In the Philippines, provinces are one of its primary political and administrative divisions. There are 82 provinces at present, which are further subdivided into component cities and municipalities. The local government units in the National Capital Region, as well as independent cities, are independent of any provincial government. Each province is governed by an elected legislature called the Sangguniang Panlalawigan and an elected governor.
Leyte, officially the Province of Leyte, is a province in the Philippines located in the Eastern Visayas region occupying the northern three-quarters of Leyte Island. Its capital is the city of Tacloban, administered independently from the province. Leyte is thus north of Southern Leyte, south of Biliran, and west of Samar Island. To the west across the Camotes Sea is the province of Cebu.

According to the 2020 census, Tacloban has a population of 251,881, making it the most populous city in the Eastern Visayas. The city is located 360 miles (580 km) southeast from Manila.
MV Doña Paz was a Japanese-built and Philippine-registered passenger ferry that sank after it collided with the oil tanker Vector on December 20, 1987. Built by Onomichi Zosen of Hiroshima, Japan, the ship was launched on April 25, 1963 as the Himeyuri Maru with a passenger capacity of 608. In October 1975, the Himeyuri Maru was bought by Sulpicio Lines and renamed the Don Sulpicio. After a fire on board in June 1979, the ship was refurbished and renamed Doña Paz.
The San Juanico Bridge is part of the Pan-Philippine Highway and stretches from Samar to Leyte across the San Juanico Strait in the Philippines. Its longest length is a steel girder viaduct built on reinforced concrete piers, and its main span is of an arch-shaped truss design. Constructed during the administration of President Ferdinand Marcos through Japanese Official Development Assistance loans, it has a total length of 2.16 kilometers (1.34 mi)—the second longest bridge spanning a body of seawater in the Philippines after the Cebu-Cordova Bridge. It was also the longest bridge in the Philippines upon its opening in 1973, surpassed in 1976 by Candaba Viaduct of North Luzon Expressway (NLEX), another bridge that connects from one province to another, connecting the provinces of Pampanga and Bulacan.
Guiuan, officially the Municipality of Guiuan, is a 2nd class municipality in the province of Eastern Samar, Philippines. It constitutes the southeastern extremity of Samar Island and some adjacent islands, surrounded by Leyte Gulf and the Philippine Sea, two major bodies of water that makes the town the surfing capital of the Visayas. According to the 2020 census, it has a population of 53,361 people, making it the most populous municipality in Eastern Samar and the second most populous administrative division in the entire province after the capital city Borongan.

The 2019 Eastern Samar Earthquake struck the islands of Visayas in the Philippines on April 23, 2019 at 1:37:51 PM(PHT).It had a moment magnitude of 6.5(Mww6.4 by USGS) and a local magnitude of 6.2 with a max intensity of VI based on the PHIVOLCS Earthquake Intensity Scale(PEIS). The epicenter was in San Julian, Eastern Samar and the hypocenter was at a depth of 64 km(~39.76 mi). As of April 30, 2019 there were 172 aftershocks ranging from magnitudes of 1.6 to 4.6. The earthquake injured 48 people and damaged about 245 homes.
Local elections in Tacloban were held on May 13, 2013, within the Philippine general election. The voters elected candidates for the elective local posts in the city: the mayor, vice mayor, and ten councilors.

The governor of Southern Leyte is the local chief executive and head of the Provincial Government of Southern Leyte in the Philippines. Along with the governors of Biliran, Eastern Samar, Leyte, Northern Samar, and Samar, the province's chief executive is a member of the Regional Development Council of the Eastern Visayas Region.
Lutgardo "Lutz" Boco Barbo is a politician and former governor of Eastern Samar. He was born on October 1, 1945, in Llorente, Eastern Samar. He was a candidate in the 2022 Philippine Senate election in the slate of Manny Pacquiao.
