The governor of Camarines Norte is the local chief executive and head of the Provincial Government of Camarines Norte in the Philippines. Along with the governors of Albay, Camarines Sur, Catanduanes, Masbate, and Sorsogon, the province's chief executive is a member of the Regional Development Council of the Bicol Region.

In the Philippines, provinces are one of its primary political and administrative divisions. There are 82 provinces at present, which are further subdivided into component cities and municipalities. The local government units in the National Capital Region, as well as independent cities, are independent of any provincial government. Each province is governed by an elected legislature called the Sangguniang Panlalawigan and an elected governor.
Camarines Norte, officially the Province of Camarines Norte, is a province in the Philippines located in the Bicol Region in Luzon. Its capital is Daet, the most populous town in the province. The province borders Quezon to the west, Camarines Sur to the south, and the Philippine Sea to the north. It has historically been a Bikol-speaking region. However, there has been a language shift in recent years to Tagalog, which is more commonly used nowadays.

Sergio Osmeña Sr. was a Filipino lawyer and politician who served as the fourth President of the Philippines from 1944 to 1946. He was Vice President under Manuel L. Quezon. Upon Quezon's sudden death in 1944, Osmeña succeeded him at age 65, becoming the oldest person to assume the Philippine presidency until Rodrigo Duterte took office in 2016 at age 71. A founder of the Nacionalista Party, Osmeña was also the first Visayan to become president.

Ceferino "Joker" Paz Arroyo Jr. was a Filipino statesman and key figure in the 1986 EDSA People Power Revolution that ousted dictator Ferdinand Marcos. He was a Congressman for Makati from 1992 to 2001 and Senator from 2001 to 2013. Arroyo received various awards and commendations for his significant contributions to the law profession and public service. Among these are the Philippine Bar Association's Most Distinguished Award for Justice as a "man beholden to no one except to his country" and Senate Resolution No. 100 enacted in the 8th Congress citing his invaluable service to the Filipino people. He was also known for being the thriftiest legislator, earning the title of "Scrooge of Congress", as he only had few staff members without bodyguards and did not use his pork barrel funds. In 2018, Arroyo was identified by the Human Rights Victims' Claims Board as a Motu proprio human rights violations victim of the Martial Law Era.
Wenceslao "Bintao" Quinito Vinzons Sr. was a Filipino patriot and leader of the Philippine armed resistance against the Japanese invasion in World War II. He was the youngest delegate to the 1935 Philippine Constitutional Convention. For leading demonstrations as a student leader, he was dubbed the "Father of Student Activism in the Philippines" when he, along with Narciso J. Alegre and future Senator and Vice President Arturo Tolentino, founded the Young Philippines Party.
Quezon, officially the Province of Quezon and historically known as Tayabas, is a province in the Philippines located in the Calabarzon region on Luzon. Lucena, a highly urbanized city governed separately from the province, serves as its the provincial capital and its most populous city. The name of the province came from Manuel L. Quezon, the president of the Philippines from 1935 to 1944. The province was known as Kalilayan upon its creation in 1591, renamed as Tayabas by the 18th century, before settling on its current name in 1946. To distinguish the province from Quezon City, it is also known as Quezon Province, a variation of the province's official name.

Camarines Norte's at-large congressional district refers to the lone congressional district of the Philippines in the province of Camarines Norte for various national legislatures before 2010. The province first elected its representatives provincewide at-large in 1919 following the dissolution of Ambos Camarines into the present provinces of Camarines Norte and Camarines Sur. It was a single-member district for the final six legislatures of the Insular Government of the Philippine Islands from 1919 to 1935, the three legislatures of the Commonwealth of the Philippines from 1935 to 1946, the seven congresses of the Third Philippine Republic from 1946 to 1972, the national parliament of the Fourth Philippine Republic from 1984 to 1986, and the 8th to 14th congresses of the Fifth Philippine Republic from 1987 to 2010.
Justo Lukbán y Rilles was a Filipino physician and politician, Lukban was elected to the Philippine Assembly and was the 3rd Mayor of Manila from 1917 until 1920, he also served as the 3rd Vice Mayor of Manila from 1911 to 1915.
