Pakistan receives foreign aid from several countries and international organizations. Since the start of the War in Afghanistan, the majority of the aid comes from the United States via the Coalition Support Fund which is reimbursement to Pakistan for counter-terrorism operations. Foreign aid from America has been stopped since 2018. [1]
Pakistan received $649 million in aid for education in 2015, the highest it had received so far. the aid had increased from $586 million in 2014 to $649 million in 2015. The paper also reports that Pakistan received the most aid out of all the countries in Southern Asia, with India just behind receiving $589 million in 2015. The biggest part of the aid to Pakistan was given for basic education. Out of the total $649 million, $371 million or 57.16 per cent was given for basic education. [2]
One of the biggest organizations supporting the electoral process in Pakistan is the Election Support Group (ESG). ESG is an internationally supported group of interested parties, made 32 specific recommendations to the Election Commission based on the recommendations of 16 international organizations. [3] A meeting was held in October 2009 to present these ideas to the commission. The Commission commissioned ESG to provide them with a recommendations on how to best solve the addressed problems. [4]
In 2013, Saudi Arabian government donated US$1.5 billion to Pakistan to increase its foreign reserves and meet its needs of balance of trade deficit. [5]
Former US Ambassador to Pakistan Anne W. Patterson addressed senior bureaucrats at the National Management College and emphasised that the United States will assist Pakistan's new democratic government in the areas of development, stability, and security. [6] The United States Agency for International Development (USAID) in Pakistan, officially announced the signing of an agreement valued at $8.4 million to help ease Pakistan's food crisis. [6] It is also hoped by the United States that Pakistan under the administration of Nawaz Sharif would only strengthen relations between Pakistan and the United States. Since the start of the War in Afghanistan, the majority of the Aid comes from the United States. The Majority of US assistance to Pakistan is from the Coalition Support Fund which is reimbursement "to Pakistan for expenses already incurred and compensation for facilities made available to the coalition forces such as the Shamsi Airfield and Dalbandin air bases by Pakistan as well as $4 billion has been billed to CSF for the training and services provided by American Military and contractors."
In 2006, the International Foundation for Electoral Systems (IFES) implemented a 9 million dollar contract through USAID to install a computerised electoral rolls system for the Pakistani government. [7]
USAID, IFES, United Nations Development Programme (UNDP), and National Democratic Institute for International Affairs (NDI) have also coordinated a number of initiatives to help train election officials in Pakistan. Part of this activity was the establishment of a Federal Election Academy and a library to support the Election Commission of Pakistan. [8]
Between 2002 and 2011, US Congress approved $18 billion [9] in military and economic aid from the United States. However the Pakistan Treasury only received $8.647 billion in direct financial payments.
Western officials have claimed nearly 70% (roughly $3.4 billion) of military aid has been misspent in 2002–2007 and used to cover civilian deficit. However, Pakistan argues the civilian deficit was caused by poor economy from the War on Terror. However U.S-Pakistani relationship has been a transactional based and U.S. military aid to Pakistan and aid conditions has been shrouded in secrecy for several years until recently. [10] [11] [12] Furthermore, a significant proportion of US economic aid for Pakistan has ended up back in the US, as funds are channelled through large US contractors. [13] [14] Pakistan also states it has spent $80 billion on the War on Terror since 2001. [15]
The Kerry-Lugar Bill passed in 2009 after democratic elections in Pakistan had proposed $1.5 billion in annual assistance to Pakistan. [16] However, due to problems and differences in the bilateral relationship over issues such as drone strikes, India, and the Raymond Davis incident, the full amount was not transferred. Pakistan was promised $1.5 billion annually till 2014, but in the very first year the target was not met. Only $179.5 million out of $1.51 billion in US civilian aid to Pakistan was actually disbursed in fiscal year 2010. [17]
Of the $179.5 million received by Pakistan in 2010, $75 million of the US aid funds were transferred to bolster the Benazir Income Support Program, a social development program run by the Pakistani government. Another $45 million was given to the Higher Education Commission to support "centers of excellence" at Pakistani universities; $19.5 million went to support Pakistan's Fulbright Scholarship program; $23.3 million went to flood relief. [17]
Pakistan has faced a significant problem in corruption and it has been detrimental to the country's economic, political and foreign aid standing. This corruption and a lack of transparency has been viewed as a key obstacle to the effective implementation of U.S. foreign aid in Pakistan. U.S. officials are concerned that a large proportion of the financial aid to Pakistan is being used to pay consulting fees and administration overhead. This was added to by the harassment of workers in the region and a need to pay officials bribes as a means to progress on projects in the region. [18]
The United States officials, as a result of corruption, believe that channeling the aid through Pakistani agencies may lead to a more effective implementation of the foreign aid. [19] Officials further supported this idea as they believe that Pakistani civilian bureaucracies did not have the capacity to be effective aid implementing partners. [19] In addition to internal corruption, reports from Pakistan also suggest that large amounts of foreign aid were being used to fund its war against India and maintain a position of power against their rivals India. [19] As a result, reportedly nearly half of the aid given to Pakistan is being rendered unused due to corruption and the United States believes that altering its method of channeling the aid is the way to improve the implementation.
