Sabah People's Coalition (Malay : Gabungan Rakyat Sabah; abbrev: GRS), officially Gabungan Rakyat Sabah Party [9] [10] is a Malaysian coalition of Sabah-based parties. [11] [4] It was established in 2020 and then registered in 2022 by former United Alliance of Sabah (GBS) and United Borneo Alliance (UBA) component parties operating solely in Sabah inspired by the formula of Sarawak-based coalition, Sarawak Parties Alliance (GPS).

History

Foundation

On 12 September 2020, Hajiji Noor established an informal alliance named Gabungan Rakyat Sabah (GRS) to compete against Shafie Apdal's ruling Warisan Plus coalition consisting of Sabah Heritage Party (WARISAN), the Democratic Action Party (DAP), Parti Keadilan Rakyat (PKR), and the United Progressive Kinabalu Organisation (UPKO) during the 2020 Sabah state election. The GRS alliance consisted of Hajiji's Perikatan Nasional Sabah (PN) coalition, the Barisan Nasional (BN) coalition, and Parti Bersatu Sabah (PBS). [2] [4]

During the Sabah state election held on 26 September, the alliance won a simple majority in the Sabah State Legislative Assembly, total of 38 seats: 17 from Perikatan Nasional, 14 from Barisan Nasional, and seven from PBS. [12] Sabah Perikatan Nasional chairman Hajiji Noor became the new Chief Minister of Sabah on 29 September. [13]

Under the new GRS administration, projects that had been stopped by the previous Sabah government were restarted and continued, including the Sabah Pan-Borneo Highway Project [14] , Recognition project of Anjung Kinabalu KK Night Market [15] and the development project of The Skybridge City Centre Kota Kinabalu [16] . [17] [18] [19]

On 9 January 2021, the various leaders of Gabungan Rakyat Sabah signed a memorandum of understanding affirming each party's commitment to the alliance, with chief minister Hajiji Noor maintaining that the alliance would remain intact regardless of the political situation on the peninsula. [20] [21]

Registration and expansion

On 24 November 2021, the alliance's backbenchers club chairperson Salleh Said Keruak floated the idea of registering Gabungan Rakyat Sabah as an official political coalition, arguing it was necessary as a means of strengthening the alliance. [22] The proposal received the support of various party leaders, including Jeffrey Kitingan (STAR), Masidi Manjun (Sabah BERSATU), Yong Teck Lee (SAPP), Bung Mokhtar Radin (UMNO). [23] [24] [25]

The alliance was officially registered and legalised by the Registrar of Societies on 11 March 2022, [2] with Sabah BERSATU, PBS, STAR, and SAPP as its members. [26]

On 9 May 2022, the United Sabah National Organisation (Baru) (USNO Baru) was admitted as a member of the coalition. [27]

On 25 September 2022, GRS chairman Hajiji Noor announced that the coalition would support Barisan Nasional candidates in the upcoming 2022 Malaysian general election, contrary to Perikatan Nasional, of which both Sabah BERSATU and STAR was a member, which had declared Barisan as its main enemy. [28]

Mass defections from Sabah BERSATU

Malaysian United Indigenous Party Sabah, the regional branch of the Malaysian United Indigenous Party, otherwise known as BERSATU, effectively collapsed when all eleven state legislative assemblymen including the party's state chairman Hajiji Noor, and four members of parliament left the party on 10 December 2022. [29] Rumours surfaced that the former members of Sabah BERSATU would take over Parti Gagasan Rakyat Sabah (GAGASAN), [30] [31] which came to pass as Hajiji Noor took over the party on 29 January 2023, with the party itself having been admitted into the coalition earlier on 9 December. [32] [33]

Political analysts regarded Hajiji Noor's decision to leave Sabah BERSATU as a shrewd, [4] with Romzi Ationg commenting that the transformation of the Gabungan Rakyat Sabah coalition into a purely Sabah-based entity had been long awaited by the local population. [34]

However, as a result of the parliamentary anti-hopping law, the four former Sabah BERSATU members of parliament could not join Parti Gagasan Rakyat Sabah. They instead became direct members of the coalition. [35]

