Feni is a district situated in the southeast of Bangladesh, within Chittagong Division. Historically, it was part of the larger regions of Noakhali, Comilla, Chittagong, and Tripura, and separated from Pakistan's control on December 6, 1971. As of 2022, the estimated population of the district was about 1,648,896, with the density of 1,451 people per sq km. The administrative hub of the district is in Feni City, which also serves as the headquarters of Feni Sadar Upazila in the central section of the district. The original name of the district was Shamshernagar, which served as a mahakuma under the district of Noakhali, Comilla and Chittagong District until 6 December 1984. It is the 64th numbered district of Bangladesh. The district consists of six sub-districts: Sonagazi, Fulgazi, Parshuram, Daganbhuiyan, Chhagalnaiya and Feni Sadar.

University Grants Commission of Bangladesh Was established on 16 December 1972. It was created according to the Presidential Order of the Government of People's Republic of Bangladesh. In 2010, the Government of Bangladesh (GOB) announced bringing out reforms in University Grants Commission (UGC) and decided to change UGC into Higher Education Commission of Bangladesh (HEC).

The National Film Awards is an annual awards ceremony held annually in Dhaka, Bangladesh. It is considered to be the most prominent film award ceremony in Bangladesh. The National Film Awards were established in 1975 by the government of Bangladesh. Every year, a national panel appointed by the government selects the winning entries.

The 14th Bangladesh National Film Awards were presented by the Ministry of Information, Bangladesh to felicitate the best of Bangladeshi cinema released in the year 1989. The ceremony took place in Dhaka and awards were given by then president of Bangladesh. The National Film Awards are the only film awards given by the government itself. Every year, a national panel appointed by the government selects the winning entry, and the award ceremony is held in Dhaka. 1989 was the 14th National Film Awards.
