In Malaysian politics, a frog (Malay: katak politik, Sabahan: Buhangkut politik) refers to an act where a politician crosses the bench from one party to another (changing support). [1] [2] This term was first coined in during the 1994 Sabah state elections after United Sabah Party losing its majority even the party won the state elections. Despite its usage nationwide, it is more familiar within the state of Sabah. [3] Since May 25, 2023, nine (9) states of Malaysia has approved the Parties hopping prevention law also known as the "Anti-Switching Parties Law" or "Anti-Hopping Parties Law" for both Parliament and State legislative assembly including Sabah and Sarawak. [4]
Even prior to the 1994 Sabah state elections, a series of defections made by several local politicians has brought Sabahan politics into instability. For instance, the 1985 Sabah state elections produced a PBS-led government with Joseph Pairin Kitingan being the new Chief Minister. However, some of the new government lawmakers defected to either USNO or BERJAYA, resulting in the government losing its majority.
Pairin called a new election amidst a conflict across the state. His party later won the polls with a landslide victory, wiping out BERJAYA from the state political landscape. The government continued to rule for another eight years.
During the 1994 elections, PBS was able to retained its position as the government with a narrow majority, going on to form a new government with a majority of just two seats. In just only a few months, defections brought PBS left with only five MLAs, resulting an UMNO-led Barisan Nasional state government being formed. Sakaran Dandai was sworn in as the next CM until his appointment as the Yang di-Pertua Negeri of Sabah later that year.
The term katak derives from how the frog moves, which is hopping. It is widely becoming popular as the politicians jump from one party to another.
The 2018 state elections produced almost a similar outcome as the 1994 elections except it was ended with a hung assembly. Neither BN nor newly formed Parti Warisan Sabah and Pakatan Harapan was able to win the 31 seats of majority as both won 29 seats, leaving the Homeland Solidarity Party as the kingmaker with two seats. At last, STAR decided to teamed up with BN, allowing Musa Aman to be reelected as the Chief Minister for a fifth consecutive term, being the only Chief Minister of Sabah to do so. Despite that, the government immediately fell apart when UPKO decided to gave its support to WARISAN-PH, bringing the support to Shafie Apdal to 35 compared with Musa which was left behind with 25 seats. Only two days later, Shafie became the new CM with support from PH and UPKO.
A series of serious defections occurred after that. Not only several component parties of BN left the coalition, most of Sabah UMNO politicians decided to cross the floor. Musa Aman was the sole UMNO MLA throughout the term, while the rest either joining the newly formed BERSATU, WARISAN or remained independent.
After the election defeat, several of UMNO leaders decided to jump to BERSATU with MP for Jeli, Mustapa Mohamed became the first MP to do so. From 54 UMNO MPs elected, the party only had 39 MPs when the Parliament dissolved.
During the 2020–2022 Malaysian political crisis, several MPs from PKR and Bersatu from the then-ruling Pakatan Harapan coalition switch allegiance and sided with BN and PAS to topple the PH coalition. MPs Azmin Ali and Zuraida Kamaruddin, who were prominent in this crisis, later lost their elections during the 2022 Malaysian general election. [5]
The term 'katak' was once again coined in after Musa Aman claimed that BN has a majority to form a government, resulting into some speculations that several WARISAN-PH MLA may defect to the opposition. To prove the legitimacy of the government, Shafie asked the Yang di-Pertua Negeri to dissolve the Sabah State Legislative Assembly, in which his request was accepted. However, WARISAN lost the election to another newly formed Gabungan Rakyat Sabah coalition with a majority of three seats (32 (WARISAN)-38 (GRS)) (later six as all the independent MLAs joined GRS). [6] [7] Hajiji Noor, leader of the GRS was sworn in as the Chief Minister.
Across the three years prior to a state political crisis, 10 MLAs defected. Most of them joining the government coalition, while only two remained in opposition.
Following the 2022 general elections, the Sabah BERSATU within GRS decided to gave its support to Anwar Ibrahim as the Prime Minister. However, BERSATU at the federal level rejected any 'grand coalition' proposal and became the opposition. This caused a dispute and eventually led to a BERSATU Sabah breakaway. All the BERSATU Sabah MPs except Ronald Kiandee, MP for Beluran (who contested under Perikatan Nasional ticket instead of GRS) left the party.
All the state legislators joined the rebranded local party, The Parti Gagasan Rakyat Sabah (GAGASAN), while the members of the Dewan Rakyat remained direct members of GRS due to a law that forbade any lawmakers to defect.
