Emergency services and rescue services [1] are organizations that ensure public safety, security, and health by addressing and resolving different emergencies. Some of these agencies exist solely for addressing certain types of emergencies, while others deal with ad hoc emergencies as part of their normal responsibilities. Many of these agencies engage in community awareness and prevention programs to help the public avoid, detect, and report emergencies effectively. Emergency services are often considered first responders, and typically have dedicated emergency vehicles.
Emergency services have one or more dedicated emergency telephone numbers reserved for critical emergency calls. In many countries, one number is used for all of the emergency services (e.g. 911 in many parts of the Americas, 999 in the United Kingdom, 112 in continental Europe, 000 in Australia). In some countries, each emergency service has its own emergency number (e.g. 110 for police, 118 for coast guard, 119 for fire and medical in Japan; 110 for police, 119 for fire, 120 for medical in China). Calls made to emergency services to report emergencies are called calls for service.
The availability of emergency services depends very heavily on location, and may in some cases also rely on the recipient giving payment or holding suitable insurance or other surety for receiving the service.
Primary emergency services are emergency services that provide basic emergency assistance and care. They can be summoned directly by the public. There are three primary emergency services and they are listed in the following order.
Specialized emergency services are emergency services that are not considered one of the three primary emergency services. They can be provided by one of the primary emergency services (often as a division or unit) or by a separate governmental or private body.
Specialized emergency services may typically be contacted and requested by the public, unless they are a division or unit of a primary emergency service. They may also often be requested by primary emergency services to handle certain emergencies or augment existing emergency services personnel. Some of these services may be location-specific and have jurisdiction over specific areas or situations, with little if any authority outside them.
In some jurisdictions, specialized emergency services may be allowed to use emergency lights on their vehicles, often yellow or amber lights unless they are already part of a primary emergency service, in which case they typically use the emergency lighting configuration used by their respective emergency service.
Effective emergency service management requires agencies from many different services to work closely together and to have open lines of communication. Most services do, or should, have procedures and liaisons in place to ensure this, although absence of these can be severely detrimental to good working. There can sometimes be tension between services for a number of other reasons, including professional versus voluntary crew members, or simply based on area or division. To aid effective communications, different services may share common practices and protocol for certain large-scale emergencies. In the UK, commonly used shared protocols include CHALET and ETHANE while in the US, the Department of Homeland Security has called for nationwide implementation of the National Incident Management System (NIMS), [2] of which the Incident Command System (ICS) is a part. Smart Emergency Response System (SERS) [4] prototype was built in the SmartAmerica Challenge 2013–2014, [5] a United States government initiative. SERS was created by a team of nine organizations. The project was featured at the White House in June 2014 and called an exemplary achievement by Todd Park (U.S. Chief Technology Officer).
The SmartAmerica initiative challenges the participants to build cyber-physical systems as a glimpse of the future to save lives, create jobs, foster businesses, and improve the economy. SERS primarily saves lives. The system provides the survivors and the emergency personnel with information to locate and assist each other during a disaster. SERS allows organization to submit help requests to a MATLAB-based mission center connecting first responders, apps, search-and-rescue dogs, a 6-feet-tall humanoid, robots, drones, and autonomous aircraft and ground vehicles. The command and control center optimizes the available resources to serve every incoming requests and generates an action plan for the mission. The Wi-Fi network is created on the fly by the drones equipped with antennas. In addition, the autonomous rotorcrafts, planes, and ground vehicles are simulated with Simulink and visualized in a 3D environment (Google Earth) to unlock the ability to observe the operations on a mass scale. A common measurement in benchmarking the efficacy of emergency services is response time, the amount of time that it takes for emergency responders to arrive at the scene of an incident after the emergency response system was activated. Due to the nature of emergencies, fast response times are often a crucial component of the emergency service system. [7]
Military aid to the civil community (MACC) is a phrase referring to the armed forces providing a service to the civilian community. It is used in many countries, particularly the United Kingdom.
