Local elections were held in Urdaneta, Pangasinan on May 12, 2025, as part of the 2025 Philippine general election. The electorate elected a mayor, vice mayor, and 10 members of the Urdaneta City Council. The officials elected in this election assumed their respective offices on June 30, 2025, for a three-year-long term.
Rammy Parayno and Jing Parayno were re-elected mayor on his third consecutive term and vice mayor on his third consecutive term respectively, defeating Maan Guico and Chinky Perez.
Background
In the 2022 elections, incumbent Mayor Julio Parayno III received 53,900 votes, defeating former mayor Amadeo Gregorio "Bobom" E. Perez IV. In the vice mayoral election, incumbent Jimmy "Jing" Parayno defeated Tet Perez-Naguiat, who ran as an independent, with 45,558 of the votes.[1]
On August 5, 2024, Julio Parayno III was suspened by the Sangguniang Panlalawigan of Pangasinan for 90 days after allegedly refusing to grant a poultry company a business permit, which violated the Ease of Doing Business and Efficient Government Service Delivery Act (RA 11032).[2]
On October 2, 2024, Maan Guico, accompanied by her husband Governor Ramon Guico III, submitted her certificate of candidacy for mayor at the Urdaneta City Cultural and Sports Center. Her running mate, outgoing 5th District Board Member Chinky Perez, likewise filed her certificate of candidacy for vice mayor.[3]
Electoral system
Local elections in the Philippines take place every three years on the second Monday of May starting in 1992 and every three years thereafter, as per the 1987 constitution. Single-member positions such as mayor and vice mayor are chosen through a first-past-the-post system. The mayor, vice mayor, and the city councilors are elected by all voters in the city at large.[4]
City council members are selected using a plurality block voting method. Two additional ex officio members join the council later in the year, representing the presidents of the Liga ng mga Barangay and the Sangguniang Kabataan, both chosen after the barangay and Sangguniang Kabataan elections.[5]

The campaign period for local elections began on March 28, 2025, and ended on May 10 as per the omnibus election code.[6]

In April 2025, the Commission on Elections (COMELEC) issued a show-cause order to mayoral candidate Julio F. Parayno III and his running mate after reports that Parayno conducted a “kissing auction” during a campaign rally, in which an elderly woman was brought on stage and participants could bid to receive a kiss from her, with bids starting at ₱1,000 and reaching up to ₱5,000. Julio F. Parayno III, more commonly known by his nickname "Rammy", is the incumbent mayor, who was elected in 2022 with 65.92% of the vote. Elected as a member of Lakas–CMD, Parayno is seeking re-election for his third and last term running as an independent after leaving the party after the 2022 elections.
Maan Guico, wife of Governor Ramon Guico III, is seeking for a term as mayor. This marks her first time in politics, if elected, she will become the first female mayor of Urdaneta.
The incumbent vice mayor is Jimmy "Jing" Parayno, who in 2022, won his second term with 56.41% of the votes. His opponent is outgoing 5th district Board Member Chinky Perez who has been serving as a member of the Sangguniang Panlalawigan of Pangasinan since 2016.
The Urdaneta City Council is the legislative body of the lone district of Urdaneta City, Pangasinan. It is composed of ten elected councilors, the vice mayor who serves as the presiding officer, and two ex officio members representing the Sangguniang Kabataan and the Association of Barangay Captains.
Jen Gandia is seeking for a third non-consecutive term as a councilor. In the 2022 elections she ran for a position as a member of the Pangasinan provincial board but lost.
Incumbent councilor and former vice mayor Franco Del Prado is eligible for a third term but chose to run as the representative of Pangasinan's 5th district instead.[8]
