer, agriculture advocate and agribusinessman. He most recently served in President Rodrigo Duterte's cabinet as chairman of the Mindanao Development Authority (2019–2021) and Secretary of Agriculture (2016–2019).
Christopher Lawrence "Bong" Tesoro Go is a Filipino politician serving as a senator since 2019. He previously served in the Cabinet of President Rodrigo Duterte as Special Assistant to the President and Head of the Presidential Management Staff from June 2016 to October 2018. Go has served as the personal aide and special assistant to Duterte since 1998, back when the latter was still mayor of Davao City.
Pantaleon Diaz Alvarez is a Filipino lawyer and politician serving as the Representative of Davao del Norte's 1st district since 2016, previously holding the position from 1998 to 2001. He served as the Speaker of the House of Representatives from 2016 to 2018. He also served as the Secretary of Transportation and Communications in the Cabinet of President Gloria Macapagal Arroyo from 2001 to 2002. He is a stern advocate to shift the current centralized set-up of the Philippines into a federal form, pushing for the establishment of an indigenous state in Luzon and an indigenous state in Mindanao. Initially in favor of an independent Mindanao, Alvarez changed stance when Rodrigo Duterte talked about a federal Philippines with him. In 2017, Alvarez proposed a new set-up to spearheaded federalism in the Philippines.