A first responder is a person with specialized training who is among the first to arrive and provide assistance or incident resolution at the scene of an emergency. First responders typically include law enforcement officers, emergency medical services members, fire service members and Public Works employees such as Heavy Equipment Operators as well as Public Works Tree Department personnel. In some jurisdictions, emergency department personnel, such as doctors and nurses, are also required to respond to disasters and critical situations, designating them first responders; in other jurisdictions, military and security forces may also be authorized to act as first responders.
Emergency management is a science and a system charged with creating the framework within which communities reduce vulnerability to hazards and cope with disasters. Emergency management, despite its name, does not actually focus on the management of emergencies; emergency management or disaster management can be understood as minor events with limited impacts and are managed through the day-to-day functions of a community. Instead, emergency management focuses on the management of disasters, which are events that produce more impacts than a community can handle on its own. The management of disasters tends to require some combination of activity from individuals and households, organizations, local, and/or higher levels of government. Although many different terminologies exist globally, the activities of emergency management can be generally categorized into preparedness, response, mitigation, and recovery, although other terms such as disaster risk reduction and prevention are also common. The outcome of emergency management is to prevent disasters and where this is not possible, to reduce their harmful impacts.
Disaster response refers to the actions taken directly before, during, or immediately after a disaster. The objective is to save lives, ensure health and safety, and meet the subsistence needs of the people affected. It includes warning and evacuation, search and rescue, providing immediate assistance, assessing damage, continuing assistance, and the immediate restoration or construction of infrastructure. An example of this would be building provisional storm drains or diversion dams. Emergency response aims to provide immediate help to keep people alive, improve their health and support their morale. It can involve specific but limited aid, such as helping refugees with transport, temporary shelter, and food. Or it can involve establishing semi-permanent settlements in camps and other locations. It may also involve initial repairs to damage to infrastructure, or diverting it.
Public security or public safety is the prevention of and protection from events that could endanger the safety and security of the public from significant danger, injury, or property damage. It is often conducted by a state government to ensure the protection of citizens, persons in their territory, organizations, and institutions against threats to their well-being, survival, and prosperity.
The Alaska State Troopers, officially the Division of Alaska State Troopers (AST), is the state police agency of the U.S. state of Alaska. It is a division of the Alaska Department of Public Safety (DPS). The AST is a full-service law enforcement agency that handles both traffic and criminal law enforcement. The AST is also involved in apprehending fugitives as part of the Alaska Fugitive Task Force, an inter-agency collaborative of Alaska police departments that cooperates with police agencies throughout the United States and less commonly with Interpol in apprehending wanted men and women. Unlike many lower 48 states, the AST also serves as Alaska’s primary environmental law enforcement agency; troopers assigned to the AST’s Division of Alaska Wildlife Troopers are known as "Alaska Wildlife Troopers" and primarily serve as game wardens, although they retain the same powers as other Alaskan state troopers.
The Arlington County Fire Department (ACFD) provides fire, emergency medical, and allied public safety services for Arlington County and the City of Falls Church in Virginia, USA. It is highly regarded within the profession as an innovator and leader in enhancing the industry. Among its many firsts are the hiring of the first female career firefighter in the world in 1974 and partnering with the United States Public Health Service to develop America's first Metropolitan Medical Strike Team to respond to the consequences of a chemical, biological or radiological terrorist attack.
The Port Authority of New York and New Jersey Police Department, or Port Authority Police Department (PAPD), is a law enforcement agency in New York and New Jersey, the duties of which are to protect and to enforce state and city laws at all the facilities, owned or operated by the Port Authority of New York and New Jersey (PANYNJ), the bi-state agency running airports, seaports, and many bridges and tunnels within the Port of New York and New Jersey. Additionally, the PAPD is responsible for other PANYNJ properties including three bus terminals, the World Trade Center in Lower Manhattan, and the PATH train system. The PAPD is the largest transit-related police force in the United States.
An emergency service unit (ESU), alternatively emergency service detail (ESD) or emergency service squad (ESS), is a type of unit within an emergency service, usually police, that is capable of responding to and handling a broader or more specific range of emergencies and calls for service than regular units within their organization, such as rescue, emergency management, and mass casualty incidents. They are similar to police tactical units, fire department technical rescue, and incident response teams in other emergency services and organizations, and often have similar or overlapping roles; the term is also used synonymously for these units, or as a catch-all for units that combine multiple disciplines and roles under one banner.

