Cayn or Ayn is an administrative region that Puntland unilaterally declared to be established in the 2000s. [1] However, there is Somaliland between Cayn and Puntland, and they do not directly border each other. Somaliland has legally designated this area as its territory as Buhoodle District. [2] [3] SSC-Khatumo, which declared its secession from Somaliland in 2023, claims the territories of Sanaag, Sool, and Cayn, as its name implies, and effectively controls Buuhoodle. [4]
Cayn is derived from Aynaba (Somali : Caynaba). Aynaba was inhabited by the Dhulbahante clan until the early 20th century, but the British government armed the Habr Je'lo clan and occupied during the Dervish movement. Since then, Aynaba has been the subject of conflict between Habr Je'lo and Dhulabahante. [1] : 61
Now, Buuhoodle It is the capital of Ayn region under the administration of Clan militia including being controlled by Somaliland in other parts.
As with much of Somaliland, most local residents in the Cayn region are nomadic pastoralists. [5]
The region was formerly part of Togdheer region.
Cayn was part of the Las Anod-Nogal District from 1944 with Las Anod as capital until 1974 when the Siad Barre government split the district between the Nugaal and Togdheer regions. [6] [ page needed ] John A Hunt stated the following about the Las Anod-Nogal District:
"The Nogal (Las Anod) District defined in 1944. This was supposed to have been done for administrative convenience, but the somewhat crooked boundary between the Burao and Nogal districts suggests that it was intended to make the Las Anod-Nogal District an entirely Dolbahanta Tribal District ... All the Dolbahanta have been Las Anod District since 1944, except for the Naleya Ahmed of the Ogadyahan Siad ... remaining in Erigavo District". [7]
In Somaliland, the Cayn territory is administrated as part of Togdheer region but it is legally part of Sool region as per Article 11, section 1 of the amended Local Government Act which came into force in 2020. [8] [9]

Sool is an administrative region (gobol) in eastern Somaliland. It borders Togdheer to the west, Sanaag to the north, Ethiopia to the south and Nugal, Bari to the east. Its capital city is Las Anod. The region is disputed by the self-declared Republic of Somaliland and SSC-Khatumo. The region is partially controlled by both polities.
Togdheer is an administrative region (gobol) in central Somaliland. Togdheer is bordered by Maroodi Jeex to the west, Saaxil to the north, Sanaag to the northeast, Sool to the east and Ethiopia to the south. Its capital is Burao.
Las Anod is the administrative capital of the Sool region, currently controlled by Khatumo State forces aligned with Somalia.
The Dhulbahante is a Somali clan family, part of the Harti clan which itself belongs to the largest Somali clan-family — the Darod. They are the traditional inhabitants of the physiographic Nugaal in its topographic sense, and its pre-independence administrative sense, which included Doollo. The clan's progenitor is buried at Badweyn.
Taleh is a historical town in the eastern Sool region of Somaliland. The town served as the capital of the pre-independence Dervish movement.

Buuhoodle, also known as Bohotle, is the largest city in the Togdheer region of Somalia. It serves as a significant border town for the movement of goods between Somalia and the Somali Region of Ethiopia. The surrounding district is rich in livestock with growing agricultural activities.
Aynaba, also spelt Ainabo, Ainaba or Aynabo is a major town in western Sool region of Somaliland as well as the administrative seat of the Aynaba District.

Garad Jama Garad Ali is the 21st supreme traditional clan Sultan (Garaad) of the Dhulbahante. He has significant influence in Somalia's current politics, particularly in North Somalia.
Dharkayn Geenyo is a town in the southern Sool region of Somalia.
The Somaliland National Army, is the land force and largest branch of the Somaliland Armed Forces is based in the Somaliland capital of Hargeisa. The Somaliland National Army is composed entirely of professionals and volunteers due to the army not being mandatory of conscription. Some Somaliland battalions operate near the Puntland border due to a border dispute.
The Mohamoud Garad is a Somali clan. Its members form a part of the Dhulbahante, a sub-division of the Harti/Darod clan-family. The clan is divided into three main sub-clans ― namely the Jama Siad, the Ugaadhyahan and Omar Wa’eys.
Ahmed Abdi Mohamud Sugulle "Habsade" is a Puntland and Somaliland politician. He was a decorated Colonel in the Somali Armed Forces and the second in command of the Somali Custodial Corps equivalent to that of the Italian Arma dei Carabinieri but the Custodial Corps fall under the Ministry of the Interior and are part of the Police Force. A politician and respected elder later in life (he was instrumental in the founding of Somaliland and became the Speaker of the Somaliland House of Representatives. In 1998, he was appointed Minister of the Interior of Puntland but was dismissed in 2007 after a conflict with Mohamud Muse Hersi, who became President of Puntland in 2006. In 2007, he brought Somaliland troops into Las Anod, leading to Somaliland's effective control of the Sool region. He served as various Somaliland Ministers of state from 2008. In 2014, Abdiweli Gaas became President of Puntland and he come back to Puntland.
'SSC or HMB-SSCUnity and Salvation Authority of the SSC regions of Somalia' or HBM-SSC was the name of the self-proclaimed autonomous government of the Dhulbahante clan living between Somaliland and Puntland, which was active from 2009 to around 2012. It claimed possession of the so-called SSC regions of Sool (S), Sanaag (S), and Cayn (C).
Garad Abdullah Garaf Soofe Durraan, Garad, of the Ahmed Garad, the second most senior chief of the Farah Garad branch of the Dhulbahante clan of the Somali people. He was one of the elders of the Dhulbahante clan. In his later years, he often attended meetings as a representative of the Buuhoodle.
Awrboogays(Awrbogays, Awr-boogays, Ar-boogays) is a town in south-central Sanaag in khaatumo Somalia.
The Las Anod conflict is an ongoing armed conflict between the Somaliland National Army and the SSC-Khatumo forces of the Dhulbahante in Las Anod, the capital of the Sool region.
