The Fédération Internationale de Volleyball, commonly known by the acronym FIVB, is the international governing body for all forms of volleyball. Its headquarters are located in Lausanne, Switzerland, and its current president is Ary Graça of Brazil.
The Asian Volleyball Confederation, commonly known by the acronym AVC, is the continental governing body for the sports of indoor, beach, and grass volleyball in Asia and Oceania. It has 65 member associations, located in the Asia-Pacific region, but excludes four transcontinental countries with territory in both Asia and Europe – Azerbaijan, Georgia, Russia, and Türkiye – along with Armenia, Cyprus, and Israel, which are members of the CEV.

Tournaments have been held every two years since 1997. It broke its biennial design only in 2008, a year after it held its 2007 competition in Colombo, and in 2018, following the holding of a competition in 2017 in Naypyidaw after the tournament skipped the year 2016. It formerly carried the title Asian Boys' U19 Volleyball Championship, Asian Boys' U18 Volleyball Championship, Asian Youth Boys' Volleyball Championship, and Asian Youth Men's Volleyball Championship.

The tournament was later scheduled to be held in Shiraz, Iran from 9 to 16 January 2021. It was originally scheduled to take place in Riffa, Bahrain from 7 to 14 July 2020, but was moved to 2021 due to the COVID-19 pandemic.
