Thamsanqa Simon China Dodovu (born 12 July 1969) is a South African politician who is currently serving as a Delegate to the National Council of Provinces since May 2019. He was formerly the Mayor of Klerksdorp's Matlosana Local Municipality and served as the Member of the Executive Council (MEC) for Local Government and Traditional Affairs in the North West provincial government from May 2012 until June 2013. Dodovu is a member of the African National Congress and served as the party's Deputy Provincial Chairperson in the North West from 2011 to 2015.
Dodovu has a Master's degree in public administration from the University of Stellenbosch and a Master of Science in urban housing management from Sweden's University of Lund. [1] [2] [3] In the 1990s,he joined the regional leadership of his political party,the African National Congress (ANC),in the newly constituted North West province. [2] He served as a Member of Parliament from 2004 to 2006. [2]
By 2007, [4] [5] he was the Executive Mayor of the City of Matlosana Local Municipality in Klerksdorp, [6] as well as the Regional Chairperson of the ANC's branch in the Dr Kenneth Kaunda District Municipality. [2] Sources told the Daily Maverick that he was one of several provincial ANC leaders who opposed the leadership of Premier Maureen Modiselle. [6] On the national political stage,he was viewed as politically aligned to ANC presidential challenger Jacob Zuma ahead of the ANC's hotly contested 52nd National Conference in December 2007. [7] In May 2008,at a chaotic party elective conference,Dodovu –at the time still Matlosana mayor –was viewed as the leader of a slate of candidates which unsuccessfully battled Supra Mahumapelo and his supporters for top leadership positions in the ANC's North West provincial branch. [7]
Ahead of the ANC's next provincial elective conference,Dodovu campaigned as the running mate of his former rival,outgoing ANC Provincial Secretary Supra Mahumapelo. [8] On 12 February 2011,he was elected to a four-year term as Deputy Provincial Chairperson of the ANC in the North West,receiving a resounding 520 votes against the 203 votes received by his opponent,Moeti Moilwa. [9] Mahumapelo also won election as Provincial Chairperson, [9] though in later years the Daily Maverick reported that Dodovu and Mahumapelo did not have a good relationship. [6] According to the Mail &Guardian ,Dodovu supported Kgalema Motlanthe's unsuccessful bid to unseat Jacob Zuma at the party's 53rd National Conference in 2012. [10]
On 3 May 2012,Dodovu was appointed to the North West Executive Council in a cabinet reshuffle by the incumbent Premier of the North West,Thandi Modise. He was appointed Member of the Executive Council (MEC) for Local Government and Traditional Affairs,succeeding Paul Sebegoe. [11] [12] [13]
On 25 February 2013,Dodovu was arrested at his office in Potchefstroom in connection with the murder of David Chika,the regional secretary of the ANC's Dr Kenneth Kaunda regional branch. Chika had been shot dead in his driveway in Klerksdorp in December 2012,shortly before the national ANC conference; [6] [14] according to the Mail &Guardian,he had been accused by anti-Zuma ANC leaders in the North West of interfering with party administrative processes in a manner which had boosted the strength of pro-Zuma delegates to the national conference. [10] Dodovu was arrested along with seven other suspects,including other local ANC politicians,on suspicion of conspiracy to commit murder. [6]
In March 2013,Dodovu and his co-accused were charged,each with two counts of conspiracy to murder and one count of murder,and released on bail. [15] Shortly afterwards,the North West ANC suspended Dodovu as Provincial Deputy Chairperson,pending the completion of the trial. [15] Premier Modise initially supported Dodovu,saying that she was assured that he would cooperate with the investigation and that he should be considered innocent until proven guilty. [6] However,in June 2013,Modise sacked Dodovu as MEC,emphasising that he had not been found guilty but that his removal was "aimed at faster delivery and eliminating the need for us to answer for hang-ups";he was succeeded by Manketsi Tlhape. [16] Dodovu remained an ordinary Member of the Provincial Legislature until the 2014 general election,which occurred in the middle of his trial,but he did not stand for re-election to his seat. [1]
Throughout his trial,Dodovu maintained his innocence and alleged that the charges against him were politically motivated. [17] His supporters linked his prosecution to his opposition to Zuma at the ANC's 53rd National Conference,as well as to what they described as a campaign by Mahumapelo to consolidate power in the North West ANC and government. [6] [10] Dodovu also alleged in court papers that he was being targeted because he had uncovered financial mismanagement in the Matlosana Local Municipality. [10]
Dodovu was acquitted in November 2014. [18] [17] In the aftermath of the trial,he was expected to contest for re-election as ANC Deputy Provincial Chairperson on a slate of candidates opposed to Mahumapelo and headed by Nono Maloyi. However,at the next ANC provincial elective conference in February 2015 in Mafikeng,Sello Lehari was elected unopposed as Dodovu's successor. [19]
In the 2019 general election,Dodovu was ranked 13th on the ANC's regional party list for the North West and was elected as a Delegate to the National Council of Provinces (NCOP),the upper house of the South African Parliament. [1] In June 2019,he was elected Chairperson of the NCOP's Select Committee on Cooperative Governance and Traditional Affairs,Water and Sanitation and Human Settlements. [1]
Simultaneously,he became Chairperson of Parliament's Ad Hoc Committee on North West Intervention after being elected unopposed to the position on 29 January 2021. The committee was established to oversee the national government's intervention in the North West province,which in May 2018 had been placed under national administration in terms of Section 100 of the South African Constitution. [3] Former Premier Mahumapelo wrote to the NCOP's Chairperson,Amos Masondo,to object to Dodovu's appointment,claiming that Dodovu had been part of an anti-Mahumapelo campaign in the North West and therefore could not be trusted to lead the committee without bias. [20] [21] As chairperson Dodovu also clashed with Mahumapelo's successor,Premier Job Mokgoro. [22] He remained chairperson of the committee as of February 2022,when the committee recommended that the Section 100 intervention should be lifted. [23]
As of December 2007,he was married to Madimabe Dodovu. [4] [24]
The North West Provincial Legislature is the primary legislative body of the South African province of North West. It is unicameral in its composition,and elects the premier and the provincial cabinet from among the members of the leading party or coalition in the parliament.