    The United Sabah Party is a political party of Sabah. The PBS was founded by Joseph Pairin Kitingan in 1985 and it is Sabah's oldest local party. In August 2020, PBS confirmed that they would be using their own logo and flag until Sabah's local coalition is established under Registrar of Societies (RoS).     Sabah People's Hope Party is a Sabah-based party located in Tawau city, founded by Lajim Ukin and Liew Yun Fah. Its ideology is based on Sabah regionalism which supports Sabah state administration by local-based parties and to reduce the control of peninsula-based parties over the state, such as Barisan Nasional, Pakatan Harapan and Perikatan Nasional.

    The United Alliance of Sabah was a political coalition bringing together Sabah-based opposition parties in Malaysia established by Joseph Pairin Kitingan following the fall of the Barisan Nasional coalition in the 2018 Malaysian general election. The new coalition was intended to include the United Sabah Party, Homeland Solidarity Party and remnants of former Sabah BN members, mainly those of the United Malays National Organisation's Sabah branch led by Musa Aman who was rumoured to have intended on joining to PBS. However, no such move materialised, with Musa Aman remaining a member of UMNO and BN.

    Datuk Fairuz Renddan is a Malaysian politician who has served as State Assistant Minister of Youth and Sports of Sabah in the Gabungan Rakyat Sabah (GRS) state administration under Chief Minister Hajiji Noor and Minister Ellron Alfred Angin since January 2023 and Member of the Sabah State Legislative Assembly (MLA) for Pintasan since September 2020. He served as State Assistant Minister of Special Tasks and Coordination in the GRS state administration under Chief Minister Hajiji from October 2022 to January 2023. He was a political secretary to Chief Minister Hajiji from 2020 to his appointment as an assistant minister in 2022. He served as the State Youth Chief of Sabah BERSATU and Division Youth Chief of BERSATU of Kota Belud. He left Sabah BERSATU on 10 December 2022 and joined GAGASAN on 5 February 2023 and subsequently appointed as the party's Youth Chief.

Although Perikatan Nasional (PN) was also invited to join the government, it decided to decline the invitation and instead formed the opposition. The government is often referred to as "unity government".

    United Malays National Organisation of Sabah, also abbreviated as Sabah UMNO, is a branch of the United Malays National Organisation in Sabah, Malaysia. Sabah UMNO supported and was part of the federal government under Prime Minister Anwar Ibrahim. Sabah UMNO also had one elected representatives holding a deputy ministerial positions respectively in the Anwar Ibrahim cabinet. This branch of UMNO was an independently-built branch in 2018 until 2021, the branch merged back to BN Central Leadership after suffering a split between Ketua Wanita UMNO cawangan Kota Kinabalu and the rebel group between Pemuda UMNO Tuaran and Sipitang.

    The 2023 Sabah political crisis or widely reported on local media as Langkah Kinabalu or the Kinabalu Move, began on 6 January 2023, when the state government of Sabah led by Gabungan Rakyat Sabah (GRS) collapsed when its coalition party Barisan Nasional (BN) withdrew its support. The Leader of UMNO Sabah, a component party of BN, Bung Moktar Radin, Kinabatangan Member of Parliament (MP) and Lamag Assemblyman, cited a lack of confidence in the leadership of Chief Minister of Sabah Hajiji Noor in the withdrawal. UMNO Sabah want to change support from supporting GRS coalition to supporting the WARISAN Plus coalition. On 9 January, both Malaysian leaders, prime minister Anwar Ibrahim and deputy prime minister Ahmad Zahid Hamidi travelled to Kota Kinabalu to meet with Sabah political leaders. This crisis resulted in the approval of the Anti-Switching Parties Law in Sabah (approved in 25 May 2023).

    Jaffari Waliam is a Malaysian politician from Sabah, Borneo, East Malaysia. He is a Nominated Member of the Sabah State Legislative Assembly, appointed by Chief Minister Hajiji Noor after his coalition won the 2020 Sabah state election. At political party level, he is a Supreme Council Member (AMT) of GAGASAN Party, which is the main component party of Gabungan Rakyat Sabah (GRS).