Citizen Corps is a program under the Department of Homeland Security, founded in 2002 as part of the USA Freedom Corps, that provides training for the population of the United States to assist in the recovery after a disaster or terrorist attack. Each local Citizen Corps Council partners with organizations, volunteers and businesses to organize responders, volunteers and professional first responders for an efficient response so efforts are not wasted by being duplicated. By training in Incident Command, volunteers know whom to report to and how the incident is organized. This prevents sites from being inundated by untrained and unprepared personnel preventing operation. Citizen Corps also works in conjunction with the Corporation for National and Community Service in promoting national service opportunities for promoting homeland security needs.
An incident response team (IRT) or emergency response team (ERT) is a group of people who prepare for and respond to an emergency, such as a natural disaster or an interruption of business operations. Incident response teams are common in public service organizations as well as in other organizations, either military or specialty. This team is generally composed of specific members designated before an incident occurs, although under certain circumstances the team may be an ad hoc group of willing volunteers.
The police departments of the University of California system are charged with providing law enforcement to each of the system's campuses.
The California Governor's Office of Emergency Services is a California cabinet-level office responsible for overseeing and coordinating emergency preparedness, response, recovery and homeland security activities within the state. The agency was created by AB 38 (2008), superseding both the Office of Emergency Services (OES) and Office of Homeland Security (OHS).
A mass casualty incident describes an incident in which emergency medical services resources, such as personnel and equipment, are overwhelmed by the number and severity of casualties. For example, an incident where a two-person crew is responding to a motor vehicle collision with three severely injured people could be considered a mass casualty incident. The general public more commonly recognizes events such as building collapses, train and bus collisions, plane crashes, earthquakes and other large-scale emergencies as mass casualty incidents. Events such as the Oklahoma City bombing in 1995, the September 11 attacks in 2001, and the Boston Marathon bombing in 2013 are well-publicized examples of mass casualty incidents. The most common types of MCIs are generally caused by terrorism, mass-transportation accidents, fires or natural disasters. A multiple casualty incident is one in which there are multiple casualties. The key difference from a mass casualty incident is that in a multiple casualty incident the resources available are sufficient to manage the needs of the victims. The issue of resource availability is therefore critical to the understanding of these concepts. One crosses over from a multiple to a mass casualty incident when resources are exceeded and the systems are overwhelmed.
Homeland Security Grant Program (HSGP) is a program in the United States established in 2003 and was designated to incorporate all projects that provide funding to local, state, and Federal government agencies by the Department of Homeland Security. The purpose of the grants is to purchase surveillance equipment, weapons, and advanced training for law enforcement personnel in order to heighten security. The HSGP helps fulfill one of the core missions of the Department of Homeland Security by enhancing the country's ability to prepare for, prevent, respond to and recover from potential attacks and other hazards. The HSGP is one of the main mechanisms in funding the creation and maintenance of national preparedness, which refers to the establishment of plans, procedures, policies, training, and equipment at the Federal, State, and local level that is needed to maximize the ability to prevent, respond to, and recover from major events such as terrorist attacks, major disasters, and other emergencies. The HSGP's creation stemmed from the consolidation of six original projects that were previously funded by the Office of State and Local Government Coordination and Preparedness. The HSGP now encompasses five projects in the program: State Homeland Security Program, Urban Areas Security Initiative, Operation Stonegarden, Metropolitan Medical Response System Program, and Citizen Corps Program. During the 2010 fiscal year, the Department of Homeland Security will spend $1,786,359,956 on the Homeland Security Grant Program.

The Vancouver Fire Department (VFD) provides fire protection and emergency medical services to the city of Vancouver and, by contract to Clark County Fire District 5, in Washington, United States. The VFD's response area is 89.2 square miles (231 km2) with a population of over 297,400. The VFD has the highest call volume per firefighter in the state. ALS transport is provided by AMR, making the VFD's service area population by far the largest in Western Washington without public ALS ambulance service.
