Belgium were additionally promoted, apparently as best runners-up, due to England receiving a bye to the 2005 European championship, which they will host.

The teams competing in Group 4 of the 1998 UEFA European Under-21 Championship qualifying competition were Austria, Belarus, Estonia, Latvia, Scotland and Sweden.

Italy have participated 13 times at UEFA Women's Championship.