Owing to Hajiji's decision to defect, then-Deputy Chief Minister I of Sabah, Bung Moktar Radin pulled his support for Hajiji, along with all UMNO MLAs except of five UMNO MLAs and one KDM Limbahau MLAs (The movement also known as Langkah Kinabalu or Kinabalu Move ). This situation resulted a crisis which led to expulsion of Bung from his position. Later on, Shahelmy Yahya (one of five UMNO MLAs who supported Hajiji) was appointed as Deputy Chief Minister III. Hajiji also reshuffled his cabinet, in which Pakatan Harapan rejoined the government. [8] With Pakatan Harapan and partial support from UMNO lawmakers, Hajiji resisted the crisis.
As a result, eleven MLA crossed the floor, in which the composition is as follows:
giving Hajiji a supermajority control over the assembly. After that, UMNO and KDM decided to support the government once again except Bung Moktar Radin-sect.
In 25 May 2023, the Sabah law of anti-hopping parties finally approved in the state legislative assembly and successfully gazzeted in 8 June 2023, the end of party hopping history in Sabah. [9]
In May 6, 2023, Perak MB, Datuk Seri Saarani Mohamad, insisted that the state government will remain intact until the end of the term, thus advising State Assembly Members (ADUN) not to be deceived by offers and jump (hopping) parties to the detriment of their respective political futures. He commented on rumors about four state assemblymen resigning, thus causing the Perak State Unity Government between Barisan Nasional (BN) and Pakatan Harapan (PH) to lose its majority in the state assembly and be forced to re-hold the state election (PRN). Commenting further, he who is also the Chairman of BN Perak rejected the possibility that the leadership of the Perak state government will change and the desire to form a new government by the opposition in Perak cannot be achieved if the BN-PH coalition still wins at least one of the vacant state assembly seats. Saarani Mohamad, who is also a Kota Tampan State Assembly Member, admitted that he knew about the rumors of an attempt to overthrow the Perak government three weeks ago, but denied that it would happen. The National Front, officially Barisan Nasional (BN), is a political coalition of Malaysia that was founded in 1974 as a coalition of centre-right and right-wing political parties to succeed the Alliance Party. It is the third largest political coalition with 30 seats in the Dewan Rakyat after Pakatan Harapan (PH) with 82 seats and Perikatan Nasional (PN) with 74 seats.
The chief minister of Sabah is the head of government of Sabah, Malaysia. Since September 2020, the position has been held by Hajiji Noor from the Parti Gagasan Rakyat Sabah from the coalition of Gabungan Rakyat Sabah (GRS) which had won the 2020 Sabah state election. As in other parts of the Malaysian federation, the Westminster Parliamentary system is adopted, whereby, the leader of the party with the most seats in the state legislature would usually become the chief minister of Sabah. In other words, it is the person commanding the support of the state legislature. The chief minister is appointed by the head of state known as the Yang di-Pertua Negeri. In comparison to other states in Malaysia, the office of the chief minister of Sabah has been held by a more diverse group of people in terms of ethnicity and religion. The post has been held by Kadazan-Dusuns, Bajaus, Malays, Chinese, Muruts, Rungus, Sungai, Idaans, and other persons of mixed heritage as well as being Muslims, Buddhists and Christians.
The 14th Perak State election was held on 9 May 2018. The previous state election was held on 5 May 2013. Each of the state assemblymen are elected to a five-year term each.
Datuk Mohamaddin bin Ketapi is a Malaysian politician who has served as Member of the Sabah State Legislative Assembly (MLA) for Segama since September 2020. He served as the Minister of Tourism, Arts and Culture in the Pakatan Harapan (PH) administration under former Prime Minister Mahathir Mohamad from July 2018 to the collapse of the PH administration in February 2020. He served as the Member of Parliament (MP) for Lahad Datu from October 2019 to November 2022 and for Silam from May 2018 to October 2019 as well as MLA for Lahad Datu from August 1986 to October 1990. He also served as the State Assistant Minister of Industrial and Rural Development of Sabah in the United Sabah Party (PBS) state administration under former Chief Minister Joseph Pairin Kitingan from 1986 to 1990. He is a member of the United Malays National Organisation (UMNO), a component party of the Barisan Nasional (BN) coalition. He was also member of the Parti Bangsa Malaysia (PBM), member of the Malaysian United Indigenous Party (BERSATU), a component party of the ruling Gabungan Rakyat Sabah (GRS) and Perikatan Nasional (PN) coalitions, member of the Heritage Party (WARISAN) and member of the PBS. He has also served as the 1st State Chairman of PBM of Sabah from August 2022 to his resignation from the party in January 2023. On 30 October 2021, he left WARISAN and became independent in support for GRS. Later, he officially became a member of BERSATU on 26 November 2021. However on 28 June 2022, he left BERSATU and became independent again in support for BN and GRS ruling coalitions after joining it only seven months prior. He then joined PBM and was appointed as its State Chairman of Sabah exactly two months later after leaving BERSATU on 28 August 2022. On 6 January 2023, he left PBM and joined UMNO and supported its withdrawal of support for GRS that triggered the 2023 Sabah political crisis.
