The Good Neighbor policy is the 1927 reform of the Church of Jesus Christ of Latter-day Saints (LDS Church) that removed any suggestion in church literature, sermons, and ordinances that its members should seek vengeance on US citizens or governments, particularly for the assassinations of its founder Joseph Smith and his brother, Hyrum.
The church gave no official name to this process, but after it was implemented, some Mormon-history commentators began referring to it as the church's "Good Neighbor" policy, [1] taking the name from US President Franklin Roosevelt's foreign policy, the Good Neighbor policy.
In 1919, shortly after he became the president of the LDS Church, Heber J. Grant appointed a committee to review the content of ordinances performed in LDS Church temples. [2] The committee completed its work in 1927 and recommended to Grant that the oath of vengeance be removed from the temple endowment ceremony. [3] The oath of vengeance required participants to agree to be bound by the following oath:
"You and each of you do covenant and promise that you will pray and never cease to pray to Almighty God to avenge the blood of the prophets upon this nation, and that you will teach the same to your children and to your children's children unto the third and fourth generation." [4]
On February 15, 1927, apostle George F. Richards, acting on behalf of the First Presidency and Quorum of the Twelve Apostles, notified the presidents of the church's six temples that "all reference to retribution" was to be removed from the endowment ceremony and that the oath of vengeance was to no longer be administered. He also added that "all reference to avenging the blood of the Prophets" should be omitted from the prayer given in the temples' prayer circles. [5]
In 1927, the church also moved to change similar references in church literature. For example, since 1844, Latter-day Saints had sung the hymn "Praise to the Man" as a tribute to Joseph Smith. Part of the second verse read, "Long shall his blood, which was shed by assassins, / Stain Illinois, while the earth lauds his fame". [6] In its 1927 hymnal, the church substituted "Stain Illinois" with "Plead unto heav'n". [1]
In the Latter Day Saint movement, priesthood is the power and authority of God given to man, including the authority to perform ordinances and to act as a leader in the church. A group of priesthood holders is referred to as a quorum.
In Mormonism, the endowment is a two-part ordinance (ceremony) designed for participants to become kings, queens, priests, and priestesses in the afterlife. As part of the first ceremony, participants take part in a scripted reenactment of the Biblical creation and fall of Adam and Eve. The ceremony includes a symbolic washing and anointing, and receipt of a "new name" which they are not to reveal to others except at a certain part in the ceremony, and the receipt of the temple garment, which Mormons then are expected to wear under their clothing day and night throughout their life. Participants are taught symbolic gestures and passwords considered necessary to pass by angels guarding the way to heaven, and are instructed not to reveal them to others. As practiced today in the Church of Jesus Christ of Latter-day Saints, the endowment also consists of a series of covenants that participants make, such as a covenant of consecration to the LDS Church. All LDS Church members who choose to serve as missionaries or participate in a celestial marriage in a temple must first complete the first endowment ceremony.
In the Latter Day Saint movement, the term ordinance is used to refer to sacred rites and ceremonies that have spiritual and symbolic meanings and act as a means of conveying divine grace. Ordinances are physical acts which signify or symbolize an underlying spiritual act; for some ordinances, the spiritual act is the finalization of a covenant between the ordinance recipient and God.
In the Latter Day Saint movement the second anointing is the pinnacle ordinance of the temple and an extension of the endowment ceremony. Founder Joseph Smith taught that the function of the ordinance was to ensure salvation, guarantee exaltation, and confer godhood. In the ordinance, a participant is anointed as a "priest and king" or a "priestess and queen", and is sealed to the highest degree of salvation available in Mormon theology.
Washing and anointing is a ritual purification ordinance similar to chrismation that is part of the temple endowment ceremony practiced by the Church of Jesus Christ of Latter-day Saints and Mormon fundamentalists.
Joseph Fielding Smith Sr. was an American religious leader who served as the sixth president of the Church of Jesus Christ of Latter-day Saints. He was a nephew of Joseph Smith, the founder of the Latter Day Saint movement, and was the last president of the LDS Church to have known him personally.
George Franklin Richards was a member of the Quorum of the Twelve Apostles of the Church of Jesus Christ of Latter-day Saints from April 9, 1906, until his death. He also served as Acting Presiding Patriarch of the LDS Church from 1937 to 1942 and President of the Quorum of the Twelve from May 25, 1945, until his death.