As a result of security concerns and inability of American aid workers to deliver the aid to certain regions in Pakistan, Pakistani institutions are responsible for a majority of the aid delivery to regions including the Federally Administered Tribal Areas (FATA). The areas needing the aid have residents that have anti-American sentiment and hence the delivery of any aid containing the American flag or label has led to several extremist attacks and reactions. [20] In 2012, aid organizations including the International Committee of the Red Cross were forced to shut down operations in FATA regions of Pakistan after finding a British national employee had been beheaded as a result of negative perception to aid. [20] The idea that the residents in these areas "don't like America anymore" [20] poses great security risks for aid delivery for the United States and form a roadblock to the effective implementation of the aid in Pakistan. The need to outsource delivery to Pakistan leads to a lack of control and difficulty in monitoring and evaluating the implementation of the aid and has been a leading cause of the ineffective implementation of U.S. aid.[ citation needed ]
Perception Of US aid in Pakistan
Most Pakistani people were not happy[ citation needed ] about the US aiding the Pakistani government, because view in the streets was that the aid never reached ordinary Pakistanis, who not only suffered the consequences of war on its borders but also never benefited from the aid the US gave due to vast corruption in the government.

In total, the United States obligated nearly $78.3 billion to Pakistan between 1948 and 2016 (adjusted to 2016 value of dollar). [23] [24] [25]
United Kingdom pledged £665 million to Pakistan from 2009 to 2013. [26] Between 2014 and 2019, Pakistan was the largest recipient of direct UK foreign development aid. It received approximately £320 million in aid in 2019/20 as part of Department for International Development's programme. [27]
Pakistan has been trying to negotiate free trade deals with the EU and America as part of Western assistance in war against terror instead of aid. This policy is supported by the Washington-based think tank Center for Global Development [28]
Pakistan has been trying to negotiate debt cancellation. Currently Pakistan spends $6 billion on debt servicing annually.
The United States Agency for International Development (USAID) is an independent agency of the U.S. federal government that is primarily responsible for administering civilian foreign aid and development assistance. With a budget of over $27 billion, USAID is one of the largest official aid agencies in the world and accounts for more than half of all U.S. foreign assistance—the highest in the world in absolute dollar terms.
Development aid is a type of foreign/international/overseas aid given by governments and other agencies to support the economic, environmental, social, and political development of developing countries. Closely-related concepts include: developmental aid, development assistance, official development assistance, development policy, development cooperation and technical assistance. It is distinguished from humanitarian aid by aiming at a sustained improvement in the conditions in a developing country, rather than short-term relief. Development aid is thus widely seen as a major way to meet Sustainable Development Goal 1 for the developing nations.

There have been more than 15 natural disasters since 2001 including tropical storms, flooding, earthquakes and hurricanes. The international donor community classifies Haiti as a fragile state. Haiti is also considered a post-conflict state—one emerging from a recent coup d'état and civil war.
US$43 billion in International Monetary Fund (IMF) aid in 2003 was sent as foreign aid to Indonesia, and this assistance has traditionally been an important part of the central government's budget. From 1967 to 1991, most aid was coordinated through the Inter-Governmental Group on Indonesia (IGGI) founded and chaired by the Netherlands; since 1992, without the Netherlands, the organization has been known as the Consultative Group on Indonesia (CGI). Although Indonesia terminated its IMF aid program in December 2003, it still receives bilateral aid through the CGI, which pledged US$2.8 billion in grants and loans for 2004. Japan and the Asian Development Bank also have been key donors.
International aid has been provided to Palestinians since at least the 1948 Arab–Israeli War. The Palestinians view the aid as keeping the Israeli–Palestinian peace process going, while the Israelis claim that it is used to fund terrorism and removes the imperative to Palestinians to negotiate a settlement of the Israel-Palestinian conflict. The Palestinian National Authority (PA), within the West Bank and Gaza Strip, receives one of the highest levels of aid in the world. On 15 August 1947, one day after the independence of Pakistan through the partition of British India, the United States became one of the first nations to establish relations with Pakistan. The relations are a very important factor in the United States government's overall policy in South and Central Asia as well as Eastern Europe.
