This article lists the members of the National Assembly of South Africa during the 23rd South African Parliament, which sat between 1999 and 2004. Members were elected during the elections of 2 June 1999, South Africa's second under universal suffrage. The African National Congress (ANC) augmented its majority, winning a super-majority of 266 seats in the 400-seat legislature, and the Democratic Party (DP) superseded the defunct National Party as the official opposition. [1] The ANC's Thabo Mbeki was elected to his first term as President of South Africa.

Contents

On 14 June 1999, the Assembly re-elected Frene Ginwala as Speaker of the National Assembly and re-elected Baleka Mbete as Ginwala's deputy. Though Ginwala was elected unopposed, Mbete beat a challenge from Dene Smuts of the DP, who received 47 votes against Mbete's 326. [2]

During the floor-crossing window, the official opposition, the DP, formally relaunched as the Democratic Alliance; its members and their seats were therefore transferred. The window also saw the creation of five new political parties with one representative apiece in the National Assembly: the Alliance for Democracy and Prosperity (represented by Nelson Ramodike, formerly of the United Democratic Movement), the Independent African Movement (represented by the Inkatha Freedom Party's Teresa Millin), the Independent Democrats (represented by the Pan Africanist Congress's Patricia de Lille), National Action (represented by the Afrikaner Eenheidsbeweging's Cassie Aucamp), and the Peace and Justice Congress (represented by the Inkatha Freedom Party's Farouk Cassim). Baleka Mbete is a South African politician who was the Deputy President of South Africa from September 2008 to May 2009. She was also the Speaker of the National Assembly for two non-consecutive terms from 2004 to 2008 and from 2014 to 2019. A member of the African National Congress (ANC), she was first elected to the National Assembly in 1994 and stepped down from her seat in 2019.

Floor crossing was a system introduced to the post-apartheid South African political system in 2002, under which members of Parliament, members of provincial legislatures and local government councillors could change political party and take their seats with them when they did so. Floor crossing in South Africa was abolished in January 2009.

The 2003 floor crossing window period in South Africa was a period of 15 days, from 21 March to 4 April 2003, in which members of the National Assembly and the provincial legislatures were able to cross the floor from one political party to another without giving up their seats. The period was authorised by the passage of the Tenth Amendment of the Constitution of South Africa. The amendment scheduled regular window periods in the second and fourth September after each election, but the second and fourth Septembers after the 1999 election had already passed, so it included provision for a special window period starting fifteen days after the amendment came into effect.

Belinda Francis Scott, formerly Belinda Barrett, is a South African politician who was KwaZulu-Natal's Member of the Executive Council (MEC) for Finance from 2014 to 2019. She served several terms in the KwaZulu-Natal Provincial Legislature from 1994 to 2019, representing the African National Congress (ANC) from 2002 onwards after defecting from both the Democratic Party and the Inkatha Freedom Party. After she left the provincial legislature in 2019, she served as Deputy Mayor of eThekwini from September 2019 until she resigned from politics in February 2021.

Richard Sibusiso Ntuli is a South African politician who represented Gauteng in the National Assembly from 1999 to 2009. He was first elected as a member of the Democratic Party (DP), later the Democratic Alliance (DA), but he crossed the floor to the African National Congress (ANC) in 2005.

Bonginkosi Wesley Dhlamini is a South African politician who has represented the Inkatha Freedom Party (IFP) in the Gauteng Provincial Legislature since May 2010. He is the current provincial chairperson of the IFP in Gauteng and formerly represented the party in the National Assembly from 2000 to 2010.

Emanuel Andreas "Manie" Schoeman is a South African politician who served in the National Assembly from 1994 to 2009, excepting a brief hiatus from 2000 to 2001. He represented the National Party (NP) and New National Party (NNP) until September 2000 and the African National Congress (ANC) thereafter.

Mahomed Farouk Cassim is a South African politician who served in the National Assembly and in the apartheid-era House of Delegates. After leaving the National Assembly in 2003, he joined the Congress of the People (COPE) and represented COPE as a local councillor in the City of Cape Town.

Basil Mark Douglas was a South African politician and community activist in the coloured suburbs of Johannesburg. He served in the National Assembly from 1999 to 2004, representing the Inkatha Freedom Party (IFP) until April 2003, when he crossed the floor to the New National Party (NNP).

Lindumusa Bekizitha Gabriel Ndabandaba is a retired South African politician and academic who served in the National Assembly and KwaZulu-Natal Provincial Legislature from 1999 to 2014. He represented the Inkatha Freedom Party (IFP) until 2003, when he crossed the floor to the African National Congress (ANC).

Velaphi Bethuel Ndlovu is a South African politician from KwaZulu-Natal. He represented the Inkatha Freedom Party (IFP) in the National Assembly and KwaZulu-Natal Provincial Legislature for two decades from 1994 to 2014. During apartheid, he was a member of the KwaZulu Legislative Assembly, serving the Imbali constituency. He is also a former deputy chairperson of the IFP.

Koena Arthur Moloto is a South African politician and businessman who represented the African National Congress (ANC) in the National Assembly from 1999 to 2009 and from 2010 to 2014. He also chaired the Government Employees Pension Fund from 2009 to 2014.

Jan Hendrik Slabbert is a retired South African politician who served in the National Assembly from 1994 to 2003. He joined the KwaZulu-Natal Provincial Legislature after that. He is also a former mayor of Vryheid, KwaZulu-Natal.

Usha Roopnarain is a South African politician from KwaZulu-Natal. Between 1999 and 2013, she represented the Inkatha Freedom Party (IFP) in the National Assembly and KwaZulu-Natal Legislature. She resigned from the party in June 2013 and joined the African National Congress (ANC).

Aumsensingh "Omie" Singh is a South African politician and businessman from KwaZulu-Natal. From 2014 to 2019, he represented the African National Congress (ANC) in the National Council of Provinces, where he co-chaired Parliament's Joint Committee on Ethics and Members' Interests. Before that, he served in the KwaZulu-Natal Legislature from 2001 to 2014 and in the National Assembly from 1999 to 2001. Having entered politics as a member of the Democratic Party (DP), he joined the ANC by floor-crossing in March 2003.

Nomhle Maria Mahlawe is a South African politician. She represented the African National Congress (ANC) in the National Assembly from 2001 to 2009 and before that in the Eastern Cape Provincial Legislature. She defected to the rival Congress of the People (COPE) in 2009.

Bukelwa Gilberta Mbulawa-Hans is a South African politician from the Eastern Cape who served in the National Assembly until 2004. She represented the Democratic Party (DP) until March 1999, when she defected to the African National Congress (ANC).

Craig Mervyn Morkel is a South African businessman and former politician. He served in the National Assembly from 1999 to 2009, representing the Western Cape constituency, before embarking on his career in business. In 2006, he was convicted of defrauding Parliament in the Travelgate scandal.

Temba Ellis Vezi is a retired South African politician who represented the Inkatha Freedom Party (IFP) in the National Assembly from 2002 to 2007. Before that, he served in the KwaZulu-Natal Legislature from 1999 to 2002. During apartheid, he was a politician and legislator in the KwaZulu bantustan.
