Luhansk Oblast, also referred to as Luhanshchyna (Луганщина), is the easternmost oblast (province) of Ukraine. Its administrative center is the city of Luhansk. The oblast was established in 1938 and bore the name Voroshilovgrad Oblast until 1958 and again from 1970 to 1991. It has a population of 2,102,921.

Sievierodonetsk faces neighbouring Lysychansk across the river. The city, whose name comes from the above-mentioned river, had a population of 99,067, making it then the second-most populous city in the oblast. Since June 2022, it has been militarily occupied and administered by Russia.
Lysychansk is a city in Sievierodonetsk Raion, Luhansk Oblast, eastern Ukraine. It is located on the high right bank of the Donets River, approximately 115 kilometres (71 mi) from the administrative center of the oblast, Luhansk. It faces Sievierodonetsk across the river. Its population before the Russian invasion of Ukraine was approximately 93,340.
Pervomaisk, also known as Sokolohirsk (Сокологірськ), is a city in Luhansk Oblast, Ukraine, on the left bank of the Luhan River. Pervomaisk is located 71 kilometres (44 mi), by road, from Luhansk, 133 kilometres (83 mi) from Izvaryne, where there is the de jure international border between Ukraine and Russia, and 736 kilometres (457 mi) from the capital Kyiv.
Rubizhne is a city in Luhansk Oblast, in the Donbas region of eastern Ukraine. Situated on the left bank of the Donets River near the cities of Sievierodonetsk and Lysychansk. Prior to 2020, it was a city of oblast significance, before the designation was abolished.
Popasna is a city in Sievierodonetsk Raion, Luhansk Oblast, Ukraine. It is the administrative center of Popasna urban hromada, one of the hromadas of Ukraine. In 2018, it was estimated that it had a population of 20,600 people.
The National Guard of Ukraine is the Ukrainian national gendarmerie and internal military force. It is part of the Ministry of Internal Affairs, responsible for public security. Originally created as an agency under the direct control of the Verkhovna Rada on 4 November 1991, following Ukrainian independence, it was later disbanded and merged into the Internal Troops of Ukraine in 2000 by President Leonid Kuchma as part of a "cost-saving" scheme. Following the 2014 Revolution of Dignity, amidst the Russian intervention, the National Guard was re-established, and the Internal Troops were disbanded.
Russian separatist forces in Ukraine, primarily the People's Militias of the Donetsk People's Republic (DPR) and the Luhansk People's Republic (LPR), were pro-Russian paramilitaries in the Donbas region of eastern Ukraine. They were under the overall control of the Russian Federation. They were also referred to as Russian proxy forces. They were active during the war in Donbas (2014–2022), the first stage of the Russo-Ukrainian War. They then supported the Russian Armed Forces against the Ukrainian Armed Forces during the 2022 Russian invasion. In September 2022, Russia annexed the DPR and LPR, and began integrating the paramilitaries into its armed forces. They are designated as terrorist groups by the government of Ukraine.
The war in Donbas, also known as the Donbas war, was a phase of the Russo-Ukrainian War in the Donbas region of Ukraine. The war began in April 2014, when a commando unit headed by Russian citizen Igor Girkin seized Sloviansk in Donetsk oblast. The Ukrainian military launched an operation against them. The war continued until subsumed by the Russian invasion of Ukraine in 2022.

The battle of Lysychansk was a military engagement between Russia and Ukraine in the wider battle of Donbas of the eastern Ukraine campaign during the Russian invasion of Ukraine. By May 2022, Lysychansk and its twin city of Sievierodonetsk were the two largest cities of the Luhansk Oblast not under Russian control. Russian forces launched an assault on Sievierodonetsk in May where a fierce battle occurred until late June, when Ukrainian forces withdrew from the city. Fighting then continued as Russian forces started to attack Lysychansk across the Donets River.
The 111th Independent Brigade of the Territorial Defense Forces is a military formation of the Territorial Defense Forces of Ukraine in Luhansk Oblast. It is part of Operational Command East.
The 21st Separate Public Order Protection Brigade is a law enforcement brigade of the National Guard of Ukraine tasked with protection of the law and order as well as the territorial integrity of Ukraine. It was established in 1992 on the basis of the 25th Separate Special Motorized Militia Battalion as the 6th Regiment. The brigade's main headquarters is in Kryvyi Rih but some parts of it are garrisoned at Kropyvnytskyi.