Datuk Zakaria bin Mohd Edris is a Malaysian politician who served as the Member of Parliament (MP) for Libaran from May 2018 to November 2022, State Assistant Minister of Housing and Local Government of Sabah in the Barisan Nasional (BN) administration under former Chief Minister Musa Aman from 2013 to 2018 and Member of the Sabah State Legislative Assembly (MLA) for Gum-Gum from March 2004 to May 2018. He is a former member of Malaysian United Indigenous Party (BERSATU), an official main component party of the Perikatan Nasional (PN) and a former component party of Gabungan Rakyat Sabah (GRS) coalition also a former component party of Pakatan Harapan (PH) coalition. He also a former member of the United Malays National Organisation (UMNO), a component party of the BN coalition. He left UMNO to be an independent in 2018 and later joined BERSATU in 2019 until 2023. In 2023, he officially became the member of Sabah People's Ideas Party, the main component party of Gabungan Rakyat Sabah (GRS) along with 7 other parties.
The 2020–2022 Malaysian political crisis was triggered after several Members of Parliament (MPs) of the 14th Malaysian Parliament changed party support, leading to the loss of a parliamentary majority, the collapse of two successive coalition governments, and the resignation of two Prime Ministers. The political crisis culminated in a 2022 snap general election and eventual formation of a coalition government. This crisis ended in 2022 and Malaysian political crisis continued in the State of Sabah known as 2023 Kinabalu Move.
The National Alliance, officially Perikatan Nasional (PN), is a Malaysian political coalition consisting of right-wing political parties. Previously known as the Persatuan Perikatan Parti Malaysia. It is the second largest political coalition in Dewan Rakyat with 74 seats after Pakatan Harapan (PH) with 81 seats.
The 2020 Sabah state election took place on 26 September 2020 to elect all 73 elected members of the 16th Sabah State Legislative Assembly. The previous Assembly was dissolved on 30 July 2020.
Hajiji bin Haji Noor is a Malaysian politician who has served as the 16th Chief Minister of Sabah since 2020 and Member of the Sabah State Legislative Assembly (MLA) for Sulaman since 1990. He is also the first official chairman of political coalition party in Sabah, the Gabungan Rakyat Sabah Party and 3rd President of the Parti Gagasan Rakyat Sabah (GAGASAN).
Datuk Phoong Jin Zhe also known as Ginger Phoong is a Malaysian politician who has served as the State Minister of Industrial Development and Entrepreneurship of Sabah in the Gabungan Rakyat Sabah (GRS) state administration under Chief Minister Hajiji Noor since February 2023 and Member of the Sabah State Legislative Assembly (MLA) for Luyang since May 2018. He served as the State Minister of Industrial Development of Sabah in the GRS state administration under Chief Minister Hajiji from January 2023 to February 2023, State Minister of Youth and Sports of Sabah in the Heritage Party (WARISAN) administration under former Chief Minister Shafie Apdal from May 2019 to the collapse of the WARISAN administration in September 2020. He is a member and the State Chairman of Sabah of the Democratic Action Party (DAP), a component party of the Pakatan Harapan (PH) coalition. He was also the Youth Chief of DAP of Sabah or known as Chief of the DAP Socialist Youth, the youth wing of the party.