Blood atonement is a disputed doctrine in the history of Mormonism, under which the atonement of Jesus does not redeem an eternal sin. To atone for an eternal sin, the sinner should be killed in a way that allows his blood to be shed upon the ground as a sacrificial offering, so he does not become a son of perdition. The largest Mormon denomination, the Church of Jesus Christ of Latter-day Saints, has denied the validity of the doctrine since 1889 with early church leaders referring to it as a "fiction" and later church leaders referring to it as a "theoretical principle" that had never been implemented in the LDS Church.
Lineal succession was a doctrine of the Latter Day Saint movement, whereby certain key church positions were held by right of lineal inheritance. Though lineal succession is now largely abandoned, the offices connected with the practice were the President of the Church and the Presiding Patriarch.

Participants swore an oath to pray for God to avenge the blood of prophets Joseph Smith and Hyrum Smith, who were assassinated in 1844. The oath was part of the ceremony from about 1845 until the early 1930s.
Mormons have both used and been subjected to significant violence throughout much of the religion's history. In the early history of the United States, violence was used as a form of control. Mormons were violently persecuted and pushed from Ohio to Missouri, from Missouri to Illinois and from Illinois, they were pushed west to the Utah Territory. There were incidents of massacre, home burning and pillaging, followed by the death of their prophet, Joseph Smith. Smith died from multiple gunshot wounds from a lynch mob at a jail in Carthage, Illinois; Smith had defended himself with a small pistol smuggled to him by church leader Cyrus Wheelock and he was then shot while trying to flee from a window. There were also notable incidents in which Mormons perpetrated violence. Under the direction of Mormon prophets and apostles, the Mormon burned and looted Davies County, attacked and killed a member of the Missouri state militia, and carried out an extermination order on the Timpanogos. Other Mormon leaders led the Mountain Meadows Massacre, Battle Creek massacre, and Circleville Massacre. Mormons have also been a major part in several wars, including the 1838 Mormon War, Walker War and Black Hawk War.
In Mormonism, a penalty is a specified punishment for breaking an oath of secrecy after receiving the Nauvoo endowment ceremony. Adherents promised they would submit to execution in specific ways should they reveal certain contents of the ceremony. In the ceremony participants each symbolically enacted three of the methods of their execution: throat slitting, heart removal, and disembowelment. These penalties were first instituted by Joseph Smith in 1842, and further developed by Brigham Young after Smith's death. The penalties were similar to oaths made as part of a particular rite of Freemasonry practiced in western New York at the time the endowment was developed. During the 20th century, the largest Mormon denomination, The Church of Jesus Christ of Latter-day Saints, gradually softened the graphic nature of their penalties, and in 1990, removed them altogether from its version of the ceremony. Other Mormon denominations continue to have the penalties as part of their temple oaths.
Mormon theology has long been thought to be one of the causes of the Mountain Meadows Massacre. The victims of the massacre, known as the Baker–Fancher party, were passing through the Utah Territory to California in 1857. For the decade prior the emigrants' arrival, Utah Territory had existed as a theocracy led by Brigham Young. As part of Young's vision of a pre-millennial "Kingdom of God," Young established colonies along the California and Old Spanish Trails, where Mormon officials governed as leaders of church, state, and military. Two of the southernmost establishments were Parowan and Cedar City, led respectively by Stake Presidents William H. Dame and Isaac C. Haight. Haight and Dame were, in addition, the senior regional military leaders of the Mormon militia. During the period just before the massacre, known as the Mormon Reformation, Mormon teachings were dramatic and strident. The religion had undergone a period of intense persecution in the American mid-west.

Exaltation is a belief in Mormonism that after death some people will reach the highest level of salvation in the celestial kingdom and eternally live in God's presence, continue as families, become gods, create worlds, and make spirit children over whom they will govern. In the largest Mormon denomination, the Church of Jesus Christ of Latter-day Saints, top leaders have taught God wants exaltation for all humankind and that humans are "gods in embryo". A verse in the LDS Church's canonized scripture states that those who are exalted will become gods, and a 1925 statement from the church's highest governing body said that "All men and women are in the similitude of the universal Father and Mother ... [and are] capable, by experience through ages and aeons, of evolving into a God."