Thandi Ruth Modise is a South African politician who served as the Minister of Defence and Military Veterans from 2021 to 2024. She was previously the Premier of the North West from 2010 to 2014,Chairperson of the National Council of Provinces from 2014 to 2019,and Speaker of the National Assembly from 2019 to 2021.
Supra Obakeng Ramoeletsi Mahumapelo is a South African politician and singer who was Premier of North West from May 2014 to May 2018 during the 5th North West Provincial Legislature. He formerly served as Speaker of the North West Provincial Legislature from April 2012 to May 2014.
Mokone Collen Maine is a South African politician who has been the Deputy Speaker of the North West Provincial Legislature since October 2024. He was the president of the African National Congress (ANC) Youth League between September 2015 and July 2019.
Mmoloki Saviour Cwaile is a South African politician who served as the North West MEC for Cooperative Governance,Human Settlements and Traditional Affairs from November 2020 to August 2021. A member of the African National Congress,he has been a Member of the North West Provincial Legislature since February 2019. Cwaile had previously served as the chairperson of the Portfolio Committee on Premier,Finance,Cooperative Governance,Human Settlement and Traditional Affairs in the legislature.
Motlalepula Ziphora Rosho is a South African politician. A member of the African National Congress,she was elected deputy speaker of the North West Provincial Legislature in 2010. In 2012 she was appointed as the Member of the Executive Council (MEC) for Economic Development,Environment,Conservation and Tourism in the North West Provincial Government. Rosho was discharged from the executive council in 2014 and then served in the provincial legislature as a committee chairperson until December 2018,when she returned to the executive as MEC for Local Government and Human Settlement. Rosho was appointed as MEC for Finance after the 2019 elections. After the 2024 election,she became the chief whip of the house in the legislature.
Itiseng Kenneth Morolong is a South African politician from the North West Province. A member of the African National Congress (ANC),he has been the Deputy Minister in the Presidency since March 2023. He rose to prominence as a youth activist in the Congress of South African Students and ANC Youth League before he was elected to the National Assembly in May 2019.
Patrick Dumile Nono Maloyi is a South African politician who served as the Member of the Executive Council (MEC) for Human Settlement,Cooperative Governance and Traditional Affairs in the North West province from November 2022 until June 2024. In August 2022,he was elected Provincial Chairperson of the African National Congress (ANC) in the North West,a position he formerly held from 2008 to 2009.
Molefi David "Dakota" Legoete is a South African politician and political strategist from the North West. He represents the African National Congress (ANC) in the National Assembly,where he is chairperson of the Portfolio Committee on Defence and Military Veterans. He has been a member of the ANC National Executive Committee since December 2017.
Jonas Sello Lehari is a South African politician who is currently serving as Member of the Executive Council (MEC) for Health in the North West. Since 2009,she has served continuously in the North West Provincial Legislature and the Executive Council of the North West,including as MEC for Tourism from 2014 to 2018 and as the MEC for Agriculture and Rural Development from December 2018 until June 2024.
Mmaphefo Lucy "Wendy" Matsemela is a South African politician who was Member of the Executive Council (MEC) for Education in the North West from May 2019 to December 2022. She represented the African National Congress (ANC) in the National Assembly from 2004 to 2009 and in the North West Provincial Legislature from 2009 to 2022. While in the provincial legislature,she served almost continuously in the North West Executive Council,excepting two gaps from 2010 to 2013 and from 2016 to 2018. She resigned from the provincial legislature in December 2022 after Premier Bushy Maape fired her as an MEC.
Daniel Kabelo Mataboge is a South African politician who has represented the African National Congress (ANC) in the North West Provincial Legislature since 2019. He was formerly the Provincial Secretary of the ANC's North West branch from 2011 to 2013;in 2013,after a hostile fallout with Supra Mahumapelo,he was suspended from the party for two years.
Ontlametse Regina Mochware is a South African politician who served as the North West's Member of the Executive Council (MEC) for Culture,Arts and Traditional Affairs from May 2016 to May 2019. Magome Albanos Masike is a South African politician and businessman who served as the North West's Member of the Executive Council (MEC) for Health from November 2010 to December 2018,becoming the province's longest-serving Health MEC. He was fired from the Executive Council by Job Mokgoro and did not seek re-election to the North West Provincial Legislature in 2019. He is a member of the African National Congress (ANC).