Jannie Lasimbang is a Malaysian politician who has served as Chairwoman of the Rural Development Corporation (KPD) of Sabah since February 2023 and Member of the Sabah State Legislative Assembly (MLA) for Kapayan since May 2018. She served as the State Assistant Minister of Law and Native Affairs of Sabah in the Heritage Party (WARISAN) state administration under former Chief Minister Shafie Apdal and former Minister Aidi Moktar from May 2018 to the collapse of the WARISAN state administration in September 2020. She is a member of the Democratic Action Party (DAP), a component party of the Pakatan Harapan (PH) coalition. She has also served as the International Secretary of DAP since March 2022 and State Vice Chairwoman of Sabah since 2024. She is also the sister of Jennifer Lasimbang, former State Assistant Minister of Education and Innovation of Sabah and former Moyog MLA.
Datuk Isnin bin Aliasnih is a Malaysian politician who has served as the State Assistant Minister of Housing and Local Government of Sabah in the Gabungan Rakyat Sabah (GRS) coalition under Chief Minister Hajiji Noor and Ministers Masidi Manjun and Joachim Gunsalam since October 2020 as well as Member of the Sabah State Legislative Assembly (MLA) for Klias since May 2018. He is a member of the Parti Gagasan Rakyat Sabah (GAGASAN), a component party of the GRS coalition and was a member of the Malaysian United Indigenous Party of Sabah, a component party of the Perikatan Nasional (PN) and formerly GRS coalitions, member of the United Malays National Organisation of Sabah, a component party of the Barisan Nasional (BN) coalitions.
Sabah People's Coalition, officially Gabungan Rakyat Sabah Party is a Malaysian coalition of Sabah-based parties. It was established in 2020 and then registered in 2022 by former United Alliance of Sabah (GBS) and United Borneo Alliance (UBA) component parties operating solely in Sabah inspired by the formula of Sarawak-based coalition, Sarawak Parties Alliance (GPS).
The 16th Sabah State Legislative Assembly is the current term of the Sabah State Legislative Assembly, the legislative branch of the Government of Sabah in Sabah, Malaysia. The 16th Assembly consists of 79 members that 73 members were elected in the 2020 Sabah election and 6 members were nominated by the Government and is serving from 26 October 2020 until the next state election.
The 2021 Malacca state election, formally the 15th Malacca state election, took place on 20 November 2021. This election was to elect 28 members of the 15th Malacca State Legislative Assembly. The previous assembly was dissolved on 4 October 2021.
The 2022 Perak state election, formally the 15th Perak state election, took place on 19 November 2022. This election was to elect 59 members of the 15th Perak State Legislative Assembly. The previous assembly was dissolved on 17 October 2022.
The Anwar Ibrahim cabinet is the current federal cabinet of Malaysia, formed on 3 December 2022, nine days after Anwar Ibrahim took office as the 10th Prime Minister of Malaysia. The composition of the cabinet was announced by Anwar a day earlier on 2 December 2022, consisting of most of the political coalitions and parties represented in the 15th Parliament. It was the 23rd cabinet of Malaysia formed since independence. Although Perikatan Nasional (PN) was also invited to join the government, it decided to decline the invitation and instead formed the opposition. The government is often referred to as "unity government".
United Malays National Organisation of Sabah, also abbreviated as Sabah UMNO, is a branch of the United Malays National Organisation in Sabah, Malaysia. Sabah UMNO supported and was part of the federal government under Prime Minister Anwar Ibrahim. Sabah UMNO also had one elected representatives holding a deputy ministerial positions respectively in the Anwar Ibrahim cabinet. This branch of UMNO was an independently-built branch in 2018 until 2021, the branch merged back to BN Central Leadership after suffering a split between Ketua Wanita UMNO cawangan Kota Kinabalu and the rebel group between Pemuda UMNO Tuaran and Sipitang.
The 2023 Sabah political crisis or widely reported on local media as Langkah Kinabalu or the Kinabalu Move, began on 6 January 2023, when the state government of Sabah led by Gabungan Rakyat Sabah (GRS) collapsed when its coalition party Barisan Nasional (BN) withdrew its support. The Leader of UMNO Sabah, a component party of BN, Bung Moktar Radin, Kinabatangan Member of Parliament (MP) and Lamag Assemblyman, cited a lack of confidence in the leadership of Chief Minister of Sabah Hajiji Noor in the withdrawal. UMNO Sabah want to change support from supporting GRS coalition to supporting the WARISAN Plus coalition. On 9 January, both Malaysian leaders, prime minister Anwar Ibrahim and deputy prime minister Ahmad Zahid Hamidi travelled to Kota Kinabalu to meet with Sabah political leaders. This crisis resulted in the approval of the Anti-Switching Parties Law in Sabah (approved in 25 May 2023).
