List of National Council of Provinces members of the 24th Parliament of South Africa

This is a list of members of the National Council of Provinces (NCOP) during the 24th Parliament of South Africa, which was elected on 14 April 2004 and concluded its term at the 22 April 2009 general election. Each of South Africa's nine provinces sends a delegation of six permanent members to the NCOP.

Members

This list provides the membership of the council as of 11 November 2008. At that time, the Chairperson of the National Council of Provinces was Mninwa Mahlangu, while Mildred Oliphant was the House Chairperson of Committees and Nosipho Ntwanambi was Chief Whip of the Council. [1]

The National Council of Provinces (NCOP) is the upper house of the Parliament of South Africa under the (post-apartheid) constitution which came into full effect in 1997. It replaced the former Senate, but is very similar to that body, and to many other upper houses of legislatures throughout the world, in that its purpose is to represent the governments of the provinces, rather than directly representing the people.

Cathlene Labuschagne is a South African politician serving as a permanent delegate to the National Council of the Provinces from the Western Cape since 2014. Labuschagne is a party member of the Democratic Alliance.

The 27th South African Parliament is the sixth Parliament of South Africa to convene since the introduction of non-racial government in South Africa in 1994. It was elected in the general election of 8 May 2019 and consists of the National Assembly and the National Council of Provinces. The National Assembly contains 400 members, while the National Council of Provinces contains 90 members. It was formally opened by President Ramaphosa's State of the Nation Address in a joint sitting on 20 June 2019.

Carin Visser is a South African politician. Since 2019 she has been serving as a permanent delegate to the National Council of Provinces. She is a member of the North West provincial delegation. She was a Member of the National Assembly of South Africa from 2017 to 2018 and a Member of the North West Provincial Legislature from 2018 to 2019. She was also a municipal councillor of the Tswaing Local Municipality. Visser served the provincial chairperson of the Democratic Alliance (DA) from 2015 to 2020.

Johan Jaco Londt is a South African politician who serves as a permanent delegate to the National Council of Provinces. He has held the office since May 2019 and previously held it from May 2014 until September 2018. He is a member of the Western Cape provincial delegation. Between September 2018 and May 2019, he served as a member of the National Assembly. Londt is a member of the Democratic Alliance (DA). He was chairperson of the party's east region in the Western Cape from 2015 to 2020.

Pemmy Castelina Pamela Majodina is a South African politician serving as a Member of the National Assembly since 2019. A member of the African National Congress, she is the party's chief whip in the assembly. She was formerly a Member of the Eastern Cape Provincial Legislature between 2004 and 2019 and a Member of the provincial Executive Council for five different portfolios from 2008 to 2019, respectively. Majodina was a permanent delegate to the National Council of Provinces from 1994 to 2004.

Joyce Leswana Kgoali was a South African politician. A member of the African National Congress, she served as the Chairperson of the National Council of Provinces from May 2004 until her death in November 2004. She was a Member of the Executive Council in the Gauteng provincial government from 1998 to 1999 and the chairperson of the ANC's parliamentary caucus between 2002 and 2004.

Christiaan Frederik Beyers Smit is a South African politician who has been a permanent delegate on the National Council of Provinces since May 2014. Smit is a member of the Limpopo delegation and a party member of the Democratic Alliance.

Dikgang Mathews Stock is a South African politician from the Northern Cape serving as a Member of the National Assembly of South Africa since 2019. Prior to his election to the National Assembly, he served as a permanent delegate to the National Council of Provinces from 2014 to 2019. Stock is a member of the African National Congress.

Denis Joseph is a South African politician from the Western Cape. A member of the Democratic Alliance, he was elected as a permanent delegate to the National Council of Provinces in 2011. He served in the NCOP until his election to the Western Cape Provincial Parliament in 2014. After the 2019 election, Joseph returned to Parliament to serve as an MP in the National Assembly.

Masefako Clarah Dikgale is a South African politician who was a Member of the National Assembly of South Africa from 2019 to 2023. Prior to serving in the National Assembly, she served as a permanent delegate to the National Council of Provinces from Limpopo from 2009 to 2019. Dikgale is a member of the African National Congress.

Zola Mlenzana is a South African politician. A former member of the Congress of the People, he was elected as a Permanent Delegate to the National Council of Provinces from the Eastern Cape in 2009. In 2014 he resigned from COPE and rejoined the African National Congress. Mlenzana was elected to the National Assembly in 2019.

Farhat Essack is a South African politician who has been a Democratic Alliance (DA) Member of the National Assembly of South Africa since April 2022. Esaack had previously served as a Thaba Chweu Local Municipality councillor from 1996 to 2014 and as a Permanent Delegate to the National Council of Provinces from Mpumalanga from 2014 to 2019.

Azwindini Jeremiah "Jerry" Ndou is a South African politician and diplomat who has served as a Delegate to the National Council of Provinces (NCOP) since October 2022. Before that, he represented the African National Congress (ANC) in the Limpopo Provincial Legislature and Limpopo Executive Council.

Thamsanqa China Dodovu is a South African politician who is currently serving as a Delegate to the National Council of Provinces since May 2019. He was formerly the Mayor of Klerksdorp's Matlosana Local Municipality and served as the Member of the Executive Council (MEC) for Local Government and Traditional Affairs in the North West provincial government from May 2012 until June 2013. Dodovu is a member of the African National Congress and served as the party's Deputy Provincial Chairperson in the North West from 2011 to 2015.

Seiso Joel Mohai is a South African politician who is currently the Chief Whip of the Majority Party in the National Council of Provinces (NCOP). He was first elected to that position after the 2014 general election and he represents the African National Congress. He formerly served in both the National Assembly and the Free State Provincial Legislature, and he was a Member of the Free State Executive Council from 2004 to 2013.

Dikeledi Gladys Mahlangu is a South African politician who is currently serving as Chairperson of the Select Committee on Appropriations in the National Council of Provinces. She formerly represented her party, the African National Congress, in the National Assembly from 2014 to 2019. Before that, she was a Member of the Mpumalanga Provincial Legislature and from 2009 to 2014 she served in the Mpumalanga Executive Council under Premier David Mabuza.

Freddie Adams is a South African retired politician. A former member of the New National Party, he joined the National Council of Provinces in 2003. He joined the African National Congress in 2005. After the 2014 election, Adams became a member of the National Assembly. Adams left Parliament at the 2019 election.

Buoang Lemias Mashile is a South African politician who represented the African National Congress (ANC) in Parliament from 2004 to 2019. He served in the National Assembly for two non-consecutive terms from 2004 to 2009 and from 2014 to 2019. In the interim, he served in the Mpumalanga caucus of the National Council of Provinces (NCOP).

Archibold Jomo Nyambi is a South African politician from Mpumalanga. He has been House Chairperson of Committees in the National Council of Provinces (NCOP) since 2014. Before joining the NCOP in 2009, he served in the National Assembly from 2006 to 2009.
