In the Philippines, provinces are one of its primary political and administrative divisions. There are 82 provinces at present, which are further subdivided into component cities and municipalities. The local government units in the National Capital Region, as well as independent cities, are independent of any provincial government. Each province is governed by an elected legislature called the Sangguniang Panlalawigan and an elected governor.
Leyte is an island in the Visayas group of islands in the Philippines. It is eighth-largest and sixth-most populous island in the Philippines, with a total population of 2,626,970 as of 2020 census.
Leyte Gulf, also known simply as the Leyte, is a gulf in the Eastern Visayan region in the Philippines. The bay is part of the Philippine Sea of the Pacific Ocean, and is bounded by two islands; Samar in the north and Leyte in the west. On the south of the bay is Mindanao Island, separated from Leyte by the Surigao Strait. Dinagat Island partly encloses the gulf to the southeast, and the small Homonhon Island and Suluan Island, sit astride the eastern entrance to the Gulf. It is approximately 130 km (81 mi) north-south, and 60 km (37 mi) east-west.

Biliran, officially the Province of Biliran, is an island province in the Philippines located in the Eastern Visayas region. Biliran is one of the country's smallest and newest provinces. Formerly a sub-province of Leyte, it became an independent province in 1992.
Tacloban, officially the City of Tacloban, is highly urbanized city in the Eastern Visayas region of the Philippines. The city is autonomous from the province of Leyte, although it serves as its provincial capital. According to the 2020 census, Tacloban has a population of 251,881, making it the most populous city in the Eastern Visayas. The city is located 360 miles (580 km) southeast from Manila.
Jaime Carlos de Veyra y Díaz was a Resident Commissioner to the U.S. House of Representatives from the Philippine Islands from 1917 to 1923 and the 1st Governor of Leyte from 1906 to 1907.
The legislative districts of Leyte are the representations of the province of Leyte, the independent component city of Ormoc, and highly urbanized city of Tacloban in the various national legislatures of the Philippines. The province, together with the independent cities are currently represented in the lower house of the Congress of the Philippines through their first, second, third, fourth, and fifth congressional districts.
Carlos Jericho "Icot" Loreto Petilla is a Filipino politician. He ran as a senator under the Liberal Party during the 2016 Philippine general election. A former Secretary of Energy during the administration of Benigno Aquino III, he is currently serving as Governor of Leyte since 2022 and previously from 2004 to 2012.

Eastern Visayas is an administrative region in the Philippines, designated as Region VIII. It consists of three main islands, Samar, Leyte and Biliran. The region has six provinces, one independent city and one highly urbanized city namely, Biliran, Leyte, Northern Samar, Samar, Eastern Samar, Southern Leyte, Ormoc and Tacloban. The highly urbanized city of Tacloban is the sole regional center. These provinces and cities occupy the easternmost islands of the Visayas group of islands.

The governor of Biliran is the local chief executive of the Philippine province of Biliran. The governor holds office at the Biliran Provincial Capitol located at Brgy. Calumpang, Naval, Biliran. Like all local government heads in the Philippines, the governor is elected via popular vote, and may not be elected for a fourth consecutive term. In case of death, resignation or incapacity, the vice governor becomes the governor.