In different administrative and organizational forms, the Food for Peace program of the United States has provided food assistance around the world for more than 60 years. Approximately 3 billion people in 150 countries have benefited directly from U.S. food assistance. The Bureau for Humanitarian Assistance within the United States Agency for International Development (USAID) is the U.S. Government's largest provider of overseas food assistance. The food assistance programming is funded primarily through the Food for Peace Act. The Bureau for Humanitarian Assistance also receives International Disaster Assistance Funds through the Foreign Assistance Act (FAA) that can be used in emergency settings.
Reconstruction in Afghanistan refers to the efforts to improve Afghanistan's governance as well as physical buildings and infrastructure following the overthrow of the First Islamic Emirate of Afghanistan by the United States. These efforts involved various groups including supranational organizations, the Afghan government, the US government and other foreign governments, and civilians. These efforts also include training civil administrators, improving essential services and public safety, supporting civil society and self-determination, and promoting the rule of law and economic development.
The diplomatic relationship between the United States of America and Zambia can be characterized as warm and cooperative. Relations are based on their shared experiences as British colonies, both before, after and during the struggle for independence. Several U.S. administrations cooperated closely with Zambia's first president, Kenneth Kaunda, in hopes of facilitating solutions to the conflicts in Rhodesia (Zimbabwe), Angola, and Namibia. The United States works closely with the Zambian Government to defeat the HIV/AIDS pandemic that is ravaging Zambia, to promote economic growth and development, and to effect political reform needed to promote responsive and responsible government. In the years after the September 11, 2001 attack on the World Trade Center in New York City, Yemen became a key site for U.S. intelligence gathering and drone attacks on Al-Qaeda. According to the 2012 U.S. Global Leadership Report, 18% of Yemenis approved of U.S. leadership, with 59% disapproving and 23% uncertain. According to a February 2015 report from the Congressional Research Service, U.S. officials considered Al-Qaeda in the Arab Peninsula the Al-Qaeda affiliate "most likely to attempt transnational attacks against the United States."

United States foreign aid, also known as US foreign assistance consists of a variety of tangible and intangible forms of assistance the United States gives to other countries. Foreign aid is used to support US national security and commercial interests and can also be distributed for humanitarian reasons. Aid is financed from US taxpayers and other revenue sources that Congress appropriates annually through the United States budget process. It is dispersed through "over 20 U.S. government agencies that manage foreign assistance programs," although about half of all economic assistance is channeled through the United States Agency for International Development (USAID).
The Office of Transition Initiatives (OTI) is part of the United States Agency for International Development (USAID) Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA) and was developed to provide fast, flexible, short-term assistance to take advantage of windows of opportunity to build democracy and peace. It seeks to lay the foundations for long-term development by promoting reconciliation, jump starting economies and helping stable democracy take hold.
The Election Support Group (ESG) is an internationally sponsored organization which means to provide analysis and support to the electoral process in Pakistan. The secretariat for the group is the Pakistan branch of the International Foundation for Electoral Systems.
United States aid to Sudan has three key objectives: a definitive end to conflict, gross human rights abuses, and genocide in Darfur; implementation of the north–south Comprehensive Peace Agreement that results in a peaceful post-2011 Sudan, or an orderly path toward two separate and viable states at peace with each other; and ensuring that Sudan does not provide a safe haven for international terrorist. Sudan has experienced two civil wars since 1955, the second of which lasted 22 years. During this time, the U.S. was the largest provider of foreign aid to Sudan, largely focused on humanitarian aid through the U.S. Agency for International Development. Sudan is listed as the U.S. government's highest priority in Africa due to "its importance for counter-terrorism and regional stability, as well as the magnitude of human rights and humanitarian abuses" U.S. foreign aid to Sudan has begun to see some positive indicators of performance although critical reaction has said that aid to Sudan is neither strategic nor focused.
Jordan has been granted considerate amounts of international aid moneys toward environmental conservation. Foreign aid goes into mitigation projects in the areas of water scarcity, loss of arable land for agriculture, and renewable energy. Moreover, foreign aid goes toward the development of the eco-tourism sector. Jordan receives aid from different kinds of international agents. Principal institutions that donate money toward environmentalism in Jordan are the Global Environmental Facility (GEF), United States Agency for International Development (USAID), and World Bank. Recently, Jordan has had problems to control its budgetary deficit, which directly affects its ability to manage its environmental problems. That has made some point out that Jordan depends on International aid to control environmental-related issues. One of the examples of that is related to the construction of the East Ghor Canal.
