The constituency is formed from parts of the former Fareham and Meon Valley constituencies. On 5 April 2023, Suella Braverman (MP for Fareham) defeated Flick Drummond (previously MP for Meon Valley) by 77 votes to 54, to be preselected by a majority of local party members as the Conservative Party's candidate for the new seat in the 2024 election. Fareham is a market town at the north-west tip of Portsmouth Harbour, between the cities of Portsmouth and Southampton in south east Hampshire, England. It gives its name to the Borough of Fareham. It was historically an important manufacturer of bricks, used to build the Royal Albert Hall, and grower of strawberries and other seasonal fruits. In 2011 it had a population of 42,210.
Winchester, or the City of Winchester, is a local government district with city status in Hampshire, England.

The 2023 Periodic Review of Westminster constituencies was the most recent cycle of the process to redraw the constituency map for the House of Commons. The new constituency boundaries were approved by the Privy Council on 15 November 2023 and came into law on 29 November.

Counting began after conclusion of voting at 22:00 the same day and the results for almost all constituencies were declared in the early hours of 5 July. The Labour Party formed a majority government under the leadership of Keir Starmer, winning over 400 seats. Other parties including the Liberal Democrats, Reform UK and the Green Party saw an increase in their seat share in the House of Commons at expense of the Conservatives and the Scottish National Party.
